Jennifer Has Camp, representing Mezenbrink Construction, presented plans for a 9600 sq ft multi-tenant commercial retail building on a 1.6-acre parcel, consistent with commercial zoning. The project involves replatting an existing outlot and vacating an old drainage and utility easement, which will be rededicated. Staff, through Jack, detailed the location (north of 205th Street, east of Kenrick Avenue), zoning, and site design, including parking, landscaping, and building materials (65% black brick). Staff noted a minor plan update needed for a trash enclosure. There was a question about potential tenants, confirmed to be in discussion for full occupancy. Tina, a staff member, presented a series of zoning code amendments. Key changes included: defining 'commercial recreation facilities' to accommodate uses like indoor playgrounds and sports training in industrial zones; updating parking requirements to match market trends; allowing additional signage for major city parks (Grand Prairie Park, H Arena) for wayfinding and sponsorship, including an exception for a monument sign on Hamburg Avenue; adjusting multi-family density standards in the M2 Mixed-Use district to align with the Comprehensive Plan (from 1,675 sq ft/unit to 1,100 sq ft/unit); permitting limited outdoor vehicle storage for auto repair in I1 zones under strict conditions; extending 'commercial recreation facilities' as a conditional use to I2 industrial zones; and adding a provision for sleeping quarters in the Mac's Maintenance building at the airport for staff during snow events. They are proposing to essentially plat and Outlaw for purposes of building and developing a uh multi-tenant commercial retail space so the property is about 1.6 acres uh the land use and the and the zoning are both commercial so from that perspective what they are proposing to do is consistent uh with what the current guiding and Zoning is for the property.
so I don't believe that uh the actual leases have been signed but there are two tenants that they are in discussion with um and so hopefully it will be fully occupied once constructed.
then within the parking section which is the bulk of this update um we went through and identified certain uses and adjusted the parking accordingly um based on our own research um input from our um planning um consultant Dan lick as well as just understanding what we're seeing in the market um what the demand has been um and trying to adjust to that coordinately.
but the comp plan for this um zoning area or the land use that this zoning area falls under um stipulates between 26 and 40 units so we need to address that range so we're proposing changing that 1675 to 1100 to meet the comprehensive plan.
I think that all these changes are great I'm supportive of them all um I am especially kind of excited about that one I hope that we do get more uh uh people wanting to come in and uh develop that stuff I know there's definitely a um desire amongst members of the community that I've talked to for more indoor options during the winter especially for for young children.
