[0:01] the council. Good evening. Um, as Mr.
[0:03] Tucci said, the application um, it does
[0:06] include property at the northwest corner
[0:08] of County Road 50 or 202nd
[0:12] Street and Dodd. Um, the application is
[0:15] for reszoning for PUB in that small
[0:17] triangle area. Uh if I get my mouse to
[0:20] work, this little guy,
[0:24] it's consistent with the rest of the
[0:25] properties and also comprehensive plan
[0:28] um guides us for um commercial. The
[0:31] preliminary plat includes combining this
[0:34] property into the larger property to
[0:36] create lot one for the development of
[0:38] the two restaurant uses and then an
[0:41] additional outlot for future
[0:43] development.
[0:45] Um the conditional use is for the two
[0:47] different restaurants. There is a
[0:48] Chipotle and a Starbucks um that is
[0:51] planned. Um and again there'll be um
[0:54] some additional land for future
[0:56] development. The access to the site will
[0:58] be from Heritage Drive. Um buildings
[1:01] comply with all of the requirements.
[1:03] There's a slight deviation in the
[1:05] overall parking requirements. Both of
[1:07] these are very drive-thru intensive
[1:10] uses. Um the driveway for Chipotle will
[1:12] be for um pre-orders or mo mobile orders
[1:17] only. So, you don't see a drive up
[1:19] window. This drive-thru is only for
[1:21] those folks that pre-ordered. They go
[1:24] through the drive-thru queue to pick up.
[1:26] Um whereas in the Starbucks, it's more
[1:28] of the traditional. You've got the menu
[1:30] board with stacking behind that as well
[1:33] as additional stacking leading up to the
[1:35] pickup window. Um so having a slight
[1:38] deviation in parking is certainly um
[1:40] workable in this type of a PUB setting.
[1:43] Um landscaping plan is on the bottom.
[1:46] building perimeter landscaping as well
[1:48] as site perimeter landscaping. All of
[1:50] the rightway has already been um
[1:52] provided for um in advance and this did
[1:56] go to planning commission. Well, I got
[1:58] one more thing. The building elevations
[2:00] um the building elevations comply with
[2:02] all of the requirements combination of
[2:04] brick um in two different color tones.
[2:07] Um you can also see this um band of this
[2:11] kind of medium shade. that band is
[2:14] present along all of the Heritage Common
[2:16] buildings. So, we asked them to
[2:17] incorporate that into these two
[2:18] buildings. Um, there was a public
[2:20] hearing held on June 26 with the
[2:22] planning commission. There were no
[2:24] public comments and the planning
[2:25] commission unanimously recommended
[2:27] approval and I stand for any questions.

[2:55] required to have 51. We have 49. Uh, and
[2:59] there's really no defining Chipotle,
[3:02] Starbucks. It's a combined deal. it it
[3:05] but it is uh as was discussed it's a
[3:08] cyclical daily cyclical business.
[3:11] Starbucks is going to be a little more
[3:12] in the morning. Chipotle doesn't open
[3:14] until about 10:45 in their stores. So
[3:17] you're going to flush a lot of that
[3:19] through. Uh as was discussed, it's a
[3:22] Chipotle lane. There's a drive there's a
[3:24] pickup window, but you don't pull up and
[3:26] order your burrito from a a menu board.
[3:29] So they're going to be moving through.
[3:31] Um, we don't have an exact number, but
[3:33] we were talking about this before the
[3:35] planning commission meeting. I think
[3:36] about 60% of Chipotle's business goes
[3:39] out either a mobile order pickup through
[3:41] the window or you park in those stalls
[3:43] right in front, walk in, grab it off the
[3:45] rack and go. So, correct. But it is the
[3:48] Okay. uh being familiar with the
[3:51] Chipotle
[3:53] that's out on 35W
[3:57] and the issues that they have there for
[3:59] um people parking. I mean, they do seat
[4:03] a lot of people in their little
[4:04] restaurant. Um
[4:07] and I don't know how many parking spaces
[4:09] there are there, but they share them
[4:11] with other businesses, you know. So, um,
[4:14] but it is during their peak hours, it's
[4:17] very difficult to get in and out of
[4:19] there,
[4:20] um, to park
[4:23] the, um, so
[4:26] it'll be very popular when it's down
[4:28] here and there's a little more parking.
[4:31] Um, the Starbucks, is that going to be a
[4:33] mobile pickup drive-thru only roughly?
[4:36] So, it will have seating.
[4:38] Okay. again,
[4:41] they fill it. And Starbucks,
[4:45] um, I probably own stock in it at this
[4:47] point. Um, there isn't really a down
[4:51] time. Honest to goodness, it once they
[4:54] pick up the the business that they're
[4:56] going to have, it's constant. Yes, it
[4:59] goes through mobile, but the thing that
[5:02] drives them insane. Um, and they love it
[5:06] because it brings a lot of revenue in.
[5:09] The kids getting out of high school and
[5:11] especially our north kids coming now
[5:13] will be having a really great spot and
[5:16] they all get hit um peak time right
[5:21] after school all the way up till about
[5:23] 7:00.
[5:24] Sure. So, uh, and so it needs parking
[5:27] and so when you got the Chipotle dinner
[5:29] going and the kids doing their studies,
[5:32] etc. and coming in, um, right away, I
[5:36] that's my only concern is the fact that
[5:39] I understand the concern. I'd answer it
[5:41] this way. Both of the tenants know the
[5:43] parking situation. They're both more
[5:45] than comfortable with the parking
[5:47] situation. Um, we've done this in other
[5:50] communities where we're close to the
[5:52] high schools. They both like to be by
[5:54] the high school, especially Chipotle.
[5:56] Uh, and the shared parking arrangement
[6:00] doesn't have quite as many as we have
[6:02] here. Again, as a developer, I would
[6:06] always argue I like full parking lots.
[6:08] That means everyone's doing well. To get
[6:10] your point about the traffic moving in
[6:12] and out, the best way I can answer it is
[6:14] to say this plan has been approved by
[6:18] both of the groups operational side. So,
[6:21] they think that there's enough parking
[6:22] to satisfy the need for the inside
[6:25] seating. I think both uh stores have I'm
[6:29] trying to remember off the top of my
[6:30] head. I think they have about uh 40
[6:33] seats inside. 36 I think for Starbucks
[6:36] and 40 for Chipotle inside. They do have
[6:38] patios that will in the summertime have
[6:41] a little bit more. So, but I get the
[6:44] point and you know we we defer to them.
[6:47] and they're the ones who have to operate
[6:48] and make sure their customers don't
[6:51] don't get there, get frustrated, and not
[6:53] come back and they're both comfortable.
[6:55] That's the only way I can answer that.
[7:00] Overall, the deviation is two spaces
[7:03] from what the requirement of the
[7:05] ordinance is 51. The plan is proposing
[7:08] 49. So, that's the deviation is two
[7:10] spaces. Um and according to the um

[7:19] snow the snow removal, you're not going
[7:22] to block any of those spaces. They will
[7:24] all be available. So if
[7:27] that's the plan is to not have it block
[7:29] any of the spaces.

[7:39] the drive-thrus I want to compliment you
[7:42] on specifically the Starbucks one. I
[7:44] think that additional drive-thru and
[7:47] queuing space is essential. Um you see
[7:50] that quite in quite a number of places
[7:52] where they don't haven't planned that
[7:54] out and there's cars everywhere because
[7:56] people seem to wait forever to get their
[7:59] uh to get their coffee. So I just want
[8:00] to make that comment. Thank you for
[8:02] including that. cause relief.
[8:05] My question is about the outlot parcel.
[8:08] If and when that becomes developed in
[8:11] terms of access to both this current
[8:14] property and future development, is
[8:16] there an idea of how the road is going
[8:18] to be aligned with all of that?
[8:21] It's anticipated, my understanding is
[8:23] it's anticipated that the road will
[8:27] there'll be a roadway that extends um
[8:29] between these sites. So there would be
[8:32] access here as well as be have the
[8:34] ability to get up to this driveway and
[8:36] then out to Heritage Drive.
[8:40] It looks like just based on what's left
[8:42] that there could be up to three tenants
[8:44] maybe more
[8:47] in this remaining outlot.

[10:13] an architect with Thruisha Construction.
[10:16] We're based out of Wilmer, Minnesota. Uh
[10:18] we're a national design build company
[10:20] and we specialize in veterinary
[10:22] facilities. We've been working with the
[10:24] owners, Dr. Shannon and Ben Kennley of
[10:27] Lakeville Family Pet Clinic on the
[10:29] design of their new facility. Um, they
[10:32] are currently located uh just about a/4
[10:35] mile to the southwest of the location
[10:37] that we're going to talk about here
[10:38] tonight. Um, the project will be a new
[10:41] building approximately 9,000 square ft
[10:44] of general practice veterinary care. Um,
[10:46] I do like to point out there is no
[10:48] boarding planned for this facility.
[10:50] That's uh something we often deal with
[10:52] in the veterinary industry. Um so this
[10:55] project will not have any boarding. Uh
[10:58] the the part of the issue or what we are
[11:00] looking at is the property is not
[11:03] currently platted and also requires uh
[11:07] revisiting the cup which they currently
[11:09] have at their uh facility. Now um so
[11:13] that is that's the gist of it and I'll
[11:16] let T.

[11:23] project to see an existing business
[11:25] expand in Curon um property. So um as he
[11:29] mentioned, the property is located right
[11:31] off 117th Street just west of Glacier
[11:33] Way. The property is zoned crossroad
[11:36] part of the Crossroads PUB um with C3 as
[11:39] the underlying zoning. The property does
[11:42] need to be platted, so one lot and block
[11:44] is being created as well as an outlot.
[11:47] and the pet clinic will be occupying
[11:50] that space. Um you can see from the site
[11:52] plan um the building footprint. Um they
[11:55] also have some additional outdoor space
[11:57] um that encompasses um for the animals
[12:00] as well as um parking and um fenced area
[12:03] for the animals. Um the landscaping um
[12:06] is robust along the site perimeter as
[12:09] well as the building perimeter. A
[12:11] conditional use permit is required for
[12:13] the use. Um and then the design um is
[12:17] shown here u meeting or exceeding all of
[12:20] the minimal um minimum requirements.
[12:23] This also went to planning commission
[12:25] for a public hearing on June 26 and
[12:27] received no public comment and I would
[12:29] stand to um answer any questions you may
[12:32] have.

[13:16] very uncommon. So, it's not like uh you
[13:19] know, vacation boarding where you bring
[13:21] your animal when you're out of town or

[13:24] place. Not that I'm looking for one, but
[13:27] and I just a follow-up comment. I I um
[13:31] this is a great project. This is the
[13:32] this is the these businesses we need as
[13:35] as a dog owner, we need more veterinary
[13:36] care. No question about it. Um and I
[13:39] know like Lakeville Family Pet Clinic
[13:41] has been active in the community in
[13:42] Panaprog and other things, too. So, I'm
[13:44] excited about this one.
