Agenda Item 5A: Kenwood Meadows Land Use Amendment, Preliminary Plat, and Street Easement Vacation
Dissent: None
Moved by Zimmer [9:50] · Seconded by Tinsley [10:20]
The Kenwood Meadows project, proposing six single-family homes and associated land use changes, was introduced. Staff presented the need for a comprehensive plan amendment due to Shoreland Overlay District requirements, limiting impervious surfaces to 25%. A public commenter voiced strong concerns about increased drainage to her property, the perceived excessive number of homes, and prior tree removal on the site. Staff clarified the street easement vacation as a title clean-up, explained minimum lot sizes in the overlay district, and stated the new tree ordinance could not be applied retroactively to previous tree removal. The developer's engineer assured that stormwater management met city requirements and would reduce flow from their portion.
Agenda Item 5B: Spirit of Branch and Farm Commercial Eighth Edition Preliminary and Final Plat and PUD Development Stage Plans
Dissent: None
Moved by Swenson [15:30] · Seconded by Caluza [15:50]
The commission considered the application for a new Goodwill retail building, including platting and PUD development stage plans. Staff outlined compliance with parking requirements and stormwater management, noting that excess hard surfaces would be treated on-site. Landscaping was a point of review, with additional screening recommended by the forestry department. Staff highlighted a calculation discrepancy in building elevation materials, requiring a revised submission. No public comments were received. The item was recommended for approval with conditions.

requesting a comp plan amendment to drop that down to that low density residential. It is just for those lots along 172nd. The remainder of the property will remain at that low medium designation.
I need to have the street easement clarified to me because right now the center line of the street easement is on the southern border of the road. And and twice now I've had my yard taken paid for granted, but but my yard taken because it's easier to take my yard than build on the other side of the street, which I I personally find um ridiculous.
Because these lots are within the Shoreland Overlay District, each lot will be limited to a maximum of 25% impervious surface area.
new tree preservation ordinance ... does have much more stringent requirements ... and it does now include a look back um provision ... However, because that ordinance was not in place when those trees were removed, we do not have the ability to apply that ordinance to this project.
But again, all of that would be back to existing conditions, so there shouldn't be any more than is there today. And in fact, with all the numbers that we've provided, it should be less.
The applicant is proposing a 20,839 square foot Goodwill retail building.
The forestry department has reviewed this plan and made recommendation that additional landscaping is located on the north side of the building to help with screening from Casa 46.
revised plans will have to be submitted. But if you looked closely, I don't know if it was just a math error because they were showing over 100% on their materials or if it was an actual they need to reduce the amount of EIFS. But a revised plan does have to be submitted to be in compliance with our building code requirements.
