The Valvoline representative highlighted the low-key nature of their operations, minimal traffic generation, absence of overnight parking or exterior storage, and on-site recycling, emphasizing its compatibility with residential areas. Staff confirmed the project's compliance with setbacks, stormwater management (approved with plat), and building material requirements. They noted additional landscaping for buffering townhomes and a minor revision needed for the lighting plan to meet code. Commissioners expressed comfort with the proposal given Valvoline's existing presence in Lakeville and the city's growth.
Conditional Use Permit for Restoration Covenant Church for building expansion, sanctuary space, and to exceed 125% of minimum parking stalls required by zoning ordinance
Dissent: None

Pastor Jacobson detailed the church's growth and vision for expansion, including a new sanctuary, increased classroom space, and future community activity areas, necessitating two additional services and expanded parking. Staff outlined the RS3 zoning, confirming religious uses are allowed by CUP. They presented the proposed 7,555 sq ft addition, explained the need for 153 parking spaces (exceeding the 125 maximum) due to a prohibition on street parking on Cedar Avenue, and detailed requirements for a private stormwater basin, tree replacement, and landscaping. Commissioners inquired about the timeline for future expansion phases and confirmed the stormwater system was designed for the entire build-out.

They operate in a very what I would consider low-key manner um and it works well being near residential districts.
The easterly side is kind of beefed up and additional landscaping along that side because of the townhome development across the street.
Obviously, we've already got two locations of Valvoline Instant Oil Change here in Lakeville. Um, so got the other one coming in, um which is great. Happy to see business expanding here and all that.
Our hope in this space is to not only grow in numbers, but also grow in depth of character with Jesus Christ, and then also to be a blessing to the community.
What is unique about this is that um parking is not allowed on Cedar Avenue. So, a lot of a lot of times when you see churches, especially in residential neighborhoods, you can have that overflow parking on the streets. In this case, that is not allowed.
The answer to that is yes, it is sized to handle the whole thing. They're just it wouldn't make sense to piecemeal it, you know, because most of the work is in in the grade, you know, is in the regrading of the site.
Given the situation and scenario with Cedar Avenue here, it certainly makes sense that the parking lot is a little larger um than we than we might anticipate um otherwise.
