The study inventoried 424 city-owned and EDA properties, categorizing them by use, maintenance, and zoning. Key findings included significant portions dedicated to city services (51%) and utility facilities (23%), with 13% being vacant. Issues like non-compliant zoning (46%) and properties located outside city limits were highlighted. 22 parcels were identified with development potential, excluding natural areas. Six recommendations were proposed, covering public works coordination, prioritizing developable properties, addressing encroachments, updating zoning, revising land sale policies for small parcels, and transferring EDA properties to the city.

The Public Works Director presented an overview of the city's sidewalk and trail system, which includes 78 miles of sidewalks and 12 miles of asphalt trails. The majority of the system is in good to acceptable condition, with a condition rating of 61 for sidewalks and 81 for trails. Maintenance includes slab replacement, trip hazard mitigation, sweeping, and crack sealing. Funding comes from operational budgets, utility fees, state aid, and grants. The city also plows snow on Dakota County sidewalks and trails. Future plans will be guided by the 2050 Comprehensive Plan, with immediate efforts to close gaps along county roads.
