that was martha join us but again if she comes in we'll hear eventually on the screen somewhere right there sure let's go ahead and begin this time so good morning everybody i will do the roll call uh susan bill you know we we don't know if these folks may show up later right arctic augustine julia hughes ann jacobson yeah yeah uh patrick's going to be asking jack yes anthony yes we need to have a quorum melissa and i assume we do so first item is always the petitions proclamation suggestions or complaints uh anybody have any uh any items to bring up one call i don't know if this is fine for but it's probably for you you mentioned that it's close yeah dude those now because of the kind of they do have a nice little lounge that part should be uh obviously as good as uh was at school with the wise but they didn't have coffee the activity center i mean the record rec center okay oh my gosh you know it must be hidden because i just saw just a big open room and then two girls sitting there i don't know where when you walk in there's the registration desk and to the right when you go on the door but to the right there's a conference room with a large table that probably has about ten chairs i know there used to be a grouper while i work out there but i know there used to be a group that um older adults that used to meet their boat with hope and everything and shut down them so it's really basically a conference room with a coffee pot yeah i got in there just waiting at church and hold the relationship okay so you're talking about where the ranks actually i never did that's the community center yeah that's where you check in and you make a donation to coffee and for coffee yeah i've never seen coffee pot in there no it's on that's any other items that people want to bring up any reports from you alyssa and it's comments or anything that come in the only thing i have share is just some um city news some things that are going on uh farmers market is starting in july july 1st will be the farmer's market in victoria help that the parking lots um that will go through 16th i think the times are 6 pm why i am not one we also uh have the showcase victoria photography conference that deadline is coming up june 30th submit your photography goes um i think the email is city of victoria at cni.com we also got classic car nights starting this week first one is wednesday um you can find more information eboa's facebook page i think it's called discover uh fever victoria classic car nights there's a whole page and that gets that and there's a whole page in the gazette yep yeah it was nicely done i thought it would be exciting i'm glad we're having it back it's so funny that will be five months late um i'm not quite sure if they have it on like the first or the second it said every wednesday it was something it's everyone every other every other okay it was all wednesdays anyway and i was glad to see that some of the local restaurants were doing half-price stuff was nice i mean they're just getting into the feel of it it becomes a big event and part of that um the city puts on concerts in the park those days too so yeah the fans stand here they'll be what's it going on so you can find more information about that on the website um or on the website and we also have our recreation groceries and so these are available at the rec center uh here at city hall and they're also mailed to all of our residents when they that will have information about the summer and these we also had our quarterly newsletter a couple weeks ago too the new victoria's prince it's kind of a read like from your shape okay yeah it's not just are you talking about this at home this is something different this is the city's uh brochure you know i did see that i looked for it i couldn't find it but it's like it seems to me it was like um and then we also have them here and then has this been mailed that has been mailed but i know when you moved in oh okay okay okay so that's the only thing i have for you guys great we'll move on to the next item of business which is third somebody like to make a motion to improve the middles i fell over thank you sir again thank you all those in favor say i always sing song proof so we'll move on to old business uh took the tour right did any of you folks go on the tour didn't make it so everybody was there he sent me great there's a few others don't worry that's good was it helpful i live in the one of the villas but yeah i mean the apartment is space yeah but the only shortcoming would be they don't have very many deposits well especially the villas they don't have as many as like apartment you looked at um well they're connected with bethesda but we have our own garage attached to it and there are those two strips some are connected and some are not as connected to each other did that facility fill up quickly i mean or is it all they're still coming in especially the apartment complexes i think she turned down the tour that a lot of the town halls or the buds were filled up with the two stall garage when you have the ones dollar still a national organization come on in wisconsin it's been backed by the retail evangelical church and they're out of wisconsin uh that's where their home office is i guess they're looking to build another one of these up north uh somewhere sure which suburb and then they're i think they're thinking of building more in wisconsin as well but this was i think a prototype because they they've had to fix a few bugs yeah that's been around for actually one of the kennedy daughters that's in the original bethesda and watertown one thing she mentioned and i don't know if it started that i thought was interesting um didn't julie mention on friday evenings they were going to try to have like a street dance or block off their parking lot and that would be open to the community with music and it's this coming friday maybe 11. as well and i see she opened up the bengal that they have in the community to the community which is fine that's good we don't have that many to show up so if more will show up definitely oh and she's got new trucks and a band and is there some kind of financing that she said they need to know these percent after they're in that effect yeah that's a little bit uh and mentally challenged and i don't know what percent is but yeah the rest yeah and the rest is 55 she had six new residents come in the first of june for sure and that was in the building she has one two two and quite a few of the symbols single bills no that's good let's move on to uh old business so let's say you're gonna give us a report so um last meeting we went through the possible work plan for this committee meeting so today i kind of revised that word plan and brought it back to you for seeing what your thoughts are as a committee um what staff recommends at the end of this is either approve the work plan as written in the staff report with amendments if the committee's or deletions so with that the work plan is going to guide the committee for the remaining of the year uh six we only have six months of the year left some of these items if the committee gains worthy could definitely be able to 2022 and we can discuss that once we get down into later in the year based on previous discussions this is kind of where we are at for action items uh actually i'll go back for a second work plan that 2021 to 2023 the world health organizations kind of action items that they listed to make a community better for all residents specifically related to the 55 plus they talk about outdoor spaces transportation housing uh social participation social isolation communication what have you um and then based on conversations we had i took the communications and education piece i think that's what the committee was really identifying as something that the city could work on and then made that our main focus area for the 2020 and then underneath that you're gonna see that there's some sub topics like that are related to transportation as an action item and related to housing as an action item but the main focus for this year i put on was that communications piece so with that here are some of the action items we have for you the first is create awareness of recap and other regional patient resources we have research and promote local health programs review definitions of affordable housing and housing wants from the 55 plus community learn from city staff about local housing options in victoria which we just did yeah yeah yeah exactly i would also um see if our community and economic development director fell could come in a description or demonstration of what's going on in victoria as we are growing and developing quite a bit right now just seeing what other options there are for housing in the community then we also have regional senior service web page from other communities for best practices to better serve older adults provide recommendations to staff of information to include in a senior's resource webpage work with city staff and partner with library to identify and promote 55 plus programs continue to enhance the city's website and communications to improve information access for older adults identify and support partners to advocate for seniors needing extra help especially with paperwork and computers create a senior welcome packet with city information and regional resources to be offered digitally as well as requests to be in print and then engage in carver county office of age so it does seem like a long list but i think it's all pretty doable again we could definitely table some of these things what's the difference between senior service now review senior service web page and include information in senior resources web page same thing which item are we looking at number four i i really wrote it but it's it's uh it's down to your senior service foot page and then that senior resources the top one um i put in there is we as a group or we as staff could look at what our market cities are doing um and just review best practices when it comes to what other cities have for a seated webpage and then the next one i think the action of career services we can definitely um combine those if there could be one it's up to you there's a logical progression unless i was as i've read through this i'm thinking okay which is number one it's not about priorities in terms of where we start that would be the next part um is really identifying what's the best um one two three items i would anticipate a lot of this we could cover based on create a senior page and really my anticipation for the rest of the year is to bring in other members of staff and other communities like whether it's the county or the faith i'm going to talk about what service is simple and then we can put that into our i have a meeting with our community manager can recall at the end of the week what that would look like and she could come in to meet with me that sounds great because that's what we need first of all is communication and a location they can find it yep yeah so the city has a web designer you know a web designer she's a communication and public engagement manager but she's phenomenal and she would be able to help us out when it comes to that creation of that web page for us it's fairly good but i think too that sounds like we've touched all touched them upon the importance of communication so i think that would also be a good place to start with that and then also in listening to this and after you know months down the road how do we launch it how do you bring awareness to that um there are a couple of things um you can read bless you know um but as we get more defined and this could be a goal i don't know if it could be achieved this year possibly to have a senior resource fair briefly mention it to holly when i ran into her maybe rent lions there you don't have to rent people city use lions at pavilion and lions park um maybe have someone from i mean that's where we kind of launched the website when it's up you know because they've got the big screen there um to show people how to work through it and i'm sure on that website there'll be links like to recap there'll be links to smart link um to um all the other things and kind of take them through and show that maybe have touch on affordable housing or talk on housing have someone from harvard county office on aging just have maybe four hours maybe the senior committee could host it and just get some of those resources where people can go around you see the launch of the new website kind of make a big deal out of it i think we probably could even get the lions in victoria get money from gambling um and they might sponsor some regiments all your home health agencies have giveaways you know um southwest transit has bags that i mean so that might just a thought as we develop it more and more and kind of um identify the progression of the order that was a thought that could be a good launch to kind of engage the community great without the feasible want nice weather like in the wall it's an annual building oh okay so i could come back i think the feasibility depends um don't want to launch anything until the website and like i said to look at different websites to you know put links on there and a lot of other stuff you want to make sure it's right so well maybe your first step would be at the farmers market i think you mentioned the booth there to say well i i i i could be wrong and jump in here i think we need to identify what our first priority is yeah it looks like communication and the web page and all the links and everything associated with that is the first step and and that stuff doesn't happen overnight so to that point what's the what's the cycle here the annual cycle when does the year and you say we have six months we have um and we would go through this again in probably december and january of developing another work plan for the upcoming year so that's what we call year end i know the committee officially started in april and um our committee terms are up in april but we january is kind of our beginning of the year so so this is a plan that would take us through december yeah so uh it's a good point that we need to we need to build the website the resource packet ready right and then we can figure out the best way to disseminate period and be nice if we could get it done before december that's not the best holistically i mean fall would be nice but i i it probably depends on steps to accomplish if the committee would like to do some sort of resource fair i'm being held at the lions park pavilion dates and times i can check in with holly to see the availability you know their weekend relatively booked but if there was a weekday that would be proper endorphin is a weak end that everyone would prefer i could see with a lot of older adults they're retired and we could do something that goes into the evening maybe it could be late afternoon yeah in case you do get some working is there a preference thoughts oh i might as well ask see you know that's pleasant and um condos um we have a welcoming commitment and jim hoffman who i think they've been on the original on the senior committee he came with the packet of all kinds of things it wasn't just seniors it was for a new person i don't know who arranged that i have no but it was very nice for us where the restaurants were and listen i've died i know there's another organization that does um welcome packets for this area in carver county as well as in scott county i representative i think for the city of victoria and i think you posted in the paper that welcome neighbor yeah welcome neighborhood my suggestion would be october i know this sounds terrible but a lot of people start going south november december so i don't know what would be maybe mid-october nice weather but it shortens our time frame yeah okay freddy right here what do you think you know i'm going to meet with kendra this week to see and part of that discussion will be timelines um you know i think we could probably get some started and the ball rolling staff wait throughout until why right i mean we should at least ask about the availability other than just one uh staff can definitely take some resources and developing that portion of it the website the communication and we can definitely look at creating a fair and what that would require and who might be offenders for that and then bring it back to the committee and see like the vendors that we're looking for who are we saying what do we need um and then if we want once we get closer to that event sponsor that i think that would be good for the people um we can have some meetings for the events and starting to get some of that stuff set up too and that would work um to set up the web page we research on it um i would think we have to break down exactly what we want to have on that what patient really decide you know work on that um i looked at the chan hats and stuff and of course they've got just all kinds of stuff they've got i love this this is one of their pages uh they have helpful links and related resources they have a southwest corridor bus thing and the one i was really impressed with was their senior linkage line and that covers a lot of areas it covers planning my future covers housing aging in place remaining or returning home support services assisted living and those are excellent just and they're all on their website near lincoln china is operated by what's called the maa minnesota area 80 agent out of st paul and those are links to them yes yeah and um and don't you think if you browse another a number of websites channel chat or you look at cities comparable laconia you'll you'll be able to identify the areas with the links on that yeah we don't have to have exactly whatever task but it's it's ideas yes yeah but we need to separate out what we want to research to put on that website so how to read that what are you are you saying we will research it or your staff the staff that would be part of the city staff and we would bring back the information okay this is what the direction the community would like to go away yep you know this is since uh uh this seems to be one of the top items the website maybe the the resource packet or two kind of products that maybe could come out of this group but uh i think it would be it's great that you're the staff to manage this if you could do the first animator i would checked off it's kind of early on a few other webpages from other communities like you've already done and maybe if you shared those things with us we could all spend our time seeing what jaska does or seeing what other places do and come back so we'd have a little bit more information yeah that's something that we would need a meeting to do that we could do on our own if you could just send us the links and we could find it ourselves but maybe are are there a set of cities that are like sister cities that we would want to compare to that similar to victoria that would be a good place to start now council's adopted what they call market cities i think there's 13 of them that we use um those are the ones that i would probably go to first of course not all of them most likely have a senior service first page probably branch out a little bit in the midwest area to see what they're doing i can definitely provide you the list of the ones that i'm looking at one thing i think you know we didn't talk about this um but i would imagine it or hopefully it might come up on some of the links you mentioned alzheimer's it's just uh horrendous i mean the numbers so links to the um like alzheimer's association or some other things you know on them i'm thinking that either we increase our meetings or we have homework the month is too long to do nothing for us i think we could be doing something okay that's good to know i will definitely i have to check on what uh city manager getting well bad fun we need to be careful about the open meetings law you know doing smaller groups so but i think if we could think about some homework assignment do individually without getting together and help make progress of course i feel like at this point this is a good list of items i think some of them are more what i would call outcomes that we want to see if we've got to accomplish and others are more researched like find this out or learn about if you get i would suggest that you come back next month with this list kind of prioritized these are the things that we'll get done by the end of the year we need to do these three first so that becomes the july agenda august and kind of help us line them up as a workflow yeah see between now and the end of the year where we could go and kind of future meetings what's going on that might help us and if we're going to invite people to come or we want to do research about it or have somebody who staff besides yourself we can schedule those in and see where we're going to go does that help yes if you would like for a motion i did have something in here but what we could do is um amend this motion sorry i'm on my own computer too many screams um to say move to adopt the 2021 world described in the staff report as well as discussed today so then i can come back with a frame i'd be expecting us to finish this award plan this here like i said we can definitely table let's let's look at a kind of the schedule and see what it looks like if it's doable or not it's like getting a syllabus for coursework sure i'll never i make a motion that we adopt the work plan as outlined and um i think that motion yeah thank you so is there a second second want to discuss this or well let's discuss right now what the priority priorities where are we at is the web page resources and research a first priority is the welcome pack um or resource kit which one about which any of those are what order chair um what i would and can remember what i would think after um this was being approved i would come and start prioritizing it expression chain is really the priority in getting uh from sunday american cities which i would for july and then gathering those i think a lot of that um both the website and the local packet could have started not researching and then gathering i i was wondering what's your ability to identify the senior population might be some um data on that this i could okay i don't think the census has been provided to us yet but that would be the most stuff i was because i was thinking anderson happened next year it'd be nice to even have something that in the actual east about um seniors what do you like about living in victoria what's what are your conveniences what would be helpful as a little survey to mail if they want to mail it in or i don't know if that's anything we want to even get into but we don't have any opinions from the outside yeah that's it that's a good point to maybe add right now the item before us is a motion to approve the work plan that's been presented with the understanding that alyssa will come back with a list of prioritize okay the prioritized list of items that are on there number they're there and so let's let's focus on that are you ready to vote on that particular resolution all those in favor say aye aye opposed same sign and carries so alyssa's got another piece of work to do and suggestions jan are welcome for alyssa she's if you think that this is the most important item on their priorities feel free to share those with and when she comes back next month right then we'll see what what she recommends and maybe we'll uh make some modifications have an agenda for the group really for the next six months well i just threw that out because it was a question i thought how do we even identify these people here good questions it's really good do we do a survey every so many years um if i can answer that yes there is um part of the next item discussion is some plan um so if you would like we could definitely move on to that part of the presentation that is a great question so item 6.1 underneath this is the aarp network of age-friendly states and communities what the city is looking for in this part is committee's feedback on joining the aarp network of age friendly kids and community what the program is is accountability and resource tool um to help government agents such as victoria um in promoting better public spaces better amenities better public services for that 55 plus the um this program does not guarantee that you know victoria if we choose part of this um would be you know listed as a an aarp great place to live or it doesn't endorse these communities it doesn't guarantee that these communities are actually better for aging in place but it is something that we would like to look into for 2020 late 2021 as a possible starting point and that would be kind of look at our next word plan the centrum is this network and um what my plan was to just show a little video on what's the program about and then part of it this is the tricky part get there we are better than z six minutes should be here you know what it was they have sex you can watch all of them um but what the process is if community applies to be partners um what is required of the application is um some basically about a community obviously city council support as well as assigned resolute um and then if approved would be required of the city it's creating some sort of conduct assessment which would be that survey and they do have um example surveys that people have done as well as they recommend for me here this is a community-wide survey it is not just senior citizens let's fit in with the city's plan the survey that they do you could talk about incorporating some questions and absolutely this way instead of having so many the other option is we could do top surveys and then target specific audiences as well um so the conduct assessment and then the creating action plan which is that priority lists everything that we want to accomplish and then the next three years would obviously do the implementing that action plan um and then we would review our progress send in our final report final review and then their best practices and start the process over five years it's something to consider um and i need to see the direction that we go for starting other costs of all would be no costs other than staff time doing the survey um but when it comes to actually filling out an application there's no cost so this is a brand new program for aarp you mentioned there were 13 entities in minnesota that six oh six and they're all new um i don't know if i have it up i do have it up um but so the earliest goes back to 2015. a lot of them are if we can accomplish our first three priorities yet this year um would we be ready to add more priorities than starting at 22. i mean what's there if we don't have two priorities that's probably not enough for them are we going to be we're starting out as grassroots so um we have to get our foundation going are we going to be ready too and you know this is why i bring it to this see if this is for us for the city and if you work hot sar if you would push this back further this is something that's why we bring it up and then i can do more what comes out of the nice assessment so i i would personally be ready to go forward too but that's only my thought because i think it will steer with the needs assessment as part of the survey that will possibly hopefully surveys you don't always hear from a lot of people but you know there'll be some issues that come up in the forefront out of that needs assessment that might be a little more on our roadmap to help determine what i want to do when you hold your emotion personally and i think promotion would be in order you didn't um we're not requesting a form of help if there's any interest from the committee if you want staff our first three priorities that we list those and if we can accomplish this resource fair yet this year then i think if that's got a lot of things going on if we can do a good job with the resource fair i think we'll be able to draw people then we'll get some needs assessment right there and that'll be this with senior assistants as well as we want us to evaluate some kind of a survey but it seems that we need more information before and maybe we'll be ready if we can do those things maybe we're ready to right now we don't have anything and be nice a little more savvy at this point city-wide survey i believe i might have to come back to you guys if i'm wrong this is north fields just to give an again for an action plan with isle um they're also the smallest far sorry for zooming out so much so that would be one of the first pages it is 72 pages you can see um but they have the data fields that are required at the front end on what is victoria sorry the value what the and they go into those eight defined topic areas items and i'll just hop over to one phony housing so looking here what we are currently at for housing what they heard survey their assessment and then they also did listen specific to that and what their goal is and then what they will do so do you know how long it took them to go through the process to get down to this don't know the exact time but it had to be they had to send us stuff you have to do all eight areas it doesn't have to be that obviously they have three here all eight areas but they have an action plan on every category yeah yeah see that's a lot of work i don't think we can accomplish all that that's just one action plan well it's over how long a period well that you don't have anything part of it but the city would be the one developing it with input so it's not we're not charted to and i don't know do you ever does the city have the staff time available to devote to that and that would be part of the discussions um got a lot of groundwork to do yet this year maybe we'll be in a position in to say okay i think we'll put together some action plans would that be rather than well we're talking now about signing up in 22. i'm talking about we'll know more in 22. i don't know if it's up to what everyone thinks we can accomplish this year i think could we take a look at one more whole section this is housing formatting what they've heard listening sessions and then they have four goals this time zoom in on those okay when they say promote outreach to isolated adults okay is that is that coming back to the city all i have is the action plan that's in front of me when the cities participate in this and they go to the implementation phase i assume that's delegated to some organization like the senior group for the city council or you know how it plays out in the terminal would this be the group that implements the plan or just oversees the implementation it would be um mostly staff to work on yeah that one could be better on sure and then my staff will go out and do the so i think we're hearing this it's a big project looks like a lot of people have any sense of how the civic manager in the city council prioritizes the the need for senior citizens services like this it is similar plan finding better resources like population this is just opportunity or um which is what i heard well i personally feel it's definitely worth a deep dive or investigation to see what this would be i like the fact that it gives us a framework and a kind of a direction to do the work of this committee be interested to see how the city council feels for this fits into priorities because it looks to me like it could take a lot of staff time both develop the planet i think it's a good framework but i don't right now we're not ready for zero right so i don't know if if we waited and decided the first part of 22 okay i think maybe now we can set up some goals we don't need to have four for each one if we wait is that too late or do we have to let them know ahead what um this would be oh it doesn't have to be all right the first step again is is to decide if the city wants to apply to be part of this and then we've got a couple of years actually northfield probably spent a couple years two or three years developing this plan you mentioned sinclair they knew that i mean they've been involved since what 2000. so yeah there's only only four of them there's an experience with it so if you look at their page they don't have an action plan set um you know what's interesting about victoria and every city i'm sure can identify the same thing house transportation how victoria is kind of in a i know people that are here um so within the next two years we're going to see their population will increase somewhat um because we're offering more housing options so it might be a good time if we decide or the city um city manager or city council decides to look into it they will give us two years to get some good information i noticed that there's something that's in house cities and yeah not sure how counts or county structure would that one that would be something i would have to look into if there was any questions obviously we have to engage harper county on that it almost seems like they don't think they're trying to coordinate all of this well listen at this point you were looking for consensus from the group if there was consensus have you heard enough or do you need the consensus here research program a bit more more information what we could do is see your presses see how the project's underway um and then i can what we've gathered but he did for us this is something so you don't need emotion at this to you so we can even decide later this year that oh i think we're ready to absolutely that might be good next item on the agenda is uh other business members have other business let's say anything from staff brother doctor promotion into a journey well um a lot of wasted time what i'll do is i'll be sending out the market cities so their senior resources page so our homework these other city websites didn't have a senior citizen would it be okay harper county used to put out a sort of sky would it be okay if i reached out to the california office on jean and asked pretty much no they don't print it but if they have that on their website absolutely um if anyone finds anything that some things from the city of chan has said i could the caution there is don't send it out to the whole group from yourself right let it go to melissa and she can send it oh
