Recognition of Lakeville Fast Pitch Softball Association AED Donation to Aronson Park
Jason Henning from LFSA presented details of a cardiac emergency during a fall tournament where player Ava Tiervold collapsed after hitting a triple. Her mother, an ER nurse, performed CPR for 12 minutes while emergency services responded. The incident prompted LFSA to fund an AED installation at Aronson Park. Parks and Recreation Director Joe Macar reported the city has installed five outdoor AED units across parks (MSAD Casperson, two at Grand Prairie, and now Aronson) through partnership with Lakeville Soccer, with additional installations planned at other athletic complexes.
Lakeville Lions Club Grand Prairie Park Splash Pad Donation Presentation
Maria Bner, President of Lakeville Lions Club, presented the final $100,000 installment of a five-year, $500,000 commitment to fund the Grand Prairie Park Splash Pad. Angie Lucian, Project Coordinator, reported on the Lions' birdhouse replacement initiative: 50 birdhouses built, 29 installed, with plans for owl, bat, and bee houses. Paul announced that the Budweiser Clydesdale horses will lead the Panaprog parade for the first time, coinciding with the Lions' 50th anniversary of Beer Bro and Bingo, Panaprog's 60th anniversary, the U.S. 250th anniversary, and Budweiser's 150th anniversary. Splash pad opening scheduled for May 22nd with full park ribbon cutting June 1st.
Police Department Q1 2026 Quarterly Report
Police Chief Brad Pollson presented comprehensive quarterly statistics and initiatives. New hires: Officers Carly Amber (10 years Carver County Sheriff's Office experience) and Christian Kelling (4 years Washington County Sheriff's Office and Northfield PD experience), Records Technician Mandy Katsman (former Lakeville Schools accounting, licensed deputy in Wisconsin), and Facilities Manager Austin Roabush (YMCA and county government building management experience). Community engagement: Stepping into Your Future career exploration partnership with Lakeville Area Schools and Chamber of Commerce; Citizens Academy graduated 15 participants in March; Leadership Lakeville hosted police facility in March. First Center construction progressing toward July soft opening. Automated License Plate Reader (ALPR) program: 16 of 20 approved cameras installed and operational, two pending installation this week, two in permitting phase; all 20 expected operational by end of May. Success stories include felony assault suspect apprehension via ALPR alert and recovery of stolen property from multi-jurisdiction vehicle burglary ring. Q1 statistics: 10,800 calls for service (down from 11,400 in Q1 2025); 48 DUI arrests (up from 32 in Q1 2025, attributed to increased enforcement); assault cases up slightly; other crime categories down. Traffic crashes: property damage crashes down 12 from prior year, personal injury crashes down. Top crash causes: failure to yield right of way, following too closely, driver distraction, improper turn/merge, failure to keep proper lane. Top crash location: Kenwood Trail and 185th Street roundabout (176 of 879 crashes in 2025). Mental health crisis calls: 20 of 21 calls routed to Dakota County Crisis resolved without police response. Four officers awarded medals of merit for motor vehicle crash rescue and homicide suspect apprehension.

Company plans to combine two recently purchased parcels to develop larger facility with improved operational flow, additional loading docks, and enhanced loading dock positions. Property located south of County Road 70, east of Kenrich Avenue, zoned OP (Office Park). Staff presentation by Director Goodro detailed: one-lot subdivision preliminary plat; conditional use permit for warehouse use (required in OP district); building configuration with employee and guest parking on front, storage area at 10% of lot (below 20% maximum); private storm water management system; tree removal within zoning thresholds; landscaping additions along County Road 70; building elevations exceeding minimum requirements with glass, design treatments, and smooth pre-cast concrete panels. Planning Commission unanimously recommended approval on April 16th. 81,000 square feet of industrial space.

Property south of railroad tracks. Applications include: preliminary plat, comprehensive plan amendment (combining low, low-medium, and medium density residential into single low/low-medium designation), zoning map amendment to RST2 (with one outlot remaining RS3), and conditional use permit for shoreland development. We as Lakeville Lions are also very honored to continue to support the Lakeville community and we do this uh as you probably well know with [donations] each year as well as close to $10,000 in volunteer efforts.
I would think that the splash pad is probably the most anticipated new feature in the city in a very long time. I can't really um for those who followed this supposed to open last year and we had a knockdown dragout fight with the Department of Health over the last several months to get them to approve our splash pad.
I will say historically the police department has led the Panaprog parade and I've just learned that we've been uh preempted by the Clydesdale horses, but they will be much more effective in clearing crowds.

please extend my gratitude again to our department for another strong quarter. And then the other on the next report, could you go when you do the comparisons for calls, could you maybe go add a couple of years? So, comparing Q1 maybe a couple years back. Instead of just a year back, that'd be great.
Item 6G is accepting phase one bids for our new fire station. This is the first of two phases. Um, this is mainly for the the earthworking utilities. Next uh phase will be much bigger. Um, but initial reports are that it's coming within budget and that should get our next council meeting for your approval.
One thing I would just also highlight about G exciting to see that some Lakeville companies won the bid for the contract. That's very good.
I don't know that this requires additional conversation. We had a robust discussion about this at our work session, but um I wanted the record to reflect my support for the other option that we discussed uh and so uh needed to pull that in order to do a roll call vote.
as Council Lee said, we did talk about this quite a bit in our work session. Um, and I think, you know, we had some good thoughts on either side of it, but um, I'm supporting what the staff recommendation is and what we kind of came up with.
we've called Lake our home since 2018 when we first moved into our building here and uh currently looking to expand our operation. We just recently purchased a parcel two parcels of land that we're going to be combining and planning to develop a larger building um that will um help with the flow of our operations, make our you know make the flow a little bit more fluid, add a lot more, you know, loading docks uh loading dock positions.
I just can't thank you enough for your continued investment in our city. So, thank you. 81,000 square ft of industrial space is well used in our city. We're very happy to see that expansion in our industrial park. So, thank you.
we are here tonight obviously for the Haven at Lake Marian preliminary Platin applications. I did just I had city staff include a couple going to include 11 detent home sites and then a 40 twin home uh sites as well. So we're super excited about what we're going to bring to the community maintenancefree. We've got some really great Rambler designs and uh for both the twin homes and the detach.
the shoreland density is based on single family design standards and there's a lot of different requirements... through that density tiering process um 90 homes are technically allowed on the site um with the acreage 51 are being proposed.
I mean, we had mentioned when we were talking about the moratorium a couple meetings ago, um that you would see a couple more um and this is one of them.
