The first item on our agenda this evening is announcements. We will be kicking off our 2026 budget discussion on Monday, June 23rd at 5:00 p.m. in our city council workshop. Council will be reviewing and discussing preliminary 2026 budget projections. All meetings of the city council, including workshops, are open to the public and held in the council chambers at city hall unless otherwise noted. We encourage anyone wanting to attend our council meetings or workshops in person to contact our city clerk in advance. In other announcements, on Wednesday, June 11th, as part of our summer concert series, we invite everyone to stop by the Charleston Thoon Band shell for Handler Steel Drum Band. The concert runs from 6:00 to 8:00 p.m. and our summer concert series runs through the end of August. Also, this Wednesday, June 11th, is our first classic car night event of the season running from 8 uh 5 to 8:00 p.m. in downtown Victoria, organized by the Victoria Business Owners Association. On Thursday, June 12th from 5:00 to 7:00, we invite everyone to attend the environmental assessment public hearing and open house for the Highway 5 improvements as part of the Arboritum area transportation plan project. The hearing and open house will be at the Chanhassen Rec Center and all are welcome. Finally, our city offices will be closed on Thursday, June 19th in recognition of June Junth. My name is Molly Bonaman and I am the Minnotonka preschool ECF and junior explorers coordinator and I'm my capacity here tonight to speak to you about toura. This is my fourth or fifth visit to your council. So it's nice to see all of you. Um so this year uh I can advance. Awesome. Oh, let's play it first. Can I do that from here? Oh, it just needs to hit slideshow play. Oh, thank you. Maybe. There we go. Okay. So, we are at our 20th anniversary this year. Um, we have a new executive director who's been with us this year. Her name is Kim Carlson. And so, this is um been kind of an adventure. This will be kind of the culmination of the end of her first year with Tour to Tanka. And as many of you know, it's a really big event. So, we are excited to kind of bring back some of the old and vintage things from Tour to Taka. So, we're going to have some exclusive 20th anniversary merchandise. We're going to have an archive display board at the vendor fair so that people can see just how many u people have been through this ride and how many people have planned their summers around it. And then we have still have a large group of legacy writers who have written in every single tour to Tonka. So we'll do a I believe we're at 29 the people who are still riding with us. I was going to ask you how many that was. 29. That's a good number. It is for 20 years. It's really impressive. So we'll do a photo with them at the beginning or at the arch which is um built at the high school. We are of course so grateful for our sponsors that make this event happen. Um, we couldn't do it without them, especially without Boyer Building Corporation. They literally build an entire arch for us to have our event as a finish line and it's beautiful and we're just very lucky that they are there for us. Um, so we are throwing it back this year. We kind of did a vintage t-shirt for this year's writer shirt. The original writer shirt was a cotton t-shirt. Um, a woman who uh retired last year says it by far is the best shirt that ever existed was the year one shirt. So, we're trying to honor that and um do something fun, bring back some cool style. So far, we have 854 writers. It's a 7% increase year-over-year. We have writers from all of these states that are planning to be with us. And then we have writers from 113 cities. Our 100 mile ride continues to be our larger ride this year. Um we have gone down to five routes. It Have any of you been to Toritona? Okay. It's massive. There's 3,500 people. It's huge. And when we had seven rides, it was just getting to be very hard to support um in a way that made us feel like we felt safe sending people so far out into different areas. As you all know, it's harder and harder to get volunteers. It's harder and harder to get safety support. Um there's just a lot of different things that happen in the summer where volunteer time gets tied up. And so we feel that by bringing it down to five routes. We will have a better um event and a safer event. We'll have the 16 and the 24. These tend to be family rides. Um it's pretty cool to watch the start line with parents, kids on bikes, and buries being tugged behind them. Um, we'll do 40, 58, and then the 100 mile ride. We're traveling through four counties. And you can see there where all the routes are. The blue route is the 100 mile ride, and that is the one that comes closest to all of you. And then the other routes are in pink and red and yellow. Um, we need volunteers. So, if you are free on the first Saturday of August or the Friday before, there's a lot of opportunities to do packet pickup and registration. Um, we need help on the routes. So, if you are a biker and have been in any rides and know just the importance of having some support out there to ensure that everyone is safe and kind of knows where they are, we need route captains. And then we have some of the best rest stops of any event in Minnesota. They are lively. I I often joke that it is the only exercise event where you're going to gain weight while you do it because we feed you like crazy. There's live music. It's just really fun. So, if you um are a comp organization, you can sponsor a rest stop and then your information is put up at the rest stop and shared with all the writers as a way for publicity. Um we have since 2006 given back $100,000 to the A food shelf. And so our marketing coordinator is really working hard this year to increase that impact and really lean more into the idea that this is about giving back. So not only do we raise a lot of money, we also get a lot of food on the date of the event people bring to donate when they're coming to ride. Just a very big thank you to all the law enforcement and safety partners. We couldn't do this without them. And so we just want to highlight that we recognize that fact and are very grateful for all of the help that we receive. We will see you August 2nd either as a volunteer or as a rider. The first item is 6.1 which is to review and consider approval of the 2025 planning commission work plan. Presenting this evening is our city manager, Miss Hardy. Miss Hardy, welcome. Thank you, mayor, members of the council. I am just kicking us off for our chair um Joel Adiseter. So, do you want to come up and present to the podium? um he will present an overview uh just a recap of 2024 and then an overview of what the work plan um the planning commission is proposing for this year. Very good. Great. Thank you, Dana. Yeah, welcome. Council members, it's a pleasure to be with you here tonight and to represent the planning commission uh to present our 2025 work plan. Um, first if I could just a brief recap of some of our work in 2024. As Council Member Christian Patterson will well know, he's an alum, a proud alum of our our team. And Christian, we do miss you. Uh, as part of the planning commission, uh, over 19 meetings last year. Uh, we held 21 public hearings. We reviewed 35 land use applications to offer input to the city council at the various um and various projects residential, commercial, and otherwise uh throughout the city. And we conducted a detailed and ongoing review of 11 ordinances as part of the city's comprehensive review of our zoning code. We also had a unique experience last year acting as the city's board of adjustment and appeals. We held our first uh appeal hearing which challenged the city's uh enforcement of one of its ordinances with respect to uh a controversial for the local neighbors of a project on Smithtown Road. Uh we also reviewed and offered our input to the state's new cannabis law. Um as you know there's a great deal of uncertainty that remains even still around this law and its enforcement and how it's being implemented. So, as the voice of the community, we uh we reviewed that with care and offered our input. And as part of the city's ordinance update, we reviewed um the new ordinance modifying the city's commercial districts and another uh updating the city's sign regulations. And one of the largest clusters of work uh is around our south growth area uh both residential and commercial projects. So, turning now to our 2025 work plan. As you know, our role uh as an advisory committee is to serve as a voice of our neighbors in Victoria as we offer recommendations to the council on land use applications and regulations. That's I would say in a nutshell our primary function. We also review and offer uh placemaking standards uh or attributes for public spaces in this case particularly for our central business district including the downtown west development. We'll also continue our march through the zoning code and updating and reviewing that. And at a higher level, we've been asked to monitor the proposed missing middle legislation at the state capital, which if enacted would seriously restrict the city's ability to control development in line with our comprehensive plan. So, it's a very serious challenge. Uh it's stalled at this point, at least in this session. Uh but it's something that um that staff I know has been following very carefully. This year we'll also begin u a year'slong process to begin gathering community input on our 2050 comprehensive plan. So redone every 10 years. And as you all know that's our guidepost. That's what guides the development for Victoria in the next uh 10 years following our work. And we'll continue to review and offer input to the council on development projects uh in downtown west and the south growth area. Um and finally uh and most importantly I want to pause and just thank uh the great support team Jen Brewington Brian McCab uh McCann sorry and Traverse Briarley. Um just a wonderful team that stands behind and and shouldertoshoulder with us. So with that I'm happy to take your input or any questions that you might have. Thank you so much Chair Ottered. Kicking us off on that topic this evening is our park and rec director, Jenna Smith. Miss Smith, the floor is yours. Yeah. So, tonight uh the person that's going to be presenting the uh recap from 2024 and the um looking ahead to the work plan for 2025 is uh Sue Bill. Take it away, Miss Bill. Welcome. Well, thank you. Thank you. I'm kind of stepping in. We've got a new chair and vice chair, but um unfortunately neither of them could be here. So, you've got me. We thank you for stepping forward, Sue. Thank you. So, I'll start off with reviewing the accomplishments of the senior advisory committee for the past year. Um we reviewed the recreation center spaces and provided insight to possible improvements and futures and programming opportunities. Um, we had a lot of discussion about how those public spaces, unused rooms, how they could be modified and allow for gathering spaces, more events for our older population, and often also talked about the lobby area and maybe some casual, coffee, or just areas for basic socialization. We reviewed the results of the recreation center plan and provided input and feed feedback to staff. um and we visited a lot of different um well senior centers, community centers um in the area. One of the things we talked about with our committee is a possible recommendation for a name change. I think the recreation center alludes to that it's more recreation and maybe look more towards a community center that would be more engaging that everyone would feel that there'd be opportunities. Every year we provide um we review our senior resource web page and packet. That's an excellent resource for our older adults as Alyssa does a great job. It not only includes local things but all the state organizations and um places that can provide assistance to older um older adults. And this year um we discussed the 1920 25 public engagement opportunities and we're real excited to get out in the community and we'll be doing um four different events. will be at two of the park popup events and I think we talked about at a couple of them having um a couple senior advisory committees members would be um on location of the various park pass and to engage and welcome people. We'll also be at the booth with the um city at the classic car night on July 9th and also have space at the farmers market on August 28th. And then as far as our 2025 work plan, um that's up on the screen. Once again, we annually conduct the um a thorough investigation of the senior resource package to make sure it's accurate and to be able to get out to um the community. Um, one of the big things we're looking at too for 2025 is to find ways to better communicate and reach Victoria's senior population. One of our members who had been on Jack since um the committee started five years ago and a couple other people expressed that technology is challenging for them and everything is digital or you have to access it through Facebook or other means. So, we're going to continue to explore ways to strengthen communication between this city and Victoria res residents that don't have internet. We've even started that this year. The recreation center, there's more printed material coming out. We're trying to get the word out around the community in other methods other than having to log in or go on Facebook. um the Park West plan um phase one and two. Basically, we were involved for the past couple years with the walking and trail plans and we will continue to look at a walkability study that was completed in 2023 and 24. A number of our committee members walk the trails and with Alyssa's guidance and help, we discussed some issues that older adults may encounter like the grades of some of the trails, what are the facility at the trail heads and I know the park and rock department went over that as well. Um, are there any benches? What are shaded areas? um what there were some areas that were identified that they weren't stable and they needed railings and all that. So, we'll continue to be involved with the walkability study and look forward to that in the future. Um we'll continue to engage with the Carver County Office on Aging. We have a representative from Carver County Public Health that comes to our meeting every month and they provide us information on ongoing issues in Carver County regarding public health, vaccines, what's the latest COVID update and things like that. And it's also very informative because they discuss issues that the other commissions and committees around the county are doing. So, we get ideas and feedback from them. And then lastly, oh, we'll explore what explore what hopefully in the not tooistant future what a senior facility and more programming could look like in the city of Victoria. And we'll be real excited to see um that come about in the future, but continue to look at what we can do to add make recommendations to add more programs. And then lastly, as I mentioned, we'll participate in communication engagement events in an effort to share our resources and those will be done through the different events, the four events that I mentioned. So that is what we have planned for the future. Thank you so much, Sue. A question for you. in your tours of other um senior facilities and and programming, what struck out stuck out to you that was uh something that we could do that we should be doing here that we're not currently doing? Is there one thing or two things that maybe stuck out? Well, that's a interesting question because they're all unique in their own way and finding that the standalone senior centers don't engage and get as many people involved. So to have that part of like a community center or a recreation center, you can draw in more of the a or people that are there for physical activities as well as ones that are ga gathered for events and programs that are specific to seniors. So be involved with not make it a standalone facility, but part of a community center. Okay, that's good. That's good feedback. We appreciate that. council. Great work on being creative because I think that's but I think in the last couple years I've seen it's come a long way and I've heard that from other neighbors. Wonderful. Uh so I have the pleasure of introducing the uh parks and recreation committee chair uh Larry Schultz who will be doing a recap of all the amazing work that they have done um this past year as well as looking forward to the things that are on the work plan um for this coming year. Chair Schultz, welcome. Okay. Um glad to be here. uh mayor and council members, uh I'll briefly uh review uh our work plan for uh 2024, highlighting some of the things that I didn't cover at the the mid year that we finished up at the end here. Uh we focused in on four areas. First was public engagement for park projects. And probably the biggest thing that we talked about on the second half of the year was uh how do we engage the public? How were we engaging them? And can we do a better job of that? and you'll see in our work plan for next year uh the results of that effort. Um we also uh worked on reviewing the sketch plots for uh the developments in the southwestern part of our city which is growing as you well know uh significantly growing. Uh we focused another area we called moments of delight and uh the sign project a review of that along the way providing input to staff uh and I think the the end result we've seen our signs uh heard a lot of really good positive comments about those um the other thing was discussion about the Victoria Recreation Center and similar to the senior advisory group uh we reviewed some things that we got out of the survey they uh found some themes and presented those forward to the council for for your edification. Moving ahead to the work plan for uh 2025, uh we uh again are focusing on on certain areas. Uh the first area is as I mentioned earlier the public uh engagement part and uh we're really excited to try something new this year and that's actually uh in a way going on the road to some of our parks and encouraging people to come and I know that staff's planning some events around that to try to attract people to come to those to get uh more input and we feel that the more input we get from the public uh the better utilization we're going to have of our parks if we can provide some of the things that uh they're interested in. So, we're we're going to be doing that. We have three activities planned or three uh different areas where we're going to go visit and then we'll make recommendations to the council with our findings. Uh the second area that we're going to be focusing in on is in the area of non-traditional park spaces. As you well know, uh there are a number of parks that have a sign and and some open space and how do we better utilize those those spaces? And uh we're going to be collecting information, brainstorming ideas to see how we could uh best address those non-traditional spaces. We also uh want to provide uh the council with some uh some feedback that we get from the community regarding the downtown west area because I think that's a wonderful opportunity that how do we get people to gather together in a space and uh for those of you who have traveled to European countries you know that town squares and others are great gathering spots for social interaction people in the community How can we tie some of those public spaces, especially when we have a new opportunity? And I know you're working hard on that uh developing that area and we'll provide some some input along the way for your consideration. Uh we also uh will be continuing to focus on the park and trail system as we do every year, updating our list of uh trail opportunities uh gaps. And we also uh are looking forward to uh as the city expands uh what water amenities can we uh incorporate into our park system. So you'll be hearing from us during the year on on recommendations along those lines. Our third area is uh focusing on uh the code ordinances. Uh probably not the most exciting thing we're going to be doing during the year, but it's a good review and it's a excellent uh idea for the council that you came up with to review those ordinances so we can keep them up to date and identify any other needs. as uh our uh societyy's changing and laws are changing, we'll keep those up to date for our community. Um I guess those were the the main areas. I'd like to uh close by um thanking our excellent staff that that we have in the city. You know, all the way u my interaction with them and our committee's interaction has always been uh wonderful. I'd like to give a hats off to Jenna Smith who is just doing a outstanding job. Uh she ties things together. The planning process was smooth this year from the direction that the council gave and she helped guide us through steps where we can actually follow with timelines etc. that really will help us uh expand our our park system and trails. Uh also like to thank uh the committee members and highlight uh their names here because they're all part of this. Amanda Cahill, uh Greg Mccur who uh is just going off. Mary Larson, Jacob Paul, uh Terry Cop, Adam Dur, Alexanderheim, and Chris Casey. And our committee expanded by three. And um I know there was uh some concern initially if you have more people will that uh inhibit discussion but actually at our last meeting we had excellent attendance. We had eight of the nine members there and everybody was engaged. Everybody spoke everybody had an opinion idea suggestion um and uh just wonderful to get more people involved to get a broader viewpoint from other community residents. So, um, thanks for, uh, allowing that to happen and thanks for your continued support of our our parks and, uh, trails in in our community. With that, I'll entertain any questions you might have. Thank you, council. Questions, comments? I I would just say I I love the that you guys are going to be getting out more and such. You know, you guys are kind of our ambassadors to our park system. So, um, uh, I think that's great that, uh, like as you said, taking the show on the road a little bit, right? So, um, so that's great. And then I do just have one question about, um, you know, I know we've spent over during my course of time on the council, right? You spend a lot of time on the trails, right, and finding gaps and stuff. How much do you guys look at um you know, one of the things we've heard um from our uh surveys and such is making sure not just adding amenities but making sure our current amenities are kept intact like so like are we are you guys looking at the trails like which ones need to be you know improve uh updated versus the gaps? Yeah, I didn't highlight that. Didn't highlight that in our 2025 plan, but uh that is part looking at what we already have and uh how do we enhance that? And we're always looking, you know, as far as trail gaps go, I know that's been frustrating for everybody because uh there's very expensive to to put in place, but what we found is as new developments go up, that's our big opportunity or as road projects happen or the arboritum transportation plan's going to connect a couple gaps. Uh and that's all going to help along the way. But, you know, I think a a really good point because we don't want to um lose sight of the things that we already have, which are wonderful, and have them go downhill uh when we're we're just focused on new things. Any opposed? Motion carries. Next item on our agenda, item 6.4 is to consider awarding a contract for Highway 5 and County Road 11 reconstruction project. Presenting on that item this evening is our city engineer, Cara Garin. Miss Garin, welcome. Good evening, mayor, members of the city council. This one has been a long time coming. We are actually awarding a contract tonight. Um so this is for the 5 and 11 um downtown west project which has many names. So tonight in tonight's resolution, you'll actually see a different name for the project under the approving resolution. Um the specific resolution references the name of the plan set. So the name that the contract for the construction project is under. But just as a refresher um the improvements shown on the screen here is what is included in this project. So it is the reconstruction of the section of Highway 5 between the bridge just west of downtown through the intersection of Highway 11. um construction of a roundabout at that intersection, then north on Highway 11 to where Stiger Lake Lane will connect to Highway 11 where another roundabout will be constructed. The improvements will extend up to the southerntherly limits of the Highway 11 project that's currently under construction by Carver County. Um the improvements include construction of a trail from um the Lake Minnitonka Regional Trail up along the all Powersports building and then along Stiger Lake Lane then along um Highway 5 up along County Road 11 and then it will tie into a trail that's being constructed by Carver County with the Highway 11 project currently under construction. Um and then as a refresher, we did add into the scope of this project um the connection of Stiger Lake Lane and also construction of the sanitary sewer and water lines underneath Stiger Lake Lane. So this was added to serve as a bypass um once Highway 5 is closed for construction. So the staging for this project um Stiger Lake Lane and the North roundabout will be built first and then when Highway 5 is closed to facilitate this construction this um will be complete and open. Um so we were able to allocate a portion of the federal funds towards the Stiger Lake Lane construction which is a savings to um the our local funds to help facilitate paying for that. So that is a plus. But um because we were building a portion of we were building Stiger Lake Lane, we did need to construct the sanitary sewer lines and water lines beneath that roadway um as part of that construction because obviously when development occurs on the 13 12 acres, we didn't want to come back and rip up the roadway improvements that we just completed to install um sewer and water. as part of the Stiger Lake Lane improvements, the federal funds can't be used for um the sand section that we put underneath our roadways. So, that's being funded by the city as well as curbon gutter um and parking. So, we are constructing the curbon gutter on the north side of the roadway as well as parking. Um we are not through this section. We are not installing the curbon gutter or the parking on the south side of the roadway because we don't know for sure exactly where we're going to have parking. You're still working through that um process with a potential developer right now. Um you just reviewed uh concept prek sketch plat concept at your last meeting but that work is still in process. Um included in the project is also storm water improvements to serve both the five and 111 project and the stiger lake lane project. So um one other note we are upgrading the city's sanitary sewer system that exists under county road 11. Um this is a old sanitary sewer system that has been on um the books for replacement for quite a number of years. Um, but it has not been something that we've wanted to replace until County Road 11 was going to be ripped up. Um, because of where it's located, it was not going to be cost-effective to replace that sanitary sewer system. Um, it's a all of these homes are on um an old 2011 system. So they actually have septic tanks um in their yards and then um the gray water from their tanks is pumped out to the city small diameter main. Um and the city actually um is responsible for cleaning their tanks periodically. So we will be converting that to an actual um modern I'm going to call it sanitary sewer system like we have in most neighborhoods as part of this project. So that um those of us that care about those things are excited to see that system upgraded as part of this project. So um in terms of uh where we are for with total project costs, so um the overall project costs for these improvements is now 12.4 million. Um so that includes all of the work that we just covered. The financing for the project is coming from a combination of um a number of grant proceeds that the county and city were able to m um obtain for the project. So Met Council regional solicitation funds, that's actually federal funding that's um allocated through Met Council. Um 3.2 million in TED funding. um that state funding that we were able to obtain um as it relates to our redevelopment opportunities and development opportunities for the 13 and 12 acres and downtown um LPP local priority project funding is actually um Mindot funding that we were able to obtain for this project and then um 500,000 in transportation economic development infrastructure funding that um came along in support with the TED funds. So, additional funding for the project is coming from um Carver County through the local option sales tax funds and um their county state aid funds. And then 2.6 million in city of Victoria funds um that will be through state aid funds, utility funds, and I um should have included on here when I have local funds that would also say developer funds. So, a portion of this project that's occurring along the Olivine development, um, if you recall, that used to be the downtown phase 1 project, um, that you had previously designed and had on a shelf for building to facilitate the Olivine project. Um, so in the Olivine development agreement, they are participating in that project cost. So a portion of the funding um for a portion of this project is actually associated with the special assessments and um funding that they were allocating. So it is a nice complicated bit of funding puzzle that I've been working on with the finance director. Um so I did realize that I did not put on your slide here uh the actual bid results. Um we opened the bids uh last Thursday and while we did only um receive one bid for the project um it was from Minger Construction in the amount of 8.8 million um as shown here on the slide and it was 1.6% higher than the engineers estimate. So um project of this size with the schedule that we're looking at we um always would like to see more than one bidder but we did get one. It was close to the engineers estimate. It is a contractor we're very well familiar with. They are working on the highway 11 north project. So, um that will be of benefit for the public to have those two project schedules coordinating together. Um we do want to have them um working hand inand so we can uh get the road open to through traffic concurrently. And so um with that then I would certainly um entertain any questions but this would be our recommendation. All right. Thank you Miss Garin. Councel questions for Miss Garin please. Can you just for the public remind us when uh highway five at the that intersection of by Dairy Queen there would be closed and for how long about. Certainly. So um back to this graphic here. So, uh, we are going to hurdle to construction as fast as quickly as possible and stage one would be all of the work north of Highway 5. Um, and then the full closure of Highway 5 would come after this would be complete. So, we're right now once we have the contracts executed, we'll have a more refined schedule from the contractor, but what we've been communicating is right now late August until November. Um, but we will make that information more readily available once that schedule gets communicated to us more precisely from the contractor. Other questions, council? And yeah, just to put an exclamation point on that, Highway 5 will be closed to through traffic at that intersection for a period of time. And for the folks who live like in the Auburn neighborhood and the Lake Bridge neighborhood, that will be a challenging detour. Okay, any other questions, comments? Um, just one small rookie question. Um, there's no assessment for the residents who have to go on to the new sanitary system. Correct. That is correct. We do not assess for that. those um improvements get funded through um your sanitary sewer bill. Thank you. To maintain and replace those systems as needed. Okay. Any other questions, comments from council for just from a notification standpoint, is it best for the residents to continue to check the website for closures? Obviously signage around too, but the website is pretty up to date with hey, it's going to be closed instead of mid August, we're looking at late August or whatever. I mean, is that Yeah, spot. There'll be advanced signage, too, like you know, the big road signs that go on the highway to let you know when that's coming. Um, and then we do have a number of pretty robust email distribution lists. We've opted that we're not going to create a separate one just for that project. We're going to continue to use the arboritum area transportation email distribution list because there's that has such a wider distribution list that's maintained by the county. Um and then we'll use the city's email distribution list to get that information out as it goes. And then certainly the city's social media post is a great um source of information and then we of course will be in regular communication with the folks directly impacted by the project. Perfect. Uh, next item on the agenda is item 6.5 is to consider a zoning text amendment um for a standard R1 zoned property. Presenting on that item this evening is our associate city plan planner, Travis Brierly. Mr. Brierly, welcome. Good evening, mayor and councel. Please allow me just one second to get it pulled up. Sure. Good evening. Uh, tonight is a request from the property owner of 8101 Victoria Drive, uh, who submitted a zoning tax amendment request to reduce the minimum lot size, the lot width, as well as the front yard setback, uh, for the R1 zoning. uh the main purpose of the request is specific to that property, but looking at the different options that we had to move forward to redevelop the property, this was the appropriate channel. Um so on the screen is just an example of what the property would be split like uh to put two single family homes on in replace of the existing single family home. Uh just quick background in addition to that the application was completed on April 16th which means that the 60-day rule kicks into it 60 days by June 15th. Uh we have not provided a letter of extension at this time. Uh but if that could be done, it was also noticed in the Wonia Patriot and um the notice was only uh put in the paper because of the number of mailings that would need to go out would be just everywhere in the city, but we did post it through our other normal channels. Uh just real quick, a zoning text amendment is a request by resident or staff or from the city council or other government agencies such as the DNR to make changes to our zoning code. Um, it's a change to the language of the ordinance. It's not specific to just one property. Though this request is based on a single property, it would affect all properties within our R1 zone, which is just about all our single family properties throughout the community. Uh, one thing that it doesn't affect, it doesn't affect any of our overlay districts or any of the regulations applied by other state agencies, county agencies, or organizations such as our shoreland ordinance. uh you have the watershed and things like that. Our R1 zoning based on our comp plan is our lowdensity residential um is for traditional forms of family housing including uh single family duplexes and twin homes. Um and our comp plan guides it to have a density of a range of 2 and a/4 to six units per acre. This reduction would change or is within the bounds of that 2 and a quarter to the six. However, it does shrink. On the screen, you can see that the request is to go to 9100 square feet for an R1 property instead of 12,000, which we currently have, as well as a new concept to look at parcels that are on the corner compared to interior parcels differently. This is mainly due to uh when you do infill redevelopment housing. Uh, so it' be 75 ft for the corner, 65 ft for the interior, as well as a reduction of the front yard setback due to a smaller parcel size to go from 30 feet down to 25 ft. Just some quick comparisons between the density and lot size as well as some recent subdivisions. Um, just showing on there a couple of different things. One thing to note is that the Met Council is looking to uh have us increase our density in our comp plan by one unit an acre up to three and a quarter. Um, that's something that'll come forward over the next couple years as we look at our 2050 comp plan. Um, our current R1 size has a density of 3.63 units per acre. Uh, the requested uh smaller lot size would be down to the 4.79 units an acre. Uh when we do look at the front yard setbacks as well as the lotwis um we've used the method of going through PUD to allow developers a little bit more flexibility in their development and to meet the intent and the goals of the city council when it comes to the future development of the community. Uh we do have to look at Shoreland and the Lake Minnitankka residential district and other communities in comparison and our current ordinance is for the most part in line with what our neighboring communities are doing or where we have single family homes constructed. Different communities have more than one type of R1 zoning. Um and a lot of that has to do with location or topography or things of those natures. the just to give an overview of where R1 is. It's everything that's in yellow. Um outside of the shoreland I highlighted in the blue circle in the upper right and this just area north of Highway 7. Lake Minnetonka is the zoning that's in orange. However, that wouldn't be affected by this request being tonight. We also have the area between Highway 5 and Highway 7. Another area that's circled. The majority of our R1 is covered by shoreland. And then we have south of Church Lake Boulevard. There's a couple areas that could be potentially redeveloped in the future and and split. Uh the main area that we are looking at is be just south of Highway 5 along uh Victoria Drive, which is the center um the center home is where the request is coming from. If there was a zoning text amendment change, the properties that are highlighted in red would be could be affected by the split unless covered by shoreland. In addition to that, we have there's some properties out on 82nd Street West and Bavaria Road, though they would be affected by any change to the R1. This type of development that would go in to actually improve or make create more homes would probably be done through parcel combinations and do a larger development that way. We also have an area along Coochia and 78th Street. Same kind of thing. These are larger properties, but from a financial aspect, the the dollars don't necessarily line up with just one property at a time being being re redeveloped, excuse me. Uh the planning commission uh had a discussion uh on the screen is a is uh the topics that we covered, but the big one would be if a change is made to the R1, how it would affect the character of the community. So what it would do is it would allow the anybody who wants to redevelop a property to go ahead and create smaller parcels without going through the city council. All that type of stuff would happen at the staff level uh per the city code. So there is some changes to it with all the discussion that the planning commission had as well as any discussion that might happen tonight. Um staff's recommendation would be to adopt a resolution which was handed out tonight which would deny the zoning request uh to make any changes and the main reason for that is it would change the intent of the type of homes that we have historically in Victoria that aren't built through a PUD. With that I'm more than happy to stand for any questions. All right. Thank you, Travis. Um question. So, this is a a redevelopment project sort of in what we all know as old Victoria. And so, I think um one of the things that this brings up as a concern for me is that um we certainly want to um use our redevelopment opportunities to continue the character of the of the community so that it doesn't look like it doesn't belong here. And um can you go back to that? I I want to talk specifically about this plot, this proposal way back um to the this one. So, in this redevelopment plan is we've got one parcel, but we want to divide it and make it two. Does one of those parcels front Victoria Drive and one front the 81st Street or do they both front Victoria Drive? Mayor, in specific to this parcel itself and conversations with the property owner as well as as uh Mr. Wickman representing the property owner, the access to these parcels would be from 81st Street with garages behind the home, not in front. So, there wouldn't be direct access to Victoria Drive. If we did add if it was split to add another access to Victoria Drive, the applicant would need to get permission from the county for access. All right. Very good. Thank you. All right. Um, council, questions, comments on this zoning text amendment. All right. Well, I think by granting it, you create a situation where developers can come in and they don't have to deal with PUDS or any of the other things that we would like to see in order to keep our hands involved with what is going on in the city. Um, an overall reduction from this standpoint is going to affect a few homes, but I think it sets a precedent that the developers for other future areas are going to be able to take advantage of or will try to take advantage of whether I'm here or not. That makes sense. Any other questions, comments, thoughts, feedback? I mean, I would just say we talk a lot about using our planning commission to do the heavy lifting, right? And I think they did a very good job of laying things out and made their recommendation. And so, I mean, I I would concur with that as well. So, I think they kind of hit, you know, they did a lot of the work for us like you always say, right? So they hit the nail on the head. I think from my perspective I think the work had been done. What we have here is a request to change our language of our code. Not not certainly so that this particular project could just sail through without any difficulty more or less. But we do use these um guidelines as a sounding board, so to speak, when we're evaluating PVDs for whether or not we have that look, fit, and feel that people have come to know Victoria for and look to build here in terms of other communities. This feels to me like we would just be codifying a compromise to that sounding board that we use. So, um I I'm inclined to as Chad puts it to use the heavy lifting that our planning commission has put before us and move forward with staff's recommendation. Very good. Um, I want to spend just a couple more minutes visiting about this um, opportunity we have in front of us. Um, we know that parts of Old Victoria will redevelop and we want to make sure that we do that in a way that honors who we've been and all the things that the other council members have mentioned here. So, I want to look to staff for a minute and say what are what are some tools, some other ways that we can think about this and how to go about moving a project forward in a way that we can all get behind. Uh, mayor councel uh staff has been working on alternative solutions and what that would be is be creating an R1A zoning district specific to the older area of the community. Um, so there's a couple things. If we did want to go with an R1A, um, which we've just thrown in the name Oldtown Residential, that doesn't have to be the final, but for now, um, it targets the areas of the community which are older, and we'll see homes get redeveloped individually instead of larger developments. Um, with this it would also allow for a little bit of shrinkage um in the property size and the setbacks and allow for redevelopment to be controlled in a manner that's targeted to a small area. When we're looking at that, we're specifically looking at um just south of five. On the screen there's pro you'll see where the green boxes that when we look at aerial photos from the 30s and the 40s and that area that's where we see those homes in those photos. Outside of that, everything that's highlighted in the red is pre-1975 subdivisions, a lot of them being post World War II. Um, so we did take a look at that to see when those were done, and there were different types of standards back then. In addition, we took a look at if we wanted to to make a change and present a change, a recommendation for smaller lots would still align with our comp plan, but will allow for that redevelopment, a little bit more flexibility, but still in a manner that would be consistent with the types of homes there. The property values of the homes and the size of the homes in the older heart of the community are significantly smaller than the types of homes we're seeing built today. So, we would want to make sure that that is still the scenario in the case going forward with one thing that the R1A would would allow for or is that we would think would be okay with it would be to allow for twin homes and duplexes. They still look like single family homes. A twin home just a joins at the property line. So, it still fits within that character and allows for reinvestment into the community from outside sources. In addition to that, we took a look at the whole area and the area that we'd be looking at for the R1A is surrounded by the purple. You'll notice that there's a couple different colors on this uh on there. The two properties that are highlighted in red, though, they would be able to be would be split and be smaller underneath the proposed decrease to the property uh standards because they're within the shoreline district, which requires 15,000 square foot parcels. they would actually not be permitted to be able to be shrunk down. Um, in addition to that, we have the one parcel that's in blue in the center. That's the 8101 Victoria Drive property. They have a piece of shoreland, but they're unique in the in the case where only part of it is. In the top, we have a parcel that's highlighted in light blue and it's outside the R1A. That's actually a multifamily property and we would want to reach out to the property owner to see if they would be interested in being proposed to be moved to the CBD district and that way they could become a legal or a conforming use instead of a legal non-conforming use under the zoning. And then we have the two properties in green which would have the greatest effect. They'd be able to split and take full advantage of a of a new zoning district installed. as staff. We've also reached out to uh the Met Council regarding if there's a comp plan updated or amendment that's needed and they've responded stating we wouldn't need one because it still meets the land use and we're close enough to the putting together a 2050 plan which is going to be completed around the end of 2028 um and we could make amendments then under that case. We also reached out to the DNR about shoreline regulations to see if there's any flexibility that they would have in allowing us to monitor to amend the minimum sizes for any parcel within the shoreland and their answer is a very firm no. So we are if an if an R1A was to be brought forward as a thought but as a formal process this would be staff's initial recommendation. I congratulations. This is good work. Um I like the more precise targeting of of these specific properties. Um I think it gets to um some smaller footprints of single family homes that we seem to be lacking in the city. I I'm I'm kind of in favor of going this direction. How are I would I would agree. I think it it's a great alternative option and flexibility and we've all brought up character. This will help with the character keeping the character towards downtown. Um I think there's, you know, we have, you know, we expect those larger lots, right? But then I also think when you're more in the city, right? Like you expect those, you know, your lots might not be as big, right? And so that's, you know, I think it is great. Uh, sorry. As Andy said that um it keeps the charm and the character of the and the attempt that we want for the other areas and then this area it allows for that redevelopment of some older homes that are you know that you know we want some update to. Yeah. So, um I think Dana at this point do we are we looking kind of for consensus for staff to Yeah. I think bring us back consensus would be good. Everybody in favor of taking a closer look at this R1, what are you calling it, Travis? R1A district. It would be Oldtown Residential for Okay. And mayor, members of the council, then Travis and um Brian and Jen, that team will work with the planning commission to do the heavy lifting on that as we explore that. And we'll um I think we're prepared to fasttrack that. We had talked about that internally. um here because as you saw that this could be a tool to allow for uh the application that was before you that was denied um that would be a tool um that they could use to move forward with their plans that would affect them positively. So with it looks like we've got consensus so we're prepared to move that through the planning commission and bring that back to you all um after they've had a chance to review and provide feedback. Good. Great. I think that you know likewise but the with respect to this the only thing I would say is to be sensitive to is the front yard setback uh to keep that consistent and align so that we don't have a Victoria that looks like it has a bunch of crooked teeth along its streets just um but certainly rear yard setbacks I I think we're all generally in agreement on sideyard setbacks are not not in question here but certainly to codify that to keep that consistent but Um, and then that gets this project before us some runway to get done what it needs to get done. Correct. And I also I I love that we're going to have a beautiful example of how redevelopment can be done here in Victoria. So, it'll be great. All right. Very good.
