Citizens Comments - Legal Notices and Public Communication Access
Bob Ericson, a longstanding Lakeville resident, addressed the council regarding the transition of the official legal newspaper from free mailed subscriptions to a paid subscription model. He expressed concern that this change may prevent some residents from accessing important legal notices and public announcements. Ericson proposed that the city incorporate legal ads into its existing free email notification system (which already includes the Mayor's weekly updates and the Focus on Lakeville publication) to ensure equitable access to critical information. He noted that he had previously discussed this issue with the Mayor and Communication Manager Tyrany Helmer, both of whom engaged meaningfully with his concerns.
Fire Department Retirement Celebration - Chris Mogan
Fire Chief Mayer recognized Chris Mogan for 23 years of service with the Lakeville Fire Department (2001-2024), during which he served as a firefighter and engineer at Station One. Mogan also brought 37 years of prior military service with the U.S. Air Force. The Chief emphasized Mogan's positive attitude, leadership, and consistent dedication across calls, training, and community events. Council members and the Chief acknowledged the significant family sacrifices required to sustain such a lengthy career in public safety. Mogan expressed gratitude for his colleagues and family support, noting the friendships formed throughout his tenure.
National Night Out 2024 Proclamation
Council Member Dan Walter read the proclamation declaring Tuesday, August 6, 2024, as National Night Out in Lakeville. The proclamation supports the 41st annual National Association of Town Watch program focused on crime, drug, and violence prevention through police-community partnerships and neighborhood safety awareness. Chief Paulson noted that registration closes July 26, 2024, with over 70 parties already registered. Residents can request police and fire department visits to their National Night Out events through an online registration system.
Consent Agenda - Item 6E: Lakeville Public Safety Foundation Donation

Administrator Miller highlighted the acceptance of a donation from the Lakeville Public Safety Foundation to the fire department. The donation consists of mass casualty incident (MCI) medical bags—specialized equipment intended for large-scale emergency response scenarios. Miller noted that while such equipment is hoped never to be needed, it is critical when deployed.
Consent Agenda - Item 6F: Three-Year School Resource Officer Agreement with Lakeville School District 194

Administrator Miller presented a new three-year School Resource Officer (SRO) agreement between the city and Lakeville School District 194. This agreement formalizes the ongoing partnership for school-based law enforcement services. No substantive discussion or objections were raised during the consent agenda review.

I'm hoping that many of the current subscribers will continue with the participating in as a paid in a paid subscription but for those that can't or won't or don't um I would offer uh a possible consideration by the city council and administration and that would be to incorporate uh legal notices legal ads which are are important and often times benefit the entire Community

I could not have done it without the guys in blue back here um we went through lots of lots of good calls lots of bad calls but what I will bring with me is like friendships with each and every one of them
I know how many times in the night you get disrupted and how that can uh get in the way of family occasions and birthdays and celebrations and so thank you for for supporting uh your father and your grandfather in this career um because I think you know even just in this last week with the events of pan Prague and and situations that I'm aware of that happened in even just the last couple weeks you know it's it's a hard job
the city council plays a vital role in assisting the Lakeville Police Department through joint crime drug and violence prevention efforts in Lakeville and is supporting National net out 2024 locally and whereas it is essential that all citizens of Lakeville be aware of the importance of crime prevention programs and the impact that their participation can have on reducing crime drugs and violence in Lakeville
folks do have until July 26th to go ahead online and register that's when registration closed I think we're up over 70 parties already but uh there's a link there to make a request for police and or fire departments to visit your party
item 6E is accepting a donation from the Lakeville Public Safety Foundation this is to the fire department and it's Mass uh it's a set of mass casualty incident medical bags something you hope we never have to use but when you do need them we're very thankful for that donation
