Good afternoon. Uh we will call to order tonight's meeting of the ISD 191's school board uh policy review committee. The date is January 20th, 2026 and the time is 5:00 pm. Uh I'd like to uh welcome folks who are joining us both in person and remotely uh showing an interest in the business of the ISD school board and its committees. Um since we have no new policies uh to review this evening, we will jump right in with policies with changes. Uh starting with policy 507.5, school resource officer with Dr. Chris Belmont, assistant superintendent. Welcome, Dr. Belmont. >> Thank you, Chair Alt. Um members of the committee, policy 507.5, school resource officers. Um board members might recall that school resource officers was a heavy topic at the legislature last spring. So um out of that came um the Minnesota School Board Association um recommending some very minor edits to the policy as well as some additional resources. So those resources include just different clarifications about the role of school resource officers as well as um connections to their to their role and furpa or data privacy acts. >> Great. Thank you. >> Uh next we will move on to policy 612.1 development of parent and family engagement policies for title one programs with Amina doll director of curriculum instruction and assessment. Welcome Amina. >> Thank you very much. [clears throat] The title one family engagement policy uh aligns with our title one programs. Title One serves our elementary buildings as schoolwide and we have uh very specified uh funds that are allocated for family engagement and we try to um ensure that our policy supports um the work that we do at the sites to engage families in meaningful decision-making at the sites. Um this policy has very few updates. It has um just a resource that's been added under the legal reference. So, we did review the entire policy um and um found no need to make any changes uh except for adding the legal resource. >> Great. Thank you. Questions or comments? >> Nope. >> Nope. All right. I have none either. Um let's put this one on consent, please. Um moving along to policy 621, Literacy and the Read Act. Stay with me now. So, uh, policy 621, uh, just has a couple of references. Uh, one, we did remove an outdated reference on page six, which had a due date of, uh, 2023. So, we're way past that. So, we clean the policy there. Um, on page five and page nine, a reference to specific statutes have been added at the um, suggestion of MSBA. >> Great. Thank you. Questions? It's pretty straightforward. >> All right. Next we will move to section four policies with no changes. and staying with Amina. Uh policy 616, school district system accountability. Uh policy 616, we do an annual review. Um we uh also include it as a part of the resource materials for our systems accountability meetings so that folks are uh who serve on those committees are aware of the uh the full scope of the particular policy. Um there are no changes to that. There weren't any legal updates and we continue to follow those same processes. Great. Thank you. Questions or comments? All right. We are presenting policy 103 with no changes. This is a um board policy that is a part of our regular rotation um to align with MSBA language but no changes. >> Okay. Thank you. This one will go on consent as well. uh policy 103r uh complaints this would be the regulation with complaint students employees parents and other persons with Dr. Daniels, >> I'm so sorry. >> That's okay. >> Yes. Um the same there are no um recommended changes with policy 103r. However, we are playing catchup um and getting this into our regular rotation because we missed it earlier during the policy review, but there are no changes. >> Great. Thank you. Dr. Daniels, >> again, I'm sorry not to excite you this evening, [laughter] but um, we have policy 2011, legal status of a school board with no changes. >> Great. Thank you. Comments, questions? >> I just have a >> It's really about this one and the next three. Sure. It's kind of from a timing perspective. I have no questions about changing it. I my question is more from a timing perspective that we just had our organizational meeting what 12 days ago. >> Mhm. >> In the future timing wise and what make more sense to me if there are potentially changes to these policies to review them in advance of >> the organizational meeting and not immediately after. So that's kind of my my thought is if if we were going to make changes to say the schoolboard officers won >> I would that would be better to do otherwise if we if we were making any changes it' be a whole year before or we'd have to redo the election we just had. So that's my more from a process standpoint we might think about that timing in the future. >> So perhaps in in uh November December time frame for those three for [clears throat] the full rotation >> anytime. Yeah. I noticed I think that one of these I noticed that last time was updated was in like May. So yeah, anytime other than January, February, like [laughter] spring, summer, fall, but not probably not right after. So that's my only comment about that. >> Thank you, director.
