Thank you for being here. This is the meeting of the uh District 191 Burnsville Eagan Savage Policy Review Committee. The date is March 24th and the time is 5:00. Thank you for those here in person and those online. We appreciate your attention to what we talk about today. So I'd like to start with the policies with changes. We have no new policies today. So our policies with changes we're going to start with number 211. Criminal or civil action against school against the school district school board member employee or student. And it'll be Dr. Latanya Daniels superintendent who'll be speaking. Thank you so much Director Mickelson. Yes, I am presenting policy 211 criminal or civil action against school district and the changes that have been made are changes that MSBA recommends. And so with that I'm bringing this to the board actually to the policy review committee for your approval. I noticed that pretty much I mean the only real change is that there was an update to cross reference. >> Mhm. That was there. Yeah. Okay. Um any questions or No. anything? Yep. I don't have any either. Um I would say you know such a minor change we'll just do that on consent at the next board meeting would be just fine. Thank you, Director Mickelson. >> Yep. Thank you, Dr. Daniels. Um all right. So, our next policy with changes is number 404, employment background check. Uh and it'll be Stacy Selvine, our Executive Director of Admin Services, who'll be speaking. Good evening. Uh 404 employment background checks, MSBA is recommending just some minor wording changes throughout the the the policy. Nothing substantial by um real definition. Um just bringing to you these changes with these recommendations. There it goes. Sorry. >> Questions? >> having trouble with 404. Now I'll get a little one. Um if I could just ask uh for a clarification with the wording in here at times with some of the changes. Is this referencing a an employment background check for someone who'll be working in a school or just specifically or for the school district at large? School district at large. Okay. That was my assumption because of something a little bit later. Because um in uh Article 2, Section A, um it talks about um that uh employees that who will be in a school versus the school district. I'm thinking that um we need to remove the of and add district so that it would read and so again this is article two section A it would read the school district shall require that applicants for school district positions who are offered employment getting rid of the of in the school district and all individuals except enrolled student volunteers yada yada yada. Um that that it would specify that for the whole school district versus just in the school. Um and then a similar comment in article three section A uh where in that first paragraph again it's saying provide service to a school that would be provide service to the school district. Um because just when when it says to a school it it seems like it's ignoring anybody at like Diamondhead for example. This is mirroring statute language that is fairly specific as to who we are actually required to do this. So if you're if you're somebody working in a school with students or in a school yes you have to go through the background check. If you're coaching if you're volunteering and providing one-on-one instruction I I I understand the intent of what you're saying is kind of like a little bit broad but I think what MSBA is doing they're looking at this saying here's the statutory requirements of anybody working with the student. We do this as practice and I'm wondering if we might need to if there's a different place to say any any adult that is coming to us goes through a background. The school district also conducts criminal history background checks on all adults who provide after and well during school academic that's the the language again. It's It's really the second sentence under purpose. To that end, an independent school district will seek a criminal history background check for applicants who receive an offer of employment in with the school district and on all individuals except enrolled student volunteers and who offered. Mhm. So, that's kind of where we're saying we're doing it for all employees as the school district. However, by mandate, understand, if you're working with students, if you're in a school, if you're coaching, if you're providing instructional tutoring, volunteering, we also require for these positions as well on top of that. Neither six or Mhm. six one way, half dozen the other, but I I that language as you're reading it is like, no, that that specific language that's referencing back to statute. That's why that's doing that. So, if we want to add district again, it isn't going to hurt the policy. It's practice anyway. Mhm. Got it. Yeah. Yes, just wanted, you know, make sure that yes, somebody couldn't come back and go, "Well, hey, I'm not working with students. What's this whole thing with?" Yeah. So, what is the decision? Are we going to make a school district? Yeah. I think that if anything, it would be just need to remove the of and in that article two, section A, but but yeah, otherwise we can just keep in the school is fine without having to specify district for what Stacy is saying. Um but uh and this one would go to first read. I think that other change is minor enough we don't have to bring it back here to the committee. All right. Um anything else? For that one? >> For that one? No. Okay. That's good. Yes. Thank you. All right. Uh the next is uh policy 405, which is veterans preference. Uh also speaking is Stacy Sobay. Again, from MSBA, just a minor change on uh the second page under section G. Uh if the school district does not select versus using the term reject. Yeah, just a change in terminology. >> So, outside of that, everything else remains the same. Okay. Sure. Yeah, thank you. Uh that one will be on consent, too. Thank you. Uh next is uh policy number 406, uh public and private personnel data. Again >> speaking is Stacy Sobay. Thank you. I think I'm here on uh >> It's just Stacy Sobay. Uh again, just minor uh language changes that MSBA is recommending. I have nothing to to change or recommend changing from those proposals. Yeah. Um Any No. All right. Yeah. I kind of been thinking, all right, well, as far as um you know, public data and what is This This is a policy about what is considered public versus what is necessarily posted publicly. You know, and say, you know, something like an address would be available upon consent and but it is still public where a public could request the information. So, I have no changes. I just wanted to put that out there as far as yes, what I had, you know, considered when looking at this and where the way it is stated and what is policy. I have no additional comments or anything that as far as a potential change. So, I would like to do this, I think as first read at the next meeting. Thank you. All right. Next policy with changes is number 410, family and medical leave policy. Again, Stacy Solvang speaking. So, some updates with this policy for FMLA, MSBA is is adjusting with the recent paid medical leave act. So, we don't have the maternity leave under the state statute. We use the paid medical leave now. The whole 12 week leave under state law for section B again is addressing. This is old. We have something new in place. Um pretty much just updating it based upon the paid medical leave act. Okay. Absolutely. Any comments questions? >> Standard. All right. Yep, I have no additional comments or anything, but because of the removing the entire section, I'd like to do that as first read at the next meeting. Thank you. All right. And then our next policy, our last policy with changes is number 701 and that is establishment and adoption of school district budget. Stacy Solvang speaking. And again, MSBA is just providing updates to re-wording some of the information, making sure that is compliant with state statute. Um in in streamlining pretty much the process of what's required. Okay. And um any Not sure. >> Lots and lots of shells into musts. Yep. Yes. And And thank you is one of my questions was just to you know be sure that with Article 3 and uh Section B with the requirements um as far as removing the you know separate accounts by building requirement. I was just kind of curious if that was by statute or if it was just kind of updating by um kind of what our uh what what in our we're actually just kind of doing um but I think you answered that as far as these changes were prompted by statute change. And I think MSB is realizing that over recent years the statutes are changing so quickly which becomes a burden on policies. So when they can reference different statutes it isn't necessarily that the piece that's lined out is going away. Right. >> It's just probably one of the line items that's called out in the statute at that particular place. Yeah. Sure. Yeah. Thank you. Um and I I think you were kind of you were kind of saying about something where there's just some of the wording and everything is really clunky and yes like authorization versus authorizing there in you know like Section C and things. It's just like oh my goodness. Um that that yeah it's it's the very interestingly worded but it's very I I I understand the purpose of using the type of language that they did but it it definitely does not read smoothly. Yes. Yes is how I'll put that. Um but I would like that to go our first read please. Thank you. All right. So uh that concludes the um discussion about policies with changes. Uh we're going to move now to the policies with no changes. And uh these policies uh include or the policies that uh we have with no changes, I'm going to list the uh number and name of the policies and uh Stacy uh Sovine is uh presenting speaking for these. Uh we're going to discuss them kind of as a group uh here. Uh the policies are number 401, equal employment opportunity. Number 701.1, modification of school district budget. Number 702, accounting. Policy 703, annual audit. Policy 705, investments. Policy 705.1, post-issuance debt compliance. 705.2, other post-employment employee benefits, OPEB investments. And finally, policy 807, health and safety policy. And Stacy Sovine Thank you. for all of these. The 807, somewhere along the line I lost the page, so I apologize for that. Doesn't really matter, there was no change to 807 either. So, um again, MSBA has made the recommendations, uh reviewed all of these documents, has not recommended any changes at these times on any of these current policies. Yep, they're just kind of up for their cycle of review and Yeah. All right. Um and so uh those can all be on uh consent at the next board meeting. Thank you. All right. So, with no other uh policies for us to review, uh Sarah, do you have everything that you need if you want to run through? Yep, I have um A and C policies with changes that'd be 211 and 405 will be on consent. The rest will all be on first reading for policies with changes, and then all the policies with no changes will all go on a consent for first and final reading. >> Yes, thank you. All right.
