Good evening, ladies and gentlemen. It is now 5:30 and I will call this regular meeting of the Burnsville City Council to order. It is our tradition to stand for a moment of silence followed by the pledge of allegiance and we invite you to join us. I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. We welcome the public to our meetings and um the public can also choose to go on to burnsville.gov/meings to view the meetings. You can also go to comcast channel 16 or 859. The public can also participate through Zoom by joining us at zoom. us/join. More information is available on our meetings web page and in the council agenda packet. The first item on the agenda is our announcements and we also have a recognition this evening. Our announcements have to do with all of our upcoming meetings. regular council meeting scheduled uh Tuesday, July 22nd at 5:30m. Now, the August 5th meeting, Tuesday, August 5th, is now going to be on Monday, August 4th at 5:30 p.m. We moved it to Monday because of night to unite on Tuesday, August 5th. We have a work session that's scheduled for Tuesday, July 15th at 5:30 p.m. A budget work session that's scheduled uh for department budget presentations Tuesday, July 15th at 6:30 p.m. The capital improvement budget uh capital improvement plan is scheduled for Tuesday, July 22nd at 6:30 p.m. And then we also have a special work session for our quarterly roundtable and that's uh the council and uh our leadership team that's scheduled for Tuesday, July 29th at 5:30 p.m. And tonight it is our honor to recognize um commission members that are exiting and we thank them for their service. And I'm going to do it over there. Council members and staff and members of the public, tonight we recognize the service of Chris John uh for his dedicated service to the community on the planning commission from July um 2019 to June 2025. And uh Mr. John, thank you so much for your service to the community because I mean this is the planning commission, but you also served in the uh economic development commission. So, thank you for your service to our community. And we're going to take that picture over here with everybody. And I think I need Mr. Morosa who was the um Yeah, Mr. is the person who has staffed you all. Yeah. [Applause] The next item on the agenda is citizens comments. This is the opportunity for anyone um to address council on an item that is not on the printed agenda and not an application form that will be coming before us at a future date. Is there anyone who wishes to address the council? Anyone who wishes to address the council, Mrs. Henderson, anyone online? No, there's not. Thank you. With that, we will move on. The next item is uh additions to the final agenda and it's for emergency items only. Deputy city manager um Thompson, are there any emergency items to come before the body? Nothing from staff, ma'am. Members of the council. Thank you. We will move on. The next item is the consent agenda. The consent agenda is a group of items that's considered to be routine and will be enacted by one motion. Um, item on the consent agenda can be pulled for a separate discussion and vote. Is there anyone in the audience who wishes an item to be pulled for a separate discussion and vote? And this is a resolution to vacate drainage and utility easement as uh dedicated on the plat of Burns Scott Industrial Park. Presenting this evening is Mr. Girk, our city engineer. Good evening, sir. Good evening, madame mayor, council members, assistant city engineer for the record there. I'm sorry. That's right. We don't want to short Logan, right? He's at home with his newborn right now. Would not like that. Yeah. Yes. Assistant city engineer. Logan, if you're watching. Madam, mayor, council members, again, my name is Charlie Girk. I'm the assistant city engineer. Thank you for letting me present this easement vacation. It's very similar to a rightaway vacation for process for the Burns Scott Industrial Park. This is hopefully will be a public hearing. Uh Burnscott Industrial Park is in the southwest portion of Burnsville westerly right off of Coner Road 42. We can see it's off of Burnsville Parkway here just south of County Road 42. uh Carafani and State Farm have entered into an agreement to purchase some property for that northern parcel to be able to kind of future proof their business plan and to be able to build out in the future if they need to. We can see that this request is to vacate this small unused uh drainage and utility easement. We have received no notifications from private utilities that there's a need for that easement and we have no city-led utilities in that easement either. North lot is Caro Fenini and the south lot is State Farm. Again, no city utilities exist in the easement. There's no private utility objections. Uh this is a required action by Dakota County for platting purposes and it makes sense to do it now as part of the process. Uh to follow this will be the Burnsville Parkway edition plat. We're recommending that the council holds the public hearing that they approve the resolution vacating the drain engine utility easement. Two minor conditions on that approval that the Burnsville Parkway edition plat is approved of course and that if there are any utilities discovered that are private in nature that those be relocated at the applicant's expense and not at the city's expense. Uh the next item is 5B and this is a public hearing also. And this is the preliminary and final plat for 14380 and 14400 Burnsville Parkway West. Uh Mr. Morosula, planning manager, is presenting. Mr. Morosula. Thank you, mayor. Good evening, mayor and council. So, um, assistant city engineer Girk just uh pretty much stole my presentation. So, um, you're going to talk about same. Yeah, I think we're talking about the same thing a little bit. Uh so the like Charlie mentioned the property owner on the north side 14380 Burnsville Parkway intends to purchase the back of the property located at 14400 Burnsville Parkway for a future expansion. Um this plan is being brought to this directly city council due to city code section 1122 which allows um subdivision of less than six lots and that are served by adequate utilities to be directly brought to council for approval for review and approval. So again there they are. Yeah. Um the plenary plat here shows the two lots of record. The easement or that was just vacated is located right in here. And then uh the new lot of record would look like that. So the property owner to the north here is buying this back here. The property it's in conformance with the zoning code standards. The new lot of record for lot one is 3.3 acres and lot two where state farm is located that would be about 1.1 acres and the lot frontage and everything else is consistent with city code. With that, um, this application does require a public hearing, uh, for the final plat and staff recommends the city council approve the primary and final plat subject to three conditions. I do have the three conditions here. Uh, I'll just read them out loud for um, transparency. The final plat should be filed at Dakota County and written receipt of the filing should be provided to the city prior to the issuance of a building permit on either lot. We have just I put a building per safe space there, but either lot, this plat has to be recorded first. Second condition, the primary and final plat approval shall expire one year unless the plat's been recorded at Dakota County or an extension has been approved by this city council. And three, development fees in the amount of $178 shall be paid prior to release of the final plat. With that, I stand for any questions. You know, Mr. Merosa, this is really terrific s simply because we're landlocked and a business is thinking ahead and collaborating with their neighbor and able to purchase part of what's not being used by State Farm so that they they're thinking about expansion which says to me that they like being in Burnsville and they want to expand here. So I'm this is something that I think is really wonderful. It's a great um it's great for this business, but also great in terms of the collaboration between two businesses. And thank you to staff for helping facilitate this and making it work. Um members of the council, any questions or comments to Mr. Morosula? Okay, this is a public hearing. Um the next item is item 5C and this is the economic development commission's work plan and this evening we have uh Travis Bisto our deputy community development director and he is going to be presenting uh and introducing the chair of our economic development commission Mr. Visto. The floor is yours sir. Thank you, Madam Mayor. Council members, as you're aware, every year the EDC comes before the uh city council to present their annual work plan, and this year is no different. U the one exception is that we have a couple of significant economic development initiatives that have recently moved forward in alignment with the city council. Uh those being our um economic development strategic framework and our local affordable housing aid uh spending plan. Um following discussion with those with the council, both of those items were brought before the EDC in recent months uh for their review and feedback and now have been incorporated into their 2025 uh work plan. Um staff are excited to continue working with the EDC uh on those two initiatives as well as other regular work. And for more uh detail on what that work looks like, I will turn it over to uh Chair Blum for um her uh report out and I'll be available to take questions if there's anything for staff as well. Thank you, Mr. B. And uh welcome, Chair Braum. It's good to see you and thank you for the work that you all are doing because you all do the heavy lifting on all of these things before we see them. And so we appreciate all of your work. The floor is yours. Thank you, Madame Mayor, Council. Thanks for having me. I'm Kayyn Brahms. I'm the chair of the econ economic development commission. Uh, as you may know, we're a volunteer commission. We have a look at these things as they come through. And based on what y'all have put together and what we put together, this is what we're looking at working at on over 2025, 2026. So, our economic development strategic framework, we've put that together for you all to review. and I think that that's coming up soon. Um, we are also looking at in quarters three and four of 2025, uh, the housing program updates through LAHA. We are reviewing financing applications for city funds. That's not that's no change. Um, we also are working with Grow Grow MN and the Burnsville Chamber Partnership. Those are really great updates for us to hear as well. city business retention and expansion program that's ongoing. We will also be working on community visioning in 2025 2026 and we'll wait to receive direction for that. Open to business is ongoing. Ribbon cutings are ongoing. We've had a ton of those this year which is really exciting. And then training is ongoing. We'll look for y'all your direction on that. You know, I really appreciate seeing the commission at these uh ribbon cutings because it shows our business that we're there to support them. So, thank you to all of you who show up. Uh it's it's a good thing for our community to see us all supporting our businesses and so thank you for the work that you all do. Really appreciate that. Uh members of the council, any comments uh from Chair Braum? I'm just excited about the expansion of the commission this year. I think it's going to get a lot more feedback to us. So yeah, you you have some new additions to the commission. We we do and it sounds like we'll continue to have some new additions. So yeah, it is exciting. Thank you. Um, I just think that you have a full plate ahead of you and you have some ongoing work uh that you continue to do and thank you for that. We really appreciate everything that you all do for us because um you do great work and we appreciate it. Yeah. Thanks. Thanks for having me. Yeah. Thank you.
