The general counsel presented the proposed changes to Policy 503, primarily focusing on student cell phone use. The policy requires phones to be off and away during the instructional day, with exceptions for high school students during lunch and passing time (responsible use), and for all students before/after the instructional day. Prohibitions include use in bathrooms/locker rooms and for violating other district policies. Exceptions are allowed for disability accommodations or teacher-authorized instructional use. Consequences for violations include discipline, confiscation, and loss of privileges. A student inquired about the prohibition during 'pause time' at Egan High School.

Approval of Employee Group Health Plan Exhibit

6-0 Approved

Dissent: None

Moved by Jackie [01:28:18] · Seconded by Anna [01:28:19]

The Director of Human Resources presented the proposed premium rate increases for the employee group health plan. The district has a self-funded plan with Health Partners. Significant claims post-COVID-19 have led to double-digit premium increases, depleting the plan reserve. The insurance committee recommended a 15% increase for the deductible plan and an 18% increase for the co-pay plan, effective July 1, 2025. This aims to protect fiscal integrity and move towards a single deductible plan across all employee groups in the future, encouraging more consumerism in healthcare choices.

The vast majority of our employee groups support discontinuing actually our co-pay plans ... and go to one plan and that's going to help us then be able to focus and do more education and just kind of do some tweaks to plan that will help long term.
