School Boundary Adjustments and Enrollment Management
Votes (1)
Discussion of Elementary and Middle School Boundary Changes
Dissent: Director Swanson and Tony Rekenberger expressed strong preference for a phased or localized solution to minimize immediate disruption. Director Baker and Chair Cameron advocated for an immediate, comprehensive boundary adjustment to address capacity issues and facilitate long-term planning and staffing.
The core of the discussion centered on how to address current and future student enrollment, particularly the overcrowding at High View Elementary. Superintendent Bound presented criteria for a long-term, stable boundary plan (E1/M1/M2) that balances growth, diversity, and minimizes student moves. Director Swanson proposed a phased, localized approach to address immediate needs at High View and Century, allowing for students to matriculate through their current schools and gathering more data on future development before a major overhaul. This was met with concerns from the Superintendent and Director Baker regarding community perception of instability and the impact on optimal learning environments if schools remain over capacity. The board also discussed the feasibility of intra-district transfers and 'grandfathering' students, as well as the administrative challenges related to staffing and transportation. Geographic logic versus demographic balancing in drawing boundaries was another key point of contention. No formal action was taken.

Ensure room for long-term growth... Maintain a diverse and balanced student body... reduce movement of special education students... Maintain the integrity of housing subdivisions... keep attendance areas connected and logical... minimize movement of students from current schools.
I've been teasing out an idea of, of us considering is there a path option A focusing on that? How would we solve that today for next year? and then have a separate conversation as a option two or a path two is what does the major design look like.
My concern with that um has to do with going back to the first effort at this in 23 when we did an extensive process... we did a localized solution... our community looks at that and they don't actually know all the inside baseball on that and it looks like we don't know what we're doing because we're not getting to a solution that has longer term stability for our community.
Is it something that's easy for students? No. But I also know that students respond to the adults that are around them and how they handle those situations... at the forefront all of our decisions should be what's best for kids.
I'd rather have a new new criteria is make it geolog geographically logical period.
If you make our schools not racially balanced, yes, there is laws against that because then now you're segregating a population...
Douglas, if I may, if geography is one of them, I need specific definition of what geography means. Don't cross a major road. Well, what's a major road? Is it a county road? Is it a something over 45 miles hour? I need specific definitions of what that is. Otherwise, everybody's going to have a different opinion of what geography means.
I'm not aligned with that plan because I don't think we need two buildings above capacity when we can fix it all now.
I have heard from the superintendent, from HR, from building principles, we need to make a decision for staffing. Um, and if we don't, um, we will get get ourselves in trouble in terms of hiring, um, moving teachers to be ready for next year.
