Review of Astoria Laketown Sketch Plat and Parkland Dedication

The primary agenda item involved Brian McCann, the City Planner, presenting the Astoria Laketown sketch plat. Key aspects included the developer's proposal for a 76-unit senior cooperative, duplexes, and single-family homes. A significant part of the discussion focused on the developer offering to dedicate approximately 7 acres for the Lake Minnetonka Regional Trail Corridor, which is substantially more than the roughly 1 acre required by city code. Committee members inquired about the feasibility of connecting this dedicated land to existing trails, given that three adjacent parcels within the corridor are privately owned and their owners have historically been unwilling to sell. The Chair clarified that the city currently lacks funds for trail construction and cannot legally compel the developer to build the trail or acquire private properties. The committee also touched upon the design of public and private sidewalks within the development and explored alternative acquisition strategies like conservation easements for private parcels. Despite challenges, the consensus was that acquiring the 7 acres was highly beneficial for future trail development.

I think there's a couple issues that we need to keep in mind. One is even if we were able to get those, uh there currently aren't funds available to do that trail. I mean, it would open it up for future. So, the question becomes one of city staff wants the appropriate time to approach people to to do that.
from my perspective um they're going beyond what beyond anything that would be required of them in the fact that they're dedicating that land. They could keep that land and then we'd have to purchase that at some point in time. So at least we're getting some acreage where we have the potential for a trail which we'd like to see at some point in time.
