Elementary literacy screening results indicated a decline in kindergarten performance compared to the previous year, although first-grade scores showed stability. The district is also addressing significant financial implications stemming from new state-mandated dyslexia screening requirements, which are projected to increase screening costs.

Amina Oidol, the district’s Director of Curriculum Instruction and Assessment, presented the detailed elementary literacy screening data to the board. Her report highlighted specific grade-level trends within the initial stages of reading development.

The new state Read Act has prompted ISD 191 to implement expanded dyslexia screening protocols. This mandate is expected to result in a $102,000 increase in screening costs, necessitating adjustments in district budgeting and resource allocation to ensure compliance and effective student support.

To address ongoing literacy challenges, particularly at the middle school level, the district is introducing a new 'house model.' This model aims to integrate intervention and support services directly within students' learning environments, thereby fostering a more cohesive and targeted approach to boost literacy scores among middle schoolers.

Looking ahead, a new core curriculum is in development, with an estimated cost of $500,000. This significant investment is slated for implementation in the 2027-28 school year, underscoring the district's long-term commitment to enhancing reading outcomes across all grade levels. Additionally, ISD 191 is undertaking a major shift in secondary instruction by moving multilingual students out of isolated development courses, integrating them more fully into mainstream learning to enhance language acquisition and literacy skills in a more inclusive setting.

While literacy initiatives remained a primary focus, the district also reported positive strides in other areas of academic integrity during the meeting. Dr. Brandy Lowe, District Assessment Data and Research Coordinator, shared results from the annual assessment report, noting exceptional performance in test security.
