previous virtual meetings so i'll get right into it i'm jake moser staff engineer with the invergrove heights engineering division this is a informational meeting for prior to the assessment hearing for the delaney circle and delaney corp improvement project city project 2020-09 d um tonight uh we'll just go through a quick project overview provide the final project costs and the final proposed assessments and describe the process of having council approve those assessments and then options for paying them so a quick project overview the project was initiated by a petition from the neighborhood and the project scope included the partial reconstruction of delaney circle and delaney court there were some roadway and driveway culvert replacements and minor ditch grading improvements on as needed basis where existing issues had been identified the street improvements is included a new bituminous pavement on the surface and both streets got reclaimed or new aggregate base and new shouldering this is considered a partial reconstruction because no excavation was done beneath the gravel base section and driveway apron reconstructions were performed as required and we tried to minimize it the impacts is best to the extent that was practical and then boulevard and ditch grading and seating within the areas that were disturbed is also performed so the final project costs and then touch on funding sources and the assessment policy the total project cost was seven hundred thousand forty two dollars excuse me seven hundred forty two thousand four hundred forty dollars the project funding to pay pay for the project will come from a combination of the payment management fund and special assessments the city assessment policy for a neighborhood of similar properties like delaney neighborhood is is to assess all lots equally and based on the project scope in this case it's partial reconstruction the city policy says that assessments will be based on 55 of the project costs that's the policy amount so the the proposed assessments and i'll kind of go through the summary here the assessment cap which is shared initially this is the maximum amount that benefit that each property is receives from this project and that is the maximum amount that the city can legally assess so the policy remember we had presented this preliminary number of fourteen thousand four hundred twenty four dollars that was equal to fifty five percent of the initial project estimate um which the uh initial the preliminary project estimate was uh 900 000 in the 900 thousand dollars and that had uh the final cost had gone down about two hundred thousand dollars so the based on that that final cost of seven hundred forty two thousand dollars the policy assessment would be eleven 11 343 if each property were to pay the policy amount of 55 of the cost but again that that cap is 9 600 and that will be the proposed assessment amount that equals to contributing 47 of the project costs through special assessments so again proposed assessment is based on the lower of the i'm sorry i just cut out there um hopefully you can still hear me the proposed assessments based on the lower of the cap and the policy amount again the cap is the 9600 and the special assessments do have a recommended term of a 10-year 10-year term with 3.15 interest so the schedule is that the council will consider approving the fi final proposed assessment role at the october 11th city council meeting assuming council approves the assessment role city staff will send out invoices to the residents and and there will be a 30-day window where you can make a payment in full to the city after that 30-day window then the city certifies the assessments to the county and then they get incorporated in with county taxes starting in 2022 so if you pay in full prior to the city you know in that first 30 day window you can pay the 9 600 amount with no interest there is options to pay that the pay off your assessment to the county there's a little bit different process for that again the interest rate if it gets certified to the county and goes in taxes would be at 3.15 and it would effectively um the county would would determine the i think a uniform payment that gets applied to your taxes you know twice a year over 10 years my understanding it's an equal payment every year though and again i guess with this the interest would accrue from the date of levy or is otherwise guided by council and in this case staff is recommending to council that interest not not start accumulating until 2022 and then so finally the uh there is deferred assessment options it is an income-based program it does require a pretty low um annual income household incomes and you also have to meet one of the criteria of being 65 or older being active military or 100 disabled one of those three criteria and meeting the income criteria there is options for assessment deferments and that information is further detailed on the assessment notice letter that was mailed out to you and i guess if you have if anyone believes they they meet those qualifications and would like more information on the deferment you can contact me or call our engineering administration number that is 651 450 and kathy can help you can kind of help walk you through that process and determine if you may be eligible all right so the project schedule at this point we've the road is paved the gravel is in the project is substantially complete we've got a couple punch list items that are out there that we will still have the contractor complete before they get final payment but we know have uh determined the final costs it's mainly just making sure turf is being established everywhere and we'll get you have a good vegetation growing um so the next step i guess tonight we're having the info meeting and then lastly it would be the assessment hearing scheduled uh at the council chamber 6 p.m on october 11th and now we can open it up for questions that's the extent of my presentation um so i'd open open the floor to anyone in attendance who has any questions yes mr parsons oh mr parsons i uh still one of the punches items we're working on um we're gonna have the contractor come back and try to do kind of some a little bit better swale right there um yeah the gravel shoulders wash it's washing out stormwater is getting channeled into that so yes that is a spot we still have to correct on the punch list so thanks for your patience on that ben corresponding with the two i know that's down the hill from you mr parsons i believe but we're on it we're still we're still trying to get it fixed so yes mr mr johnson can you hear me yes i can hear you um do you know off the top your head um once this gets put in motion for payment if uh if we're able to pre-pay that through the years or are we locked into that payment per year for the 10 years um yeah so right i think you um my understanding is at the county you can still pre-pay so if you if you let it roll you didn't make any payment this year and you let it roll into 2023 you can still pay off the the sum to the county i know you are basically charged interest through that year or you know if you made the payment to the county in uh the middle you know i don't know august you want to pay the whole thing off then you would be charged interest through december of that year so i i it's something like like that i guess my question was if i can't pay it off can i still pay it down to save a little interest over the 10 years that is a good question i do not no i uh that yeah that's that's a that's a great question i know we don't we don't do that at the city so there's you know you can't make the partial payment to the city and then have us only put part of it to the county but so i don't know what the yeah i guess i'd have to follow up with that so it's my understanding the county takes this over once you put it in motion then yeah after uh there's 30 days after the assessment hearing before the city sends it to the county so you can but but that the city only accepts a full payment in that case so yeah yeah well every now and then i get bonuses so i thought it'd be nice to chip away at it um but uh i can check with the county after it's put in motion and i'll i'll write it down uh mr johnson i i
