Tonight I'm here presenting the draft 2027 to 2031 capital improvement plan for your required review under Minnesota state statutes. Just as a reminder, your role here is to determine whether the CIP is consistent with the city's comprehensive plan.

But because of the investment and life cycle of the bridges, we do anticipate at some point there will be expansion. So those bridges will be built for the capacity to have three lanes in the future. However, once that roadway opens, it will still be striped with two lanes, but the additional width there will be used for emergency services vehicles to pull over and such like that.

One was to expand the existing water treatment facility in its current location. The second was to reput uh put a satellite one on Cedar and Dodd and eventually that was the decision that was come to and a lot of that has to provide redundancy so that we're not relying on that single system if there is um emergency you know water main breaks or closures or contaminations or anything we have that ability to then use that satellite system.

So for folks the other thing for us as a planning body, it's comforting to be able to sit in this chair look at the upcoming plans in the upcoming five years that are ahead of us when [clears throat] we have projects that are coming before us to change land use different things that these are the projects that support that growth. Sometimes it doesn't happen in the order that residents perhaps would like it to happen, but there is a plan and there is a direction that the city is going. And so this is one of the documents that we rely on pretty heavily to to make sure that we're meeting some of those future needs.

The county just entered into a contract with a consultant who is going to do further analysis of this to see, you know, we've tried kind of these small things. is a larger improvement needed and which could be physical which could be free right turn lanes or even conversion back into traffic signal.

The second freestanding sign that's being requested is at the west driveway and that is where the entrance is to the recycling zone. Um uh the excuse me, the reuse zone. This is where residents can come and pick up things like paint and WD40 and carburetor cleaner, stuff that's been dropped off that is um can still be reused. ... So having a second freestanding sign at our west driveway would be extremely helpful.

Staff feels that the addition of a second freestanding sign serves to direct the the public to the appropriate driveway. Uh plight of the land owner is due to circumstances unique to the property not created by the landowner. Uh while the site itself doesn't have unique characteristics, how the site functions and is laid out um is best provided with those two distinct and separate access points and having a sign at each uh to indicate the activity available is intended to minimize the number of people who find themselves in the wrong location.

The second sign is consistent in size with the freestanding sign that's already been approved for the site. Um it's less than the maximum height and the sign area is about 25% of the maximum sign area allowed.
