John presented the June bills, highlighting expenses for a facade improvement grant, marketing for the music and market series, and utilities for Block 28 and 418 Vermillion Street. A commissioner raised concerns about the appearance of landscaping on Block 28, specifically a section near Dick's Barber and Country Nights, which was noted to be 'unruly' despite a $500 monthly cost. John clarified that the landscaping for the old house site on Block 28 is handled by the owner of Spiral Pizza in exchange for rent, while other parts were addressed.

John presented an application from Scott Sinclair for a facade improvement grant to fund masonry repairs, including brick replacement and tuck pointing, at his property located at a visible corner. The project's total eligible costs exceed $34,000. The grant program awards 1/3 of the cost or up to $5,000, whichever is lower. Approval of this grant would commit an additional $5,000, leaving approximately $32,650 in the grant fund for the remainder of the year.

John presented the proposal to sell a 1.16-acre property in the Hastings Industrial Park to Greg Lau for a new auto repair facility. A public hearing was required before considering the sale. Soil borings conducted by Greg Lau revealed approximately $18,000 worth of non-buildable organic soils. Staff recommended a reduction in the sale price to $91,022 from the original $108,800 to offset these remediation costs. The proposed development would also require site plan and special use permit approvals. The public hearing was opened and closed with no public comments.
Notable Quotes (6)
John, for the uh landscaping on block 28, um is that the entire block in the property that we own, or is it just certain pieces of the lawn?
Just driving by there yesterday and that space between Dick's Barber and Country Nights looks unruly for $500 a month, so.
The project has eligible total eligible costs of just over $34,000. So, under the program we award based on 1/3 of the total project cost or up to $5,000, whichever is lower.
And after this, we would have committed, if we decide to approve this, would commit just over 17,000 leaving about $32,650 remaining for the rest of the year.
First, we're asking you to hold a public hearing because we are dispersing a property. That's a requirement that we have in order to consider sale of a property.
He asked for us to consider a reduction in the sales price based upon the work they would have to do there. In reviewing the the application and in reviewing the quote itself, I'm in in favor of considering that what we have before you as the resolution is that revised number.
