No further discussion was needed for approval.

Approval of Student Handbook

Unanimously Approved (with amendments)

Moved by Director Chester [1:28:44] · Seconded by Director Mickelson [1:28:47]

Before the motion to approve, Director Anderson requested amendments to the handbook for clarity. Specific changes included adding 'voluntary' to a section about virtual academy transfers on page 22 and ensuring consistent terminology for 'e-bikes' and 'e-scooters' throughout page 11, including initial definitions. These changes were accepted before the final vote.

Approval of Read Act Memorandum of Understanding (MOU)

Unanimously Approved

Moved by Director Worb [1:30:17] · Seconded by Director Saxi [1:30:20]

The board was asked to approve the MOU for the 2026-2027 Read Act, which is the third and final year of the program. The MOU outlines the distribution of state funding to teachers who complete required training, an obligation mandated by law.

Approval of Board Programming and Staffing Retention Priorities

Unanimously Approved

Moved by Director Hume [1:32:05] · Seconded by Director Anderson [1:32:08]

The board approved programming priorities and staffing retention protections for the 2027-2028 school year, as stipulated by an MOU with the Burnsville Education Association. These priorities are designed to protect specialized positions (e.g., in pathways programs) from being eliminated solely based on seniority during unrequested leaves of absence (ULA). Discussion touched on the mechanism for adding new program priorities in future years.

Notable Quotes (5)

Sorry, really quick. We should either do an amendment for the additions or add the amend or add those additions before the motion for the changes to voluntary transfer... Eddie scooters language around.

Director Anderson [1:26:24]
Approval of Student Handbook

I think that's fair. I think we should probably be consistent throughout or name that they're interchangeable.

Dr. Chris Belmont, Assistant Superintendent [1:27:03]
Approval of Student Handbook

We are in our third year of the read Act. It is, I believe, our final year. As we wrap up with uh the remaining teachers, we are required by law to have anou with the teachers unit, the Burnsville Education Association, where the funding from the state is to be distributed to teachers who complete the training.

Stacy Sovine, Executive Director of Administrative Services [1:29:43]
Approval of Read Act Memorandum of Understanding (MOU)

The board each fall will identify certain priorities for different types of positions that are protected for the upcoming school year because of specialized training, certifications, credentials, whatever that may be.

Stacy Sovine, Executive Director of Administrative Services [1:31:07]
Approval of Board Programming and Staffing Retention Priorities

If we're making changes, if like recognizing that um that that that we're reviewing the pathways and it's been 10 years since we created the pathways, let's say we identify um that there is a pathway out there that we don't offer and we want to add it. What would the timing be for reviewing having audited our pathways along with the staffing for it to be able to make this work.
