[0:05] hi I'm John Muma with the city of [0:07] Lakeville and the construction services [0:09] division i'm here to talk about the [0:10] street reconstruction [0:12] projects the city of Lakeville [0:15] reconstructs aging sections of city [0:17] roadway and underground infrastructure [0:19] each year but what does that mean for [0:22] residents or business owners in the [0:23] affected area what will your [0:25] neighborhood look like during [0:27] construction what can you expect how [0:29] will it affect your daily routine and [0:31] how will you stay informed throughout [0:33] the project the city street [0:35] reconstruction process begins several [0:36] years before any work takes place the [0:39] city of Lakeville uses a pavement [0:40] management plan to rate the conditions [0:43] and useful life of the streets and [0:45] utility this data is used to form a [0:47] capital improvement plan that map out 5 [0:51] years of road and utility reconstruction [0:53] to begin the process residents and [0:55] businesses are invited to a neighborhood [0:57] meeting at the meetings city staff [0:59] introduce the project and ask for [1:01] feedback from property owners following [1:03] the meeting a feasibility report is [1:05] generated and given to the city council [1:08] if the city council approves the project [1:10] survey crews begin the collection of [1:12] preconstruction data in early spring the [1:14] project is bid on by contractors which [1:16] allows the city to determine assessment [1:19] rates for the project after these [1:20] assessment rates are generated property [1:22] owners are invited to a second [1:24] neighborhood meeting and an assessment [1:26] hearing with the city council upon [1:28] approval of the assessment hearing the [1:30] city sends out preliminary construction [1:33] schedules to all affected property [1:35] owners as construction begins the first [1:37] items you will notice will be flagging [1:39] and marking from private utility [1:41] companies as well as marking for spot [1:43] curb and gutter removal and replacement [1:45] during the construction mail services [1:48] will be delivered to temporary mailboxes [1:51] located just outside the working area [1:52] while the United States Post Office [1:54] determines that specific date and [1:56] location of the move city staff will [1:58] post this information by placing door [2:00] hangers on your front door next utility [2:02] crews move into the area with excavation [2:05] equipment to begin rebolting valves and [2:07] hydrants as well as making repairs and [2:10] improvements to the existing storm sewer [2:12] system spot curb and gutter replacement [2:14] may also take place this means removing [2:16] damaged sections of the curb that [2:18] doesn't allow the proper flow of storm [2:20] water down the curb line example of this [2:22] would be settled curb excess damage or [2:25] back pitched curb panels concrete [2:28] sidewalk and pedestrian ramps will also [2:30] be inspected for damage and replacement [2:32] if needed concrete curbing or sidewalk [2:35] that are removed in front of an asphalt [2:37] driveway typically trigger an asphalt [2:39] patch behind the curb or walk after new [2:42] concrete cures concrete driveways that [2:44] are in good condition typically do not [2:46] require a patch behind the new curbing [2:48] concrete driveways typically can support [2:50] themselves when the damaged curbing is [2:52] removed while asphalt driveways need to [2:54] be supported by the concrete to maintain [2:56] its [2:57] integrity access to driveways will be [2:59] maintained during construction however [3:02] driveways will be inaccessible if curb [3:04] panels or sidewalk directly in front of [3:06] the path of your driveway are required [3:08] to be removed and replaced after [3:10] replacement the concrete needs to cure [3:12] for 5 days street parking will be [3:15] required during this time city staff [3:17] will communicate with you during the [3:19] entire process the next step is [3:22] reclaiming the street's existing asphalt [3:24] surface the asphalt material is ground [3:27] and mixed in with the existing gravel [3:29] base to produce a new base for new [3:31] asphalt surface crews will work to [3:34] reshape the profile of the streets by [3:36] reestablishing a centerline or crown for [3:38] shredding water during storm events [3:41] roadways may be a little bumpy and dusty [3:43] during this process the road shaping [3:45] process creates a 3-in step from the [3:48] curb to the gravel this bump requires [3:50] caution as you enter your driveways to [3:53] keep dust down during the construction [3:54] period water trucks will periodically be [3:57] used on the exposed gravel surface after [4:00] the initial phase of constructions are [4:02] complete the first layer of asphalt [4:04] paving is placed roads remain open to [4:07] traffic during the paving process paving [4:09] crews will direct traffic during the [4:11] paving and rolling operation once the [4:13] first layer of paving is installed the [4:15] contractor will begin restoration of [4:17] areas behind the curb this restoration [4:19] will include driveway patches dog fences [4:22] irrigation systems landscape features [4:25] mailbox reinstallation top soil seating [4:28] and blanketing the last step of the [4:30] construction process happens in the fall [4:31] once all the phases of the project have [4:33] received the first layer of asphalt and [4:36] restoration activities this includes [4:38] adjusting manholes and gate valves in [4:40] the street to the proper height prior to [4:43] installation of the second and final [4:45] layer of asphalt roads will
