Introduction and Oath of Office for Officer Jackson Stoffel
Chief Francis introduced Officer Jackson Stoffel, detailing his background, education, and previous law enforcement experience with the Marshall Police Department. Officer Stoffel then took his oath of office, administered by the City Clerk, affirming his commitment to serve. The Mayor extended a welcome and appreciation for the police department's service.

James Johnson Jr. from Dakota County Public Health presented on Overdose Awareness Month, sharing the international and county themes and tragic statistics from 2025 (39 opioid-related overdose deaths in Dakota County). The Mayor then read the official proclamation, emphasizing the importance of education, prevention, harm reduction, and supporting individuals and families affected by substance use disorders.

Whereas August is International Overdose Awareness Month, a global initiative aimed at a at raising awareness about overdose prevention and honoring those impacted by substance abuse substance use disorder... And whereas the city also recognizes the dedication of healthcare professionals, first responders, public health agencies, educators, community organizations, and recovery advocates who work every day to prevent overdose overdose and support recovery.
