Commission meeting minutes and [1:28] the February 6 20 25 joint working [1:31] session minutes fellow Commissioners any [1:34] changes and the minutes will [1:38] stand Jensen any [1:41] announcements thank you chair Mar roich [1:43] uh yes you have two handouts for you [1:45] tonight one is a revised engineering [1:47] report for our agenda item this evening [1:49] the air Lake DEA second edition um there [1:52] was some uh revised language regarding [1:55] the future construction of 222nd Street [1:58] uh that was added to the report [2:00] and then you also have a preliminary [2:01] plat for airlake DEA second edition uh [2:04] we grabbed the wrong preliminary plat [2:06] when we posted it to the uh the council [2:09] or the city website so we just included [2:12] the correct preliminary plat there that [2:14] we were referring to um and then if [2:17] tonight's item isn't tabled it should [2:19] move forward to the March 3rd city [2:20] council meeting that's it for [2:25] announcements next agenda item is a [2:27] public hearing so anyone wishing to [2:29] speak [2:30] um for the public hearing they can print [2:32] their name on the [2:34] back um sheet so agenda item number five [2:38] this is a public hearing for airlake DEA [2:40] second edition it's a public hearing to [2:42] consider the application of Dakota [2:44] Electric Association for a preliminary [2:46] plot for one lot one outlot subdivision [2:49] to be known as airlake DEA second [2:51] edition located east of Cedar Avenue and [2:53] north of 225th [2:56] Street and here to give a brief overview [2:59] is is Jeff sh [3:06] shoner uh good evening Madam chair [3:10] Commissioners um my name is Jeff shener [3:13] I'm the vice president of utility [3:14] services at dakot Electric Association [3:17] this project represents the development [3:19] of a future headquarters for Dakota [3:20] Electric um our hope is that as this [3:23] goes through the process that we could [3:25] start construction yet uh late spring [3:27] summer and then it's a 2-year build and [3:30] so by summer of 2027 that we would be [3:32] moving into a new headquarters facility [3:35] uh we've been working with uh Lakeville [3:37] staff we're really excited about the [3:38] move and kind of working through the [3:40] details of the project but with that I [3:42] would stand for any questions you'd have [3:43] about the project thank you [4:02] good evening chair commission members [4:04] I'm Heather Boton the senior planner [4:06] with the [4:07] city as mentioned tonight what is in [4:09] front of you is the preliminary plat for [4:12] an airlake DEA second edition the land [4:16] and area is located east of Cedar Avenue [4:19] North of 225th Street and South of the [4:22] future um roadway of 222nd Street or the [4:26] dedication of that RightWay the property [4:29] is Zone and guided [4:31] industrial and the plat that is in front [4:34] of you [4:36] tonight is this area south of the 222nd [4:39] Street RightWay there's one lot and one [4:42] out lot to be known as at airlake DEA [4:45] second edition so the Lots proposed meet [4:48] and exceed the minimum requirements for [4:52] the I2 General industrial [4:55] district as Jeff mentioned um Dakota [4:58] Electric has submitted plans to [4:59] construct their headquarters on lot one [5:02] out lot a to the east would be vacant [5:05] for now um and then plan for future [5:08] expansion from DEA so the proposed uh [5:12] building is about [5:14] 176,50 square feet in size it is a [5:17] multi-use building for with their office [5:19] warehouse and storage um other site [5:22] improvements include parking lot uh [5:24] outdoor storage and then the storm water [5:26] improvements [5:30] there are no significant trees on the [5:32] site or wet lenss within the proposed [5:35] plat uh staff has met and corresponded [5:38] with the Township Board regarding the [5:39] proposed project and the future [5:41] construction of 222nd Street um employee [5:45] and guest access would be from 225th to [5:49] the South and then construction and [5:51] fleet vehicles would access the site [5:53] from the north on 222nd Street uh the [5:56] initial proposal just shows a little [5:58] bump that kind of crosses the the [6:01] Westerly property line with a called [6:03] temporary caac at this time so the [6:06] proposed DEA site complies with setback [6:09] requirements for the parking lot and [6:11] building um Landscaping on the site [6:14] shows Foundation plantings around the [6:16] building and then parking lot [6:18] landscaping and screening storm water [6:20] runoff will be collected on the North in [6:23] a private system uh it's a private [6:25] infiltration Basin located along the [6:28] 222nd Street right of [6:32] the proposed [6:33] building is a mixture of building [6:36] materials and the building height at the [6:39] tallest point is 40t and both of those [6:42] meet and comply with our our zoning code [6:45] requirements and on the site you may [6:47] have noticed that there was fuel storage [6:49] tanks located along the Westerly [6:51] boundary those tanks would be approved [6:53] with an administrative permit done and [6:56] reviewed by Fire and Building once that [6:58] permit is um [7:01] submitted so staff believes that the [7:03] proposed plans and Subdivision plat are [7:07] consistent with the goals and policies [7:08] of the comprehensive plan and the plans [7:11] will conform with the performance [7:12] standard of the city code so staff is [7:14] recommending approval of the preliminary [7:16] plat that's in front of you tonight for [7:17] air like dea second edition with the [7:20] stipulations listed in this uh [7:22] engineering and planning report so any [7:25] questions thank [7:27] you and this is a public hearing so [7:29] anyone wishing to speak on this agenda [7:31] item could speak [7:38] now [7:40] yes seeing no one come forward uh I [7:43] would make a motion to close public [7:47] hearing second I have a motion and [7:49] second to close a public hearing um all [7:51] those in favor please signify by saying [7:53] I I I'll oppose all right the public [7:56] hearing is now closed um fellow [7:59] commissioner there's any [8:01] questions on the agenda [8:04] item Madam chair yes I'm just a little [8:08] curious with the orientation of the site [8:10] um taking the employee and um visitor [8:14] access I'm coming off 225th with that [8:17] being a gravel road just kind of curious [8:19] why the direction to bring people in [8:22] that way [8:29] Madam chair Commissioners our Our [8:31] intention was to use 222nd as a truck [8:34] entrance and then 225th to be deliveries [8:38] and um members and uh employees of [8:41] Dakota Electric now with what's to [8:44] what's going to happen potentially at [8:45] the air Lake Airport site we're hesitant [8:48] to make any road improvements till we [8:49] know what's going to happen there [8:50] because there could be some shared cost [8:52] opportunities for us but I think our [8:54] long-term intention is to actually [8:56] improve 225th Street as well um through [8:59] that [9:00] parcel and my understanding is you've [9:03] been at least meeting with the township [9:05] to talk a little bit about that future [9:06] of that roadways I correct we haven't [9:09] had any I'm [9:12] sorry thank you chair members of the [9:15] commission Yes actually this morning we [9:17] met with um a couple of board members [9:20] and the Township Clerk um we did share [9:22] the plans we had previously provided the [9:25] plans and then we shared with them the [9:27] alignment for the rideway medication and [9:30] how that's um going to um potentially [9:34] impact their adjacent parcel to the East [9:37] and we also talked about um that [9:40] southern roadway um it's not currently [9:43] in their CIP to update it I think it's [9:45] within the next couple of years um we [9:48] also have a joint Powers agreement for [9:50] maintenance of that road and when this [9:52] property was annexed back in [9:54] 2021 that joint Powers agreement was [9:57] extended to include this property so um [10:00] through City Township possibly Dakota [10:04] Electric um there this will get paved at [10:07] some point in the future we don't we [10:09] just don't have a definitive timeline [10:11] right [10:13] now thank you for that explanation I [10:16] just as I was looking at this and kind [10:18] of considering this proposal that was [10:19] something that was kind of sticking out [10:20] of my mind in terms of being good [10:22] neighbors with her Township um and and [10:24] that type of thing so I'm glad to hear [10:25] that those conversations are happening [10:27] ongoing and that there's agreements in [10:29] place Etc to further that so thankk [10:33] you any additional [10:36] questions Madam chair I'd like to say I [10:39] think it's a great project and uh happy [10:41] to have you guys moving here to [10:45] Lakeville I think we're ready for a [10:47] motion Madam chair yes I move to [10:50] recommend approval of the airlake DEA [10:52] second edition preliminary plat subject [10:55] to the 10 stipulations listed in the [10:57] February 11th 2025 planning reform [11:00] second [11:01] second um we have a
