all right we have 6 30 we'll call the city of mayor regular city council meeting from monday july 12 to order if we could start with the pledge of allegiance of the united states all right we have any additions to the agenda tonight i do not i'll promotion to approve the agenda is presented i'll make that motion a second second all in favor say hi motion carries 3-0 that'll take us to public comments if there's anyone who would like to discuss anything that is not on the agenda please come forward seeing none we'll close public comments move to consent agenda is there anything on the consent agenda that needs to be pulled for further discussion hearing none i'll look for a motion to approve the consent agenda is presented i'll make the motion we have a motion we have a second one second second all in favor say aye aye aye opposed same sign sorry motion carries three zero will take the 6a1 acceptance to coved recovery all right mayor and council in front of you this evening is information relating to the american rescue plan act so at the june 28 2021 city council workshop meeting staff presented information on the act to the city council and how part of the act will act the city as part of the act the city will be receiving an estimated 237 thousand nine hundred thirty dollars to be used to help alleviate impacts of the pandemic on local communities and help recovery so approving resolution 7-12-21-26 in your packet is one of the first steps in accepting the american rescue plan act funds for the city of mayor and the intentions of the city to use the funds in a manner that's consistent with the us department of treasury's guidance it will also allow staff to complete the actions necessary to obtain the funds spending of any funds will be brought to the city council for discussion at a later date and for all approval so with that i am recommending approval of resolution 7-12-21-26 that accepts the local fiscal recovery funds established under the american rescue plan act we have how long to use it um you need to have a specific dedication uh by december of 2024 and this is just saying we're accepting the money and then we'll determine yep it's just accepting the resolution that we can a staff is allowed to ask for the funding and then we'll make determination on what we'll spend it on later i'll look for a motion to approve resolution 7-12-21-26 i'll make the motion we have a motion to have a second oh second second any further discussion motion carries 3-0 that will take us to 6b1 fire station change order request all right mayor and console in front of you this evening is a request for approval of a change request that would allow for the painting of the apparatus bays and ceilings for the new fire station the cost to do so is forty five thousand eight hundred forty five dollars uh if considered for approval the city administrators recommending that it be paid out of the fire capital fund all right any questions for maggie make a motion to approve the painting paid for with the fire capital fund in the amount of 45 000 um 845 dollars so with that being said if there's no other discussion i think everyone knows where i stand i just want to reiterate again but back last fall we did council did approve a 2.8 million dollar construction costs that was approved by council and now with this additional we will be a little over a quarter million dollars above that uh that amount of 2.8 for construction costs so i i think it's a failure all around for us to be a quarter million dollars off from what was approved any other discussion i'm hearing none i'll never say aye aye opposed same sign hi motion fails 2-1 that will take us to 6b to mayor fire relief association donation all right mayor council in front of you this evening is a request for approval to approve the following donations from the fire relief association for the new fire station in your packet is a letter from the fire relief association explaining the donations so up to 2500 for the pouring of a slab that would support three flag poles and a statue up to two thousand dollars for a plate and bracket to mount the old firehouse bell to the building and up to 2428 for upper kitchen cabinets that would be installed by the fire department personnel so in total the fire relief association is asking that the city council accept the up two dollar amounts that equal six thousand nine hundred twenty eight dollars for the listed items so uh with that this i am recommending approval of the the donations i don't look for a motion to accept a donation of 6928 from the mayor fire relief association i'll make that motion we have a second whole second second any further discussion hearing that all in favor say aye aye aye aye motion carries 3-0 that will take us to city council reports i have nothing no park board tomorrow i have nothing myself so with that uh we will be entering into a closed meeting uh per minnesota statute 13d .03 a portion of this meeting may be close to the public pursuant to a minnesota statute section 13 d .03 subdivision 1 b to consider strategy for labor negotiations including negotiation strategy or development or discussion and review of labor negotiation proposal so with that we will enter into closed session and after the closed session and we uh join back to regular session we'll open up the door for anyone who wants to come back in
