Virtual Open House: 2021 Pavement Management Program - Delaney Circle and Delaney Court Improvements
The open house provided an overview of the proposed street improvements, including a project history, existing conditions, geotechnical findings, and recommended reconstruction approaches. Key discussions centered on the 'partial reconstruction' approach, keeping the existing rural section without curb/gutter, and the absence of new city utilities (sewer/water). Financial aspects were detailed, covering preliminary costs, funding sources, and the city's assessment policy, which includes a special benefit cap. A detailed project schedule was presented, outlining upcoming council meetings, design phases, bidding, and construction timelines. A significant portion of the meeting was dedicated to answering resident questions regarding past maintenance, project duration, access during construction, long-term maintenance, speed control, driveway changes, and warranty for the work.
Notable Quotes (8)
this is part of the 2021 pavement management program city project number 2020-09 d delaney circle and delaney court improvements
this project was initiated from a neighborhood petition that was dated and received by council in june there was 29 single-family property owners who signed the petition so very strong support for a street improvement project
the recommendation recommended reconstruction approaches for delaney circle is a full depth pavement reclamation which was what the neighborhood petition had requested specifically... delaney court due to the poor quality base had a geotechnical recommendation for full payment and base replacement
the city assessment policy for a neighborhood of single-family lots is that all single-family lots will pay the same assessment amount... the city assessment policy is to assess 55 percent of the street and stormwater project costs to benefiting property owners
the maximum benefit that uh any the properties could receive from this project is ninety six hundred dollars so the assessment amount is based on the lower of the cap and the policy amount in this case that would be the capped amount of nine thousand six hundred dollars
the city's had a payment management program i believe since the 90s which has involved generally the seal coat the crack seal and seal coat maintenance which would certainly be um with the you know as you noticed earlier in the presentation we haven't done sealcoats in 20 years now but we definitely do crack seal and seal coats on the newer streets that is preventative maintenance that benefits the road do it done early
what you have out there right now is two and a half to three inches of pavement and the reason for the four inches of pavement is so that we can come back and do a milling overlay and do some of the payment management strategies that jake is talking about so we expect the uh the life of the road to be longer than the pavement that you've had to date
the city does include a two-year warranty requirement as a part of their projects so certainly after the work is constructed by the contractor there is a a period of time where it will continue to be to be reviewed and if issues that are warranting addressing due to errors on the contractor's end or material issue that that came up that can't be accepted as a part of the contract the city will have with the contractor they will be required to address that under that warranty
