4.2 To consider a final plat and conditional use permit for the Hotel Victoria

Motion carries (Unanimously Approved)

Dissent: None

Moved by Commissioner [0h27m15s] · Seconded by Commissioner [0h27m23s]

The discussion involved the proposed 46-unit boutique hotel at 7929 Victoria Drive, focusing on the conditional use permit for five shared parking spaces needed to meet city code requirements. The applicant detailed the construction timeline, anticipating an opening in March 2028. Commissioners raised concerns about the availability of these shared spaces to the public, especially if the hotel charges for its underground parking, citing Victoria's high parking demand. The applicant defended the shared parking model by referencing similar projects approved by the city and highlighting the significant investment in underground parking. Staff clarified the commission's ability to impose reasonable conditions, such as hourly restrictions, and mentioned ongoing city-wide parking studies.

4.3 The sketch plat for Astoria Lake Town

No formal action (Sketch Plat Review)

This was an initial review of the Astoria Lake Town sketch plat, proposing a 76-unit cooperative senior housing building, six townhomes/duplexes, and two single-family homes. Key discussion points included site access from Sky Drive due to MnDOT Highway 5 restrictions, proposed rezoning, and the significant parkland dedication of 7 acres for the Lake Minnetonka Regional Trail. Neighborhood concerns focused on the long-delayed trail corridor completion and potential traffic increases. Commissioners inquired about the project's impact on city-wide density requirements, the feasibility of alternative trail connections, and the potential for the developer to reduce surface parking to increase green space. No formal action or recommendation was taken, as is standard for a sketch plat review.

So, we are looking again at a final plat and a conditional use permit for shared parking agreement for five parking spaces.

We are looking that it takes approximately 5 to 6 weeks to deploy everything and have it started. So we're looking at a February 1st, 2027 start dig... We anticipate being done very shortly within a month of that road closure being done. So it aligns nicely to be able to get the hotel open and running March of 2028.

If the hotel is charging occupants for using the parking facility in the hotel, wouldn't that mean that naturally people are going to use the five shared parking spots first? I I I just wonder if this is really a facade and and are the parking spots really available to the public?

I think it's important to know that the shared parking is done exactly how the city has done all the shared parking. We are not an exception... We actually created all of that parking that is around the site. That would all belong to the Creamery and I put all of that parking to the city. So we're not we're following all the rules that you've applied to all of the wonderful gentlemen that have come before you.

Chair and Commissioners, this is a conditional use permit request, so you can require reasonable conditions such as hourly restrictions if you'd like for consideration by the City Council.

So, tonight, we're reviewing a sketch plat just to get feedback back to the applicant. There aren't any approvals or actions taken tonight. We just want to provide them guidance as they start moving forward with any other potential future submittals.

Uh the developer would be exceeding that requirement by dedicating 7 acres of parkland to the city for this future trail corridor.

Um overall, we're still right around that three and a half, which will be our 2050 comp plan requirement. Uh this proposal, putting it in a district that is slightly less dense, would bring down our overall density a little bit.

4.3 The sketch plat for Astoria Lake Town

It's tricky because we're speaking on behalf of future shareholders and owners of the cooperative, and so that's always a tricky spot that we're in right now, but I would say umuh in general, we would support uh any sort of potential for additional easement discussion if that's what it required to get a safe trail connection to to downtown. That's going to benefit those members in the future, and so if that's something that that comes onto the table, we would be absolutely open to discussing a number of different scenarios, I think.
