Before we begin with our announcements this evening, I'd like to request a moment of silence for Victoria firefighter Laura Wood, who had passed away yesterday. Please join me in a moment of silence. Thank you for joining me in honoring Laura. Please keep her family and our Victoria Fire Department in your thoughts and prayers during this difficult time. Now, on to our agenda. The first item on our agenda is announcements. Um, join us for a popup splash pad event on July 30th from 3:00 to 4:00 p.m. at the Victoria Recreation Center. Cool off and enjoy the fun. And night toite will take place on Tuesday, August 5th from 5 to 8:00 p.m. Neighborhood organizers can register with the city to request visits from firefighters, sheriff's deputies, city council members, and staff. On to the first item on our regular agenda, which is to consider adopting an ordinance granting a new cable television franchise to Mid-Continent Communications. And presenting on that item this evening is our IT manager, Eric Shy. Mr. Shy, welcome back. Thank you. Good evening, Mayor Council. Um, on April 28th, the city, the Victoria City Council held a public hearing to consider applications for Comcast and Midco for cable franchises to provide services in the city. The council has directed staff to negotiate with both companies using the existing Mediacom franchise as a template to ensure consistent terms and conditions among competing providers. negotiations focused on aspects like service area buildout, construction standards, customer service, and financial protections for the city. Midco is committed to providing cable services to the entire geographic area of Victoria by 1231 of 26. Uh, city staff, assistant manager Nelson, the city's attorney, and myself have worked with Midco, and staff recommends the city council adopt ordinance 467 MC and authorize its publication. Um, with that, um, I've worked closely with our attorney and, um, Midco uh, to to kind of finalize the agreement. So, we're presenting it to you, um, today tonight. >> Very good. Thank you so much. Attorney Vos, do you have any comments on this? I know this was something that you worked closely on with staff on. >> Yeah. No. Uh Mayor, uh just uh compliment uh your staff as I always do uh for this one in particular. This is obviously a nichy little area of municipal law and life. Uh and staff's done a great job. Um I would just add and I think uh Eric's report uh mentions it, but um uh we can be confident that um Midco um is qualified. That's a separate question from the question of what we've negotiated with them in terms of a franchise. So, we sort of have a job of making sure we get a good deal, get a a fair deal for your your citizens, but we also have to make sure that Midco is qualified to be uh operating in town. Um, you've seen a little bit of um the impact that these companies can have as they come to your town. And so, you want to make sure they're qualified. And that's something that our our state uh and this is different than many states. Our state makes the application process have to include all of the legal and technical and financial qualification information that um you would want to see and that's been gone over. That's sort of the role I play typically along with helping with the franchise. Um and Midco is well known and well uh capitalized and um so qualified. So >> very good. Thank you so much. All right.
