Deputy City Manager CFO Jennifer Roddy presented the 2027 proposed budget, highlighting a 7.69% tax levy increase, equating to $15/month for a median value home. She outlined investments in public safety, facilities, technology, and pavement management, as well as efforts to reduce reliance on debt. Council members acknowledged external pressures like inflation and federal/state cuts, which contribute significantly to the levy. Some expressed appreciation for staff efforts to limit the increase, while others voiced strong concerns about the ongoing high annual increases, their impact on residents (especially those on fixed incomes), and suggested re-evaluating city priorities and moving infrastructure costs to franchise fees to lessen the property tax burden.

Notable Quotes (6)

Tonight, we're here to discuss the 2027 proposed budget and tax levy. Um we've balanced right now to the 7.69 tax levy increase, but does um hearken back to the uh non-binding resolution from the 2023 budget process.

While this year's 7.69 is certainly very heavy by historical context, about half or more comes from preserving core services and absorbing spiking health care and inflationary costs. Things that we don't have as much control over.

I also think that we do need to take a look at two things. We need to take a look at, as a council, what our priorities are, and we need to involve our residents in that of what actually what actually is a core function of city and that we need to do.

The other thing that we need to look at is we need to start moving our infrastructure costs onto the franchise fee, which this council has said as a policy is what that is for. Um and away from property tax.

I don't have too much to present, but I will say the proposed levy for the EDA is $750,000. And the expenditure budget is approximately $336,000 for 2027.
