[0:00] and I thought this was a great fit for that program to just expand it a little bit it was a match so the community [0:07] would have some skin in the game and then the state would also help out but it was meant just for kind of the the [0:14] the poorest taxbased um parts of our state and Senator aside [0:19] from being eyes is eyes and unsafe what kind of economic impact do blighted [0:24] buildings have on their communities well you you think about it do you want to invest in a building next to a a half [0:32] tore down building or a building with broken windows or maybe a fire hazard [0:39] and you know a lot of these communities have all volunteer fire departments which is a whole another issue uh that [0:45] we have trying to recruit our first responders and and our volunteer fire departments um so it's it's a safety [0:52] issue also you know with with the fire threat yeah senator uh during a [0:58] committee hearing it was mentioned that your bill 227 can help cities reach their redevelopment goals what other [1:04] major redevelopment trends or needs are you hearing about you know the number one we hear um not just on the [1:11] commercial side but on the housing side is the cost to infrastructure so I've [1:17] had uh many bills over the years with uh help with the infrastructure so if [1:23] you have a small community especially like this bill was geared towards uh the lower tax base communities to put in a [1:33] street infrastructure for just like one row of new housing uh most cities can't [1:38] afford to do that and when I started working on that bill the cost for [1:44] infrastructure for a a block of houses was about 30 33,000 per lot the cost to [1:54] put in the water sewer etc the road gutter sidewalk lights whatever and now [2:00] that's approaching 100,000 per lot and [2:05] so if we want to maintain our small communities we have to make sure that [2:12] they have daycare and housing and you know a lot of the topics we hear about all over the state but it's even harder [2:18] in these smaller communities without a tax base senator proposing new initiatives that [2:24] cost money is kind of a tough cell right now considering where the state is economically and with our budget [2:30] forecast were you concerned that that forecast would impact the progress of this bill or other initiatives like it [2:37] of course you know timing is everything and um there are a lot of bills that [2:42] I've worked on i write I'll probably have 100 bills this year and I write a lot of bills every year and sometimes [2:48] I'm just planning the idea for the appropriate time um you know right now [2:55] it's back to basics we should be focusing on the basic function of state [3:00] government um I'm very concerned when I go back to [3:06] my 7ount area and I hear from my county officials that they're looking at a 10 [3:12] to 15% increase in property taxes across the board so that that is [3:19] really hard especially for that segment of t…
