The first is recognition for LakevilleFast Pitch for a donation to Arson Park and parks and rec director Joe Macarthis up. Uh good evening, mayor and uh council. Uh tonight I'm excited tointroduce members from the LFSA board and they'll be talking a little bitabout uh a new AED that they helped to fund that's been installed over atAronson Park. So I'll welcome them up. >> Um so I'm Jason Henning. I support uhApex Fast Pitch was the club program within the um the city of Lakeville andthen I sit on the board with LFSA as well. SoLabor Day last or this fall I should say we had a tournament out there. It's oneof the biggest tournaments in the state. Um it's super awesome opportunity forgirls to get a chance to play. Um, we had us in an incident about halfwaythrough the tournament where by the name of Ava Tiervold hit a fantastic hit uhinto the left side field, ran the bases for a triple uh and in her celebrationcollapsed on the field. Um, had a heart attack right there. So, uh, lucky forus, her mother was an ER nurse at HCMC. Um, performed CPR for about 12 minutesas we all scrambled to try to figure out EMTs out there, which they were great assoon as we called 30 seconds. Um, but it was just kind of a a scramble to try andfigure out what was going on. Uh, and in that moment, it became pretty clear forall of us that we weren't fully equipped to support a situation like that uh atArson Park. So, that's kind of we we banded together and uh decided it wasprobably time for us to get an AED out there. Um, and so that's why we're heretonight to to take care of that. So, >> very good. Anybody else want tocouncil? any comments or >> I had a question because I we've had wehave had a few different things installed into various parks and I Iguess I'm surprised that this park didn't already have an AED. Um maybe Joecan help answer this, but can you help us understand what's available at ourparks and in addition to the AEDs that are here?>> Yes. Uh good question and actually I was going to cover that at the beginning andneglected to. So, we started the process last year installing these outdoor AEDunits and uh we did that actually through a partnersh partnership withLakeville soccer. Uh so, currently we have five units in the system. We'restill working on installing those um at other of our athletic complexes, butcurrently we have units at MSAD Casperson, two that we've installed atGrand Prairie, and now the fifth is at Aronson. Uh so, we have more that we'retrying to uh to install, but it's uh it's been a good start so far.>> Great. Well, it sounds like a close call last fall and appreciate this donationtoday. Okay, we'll now move on to item B, whichis the Lakeville Lions Grand Prairie Park splash pad donation presentation.>> And I'm back. Uh, so for this one, uh, we'll actually be recognizing a donationthat has been happening now consistently for 5 years. Uh, so Lakeville Lions uh,had identified or had agreed to sponsor a portion of the splash pad, which we'reincredibly grateful for. uh that Splash Pad will be opening here this year, butthey've been donating $100,000 a year for the past five, and we just receivedthe last check, so this seemed like an appropriate time to do the big checkpresentation. So, there's a few members that'll be speaking uh tonight, but I'mgoing to call up Maria first. >> Everybody, I am Maria Bner, the currentpresident of Lakeville Lions Club. um honored and pleased to be here tonightto um present the last uh $100,000 installment of our $500,000 commitmentuh for the Grand Prairie Park Splash Pad. We as Lakeville Lions are also veryhonored to continue to support the Lakeville community and we do this uh asyou probably well know with,000 in donations each year as well as closeto $10,000 in volunteer efforts. um and some of that volunteer and donations. UmAngie Lucian is going to come up and uh give you an update on our birdhouseprojects in there,>> right? So at least you can kind of see what we're doing. Um, so again, yes, I'mAngie, project coordinator with the Lakeville Lions, and the Lionsrecognized a need to replace aging and damaged birdhouses throughout theLakeville City parks and trails. We gained approval to replace thebirdhouses and to add additional new housesas well. To date, 50 birdhouses have been built. 29 have been alreadyinstalled. Um, these include the nestbox style bird houses like this one.And plans are underway to build owl and potentially some bat and um bee typehouses as well. We are proud to partner with the city of Lakeville on thisongoing project and look forward home bird houses in the>> Good. Thank you. >> Thank you. It's, uh, the Lions are bringing it, uh, to Lakeville, but it'spart of Paniprog, and I can't sit on information longer than 20 minutes. Igot it 15 minutes ago, so I want to make sure you heard it here first. Uh, it'spretty cool. Uh, I was working on a special appearance for Lion's 50thanniversary of Beer Bro and Bingo, which is in 27, and I failed. They agreed tocome this year though instead, and so I didn't want to pass on it. So, for thefirst time in the history of Panaprog, the Budweiser Clydesales will be leadingup parade. >> That's awesome.Both Panaprog and and the Lions kind of take credit for making that happen andI'm sure it's going to be a great showstopper for the 60th anniversary ofPanaprog, the 250th of the United States, and the 150th anniversary ofBudweiser. They chose to come to us. So, we we're only sitting in second place tothe Minnesota Twins appearance that'll be on Friday night. So, we we thinkthat's pretty cool. I can't really um for those who followed this supposedto open last year and we had a knockdown dragout fight with the Department ofHealth over the last several months to get them to approve our splash pad andwe can get into that some other day. But um thank you for your patience and foryour longtime contributions beyond this but just to the city. So thank you verymuch. >> That was the one piece I was going toadd. May 22nd is scheduled as the open day for the splash pad and ribboncutting for the full park is scheduled for June 1st.>> Fantastic. So, Memorial Day weekend, we hope to see you guys there. Okay, now we'll move on to item C, whichis our police department quarterly report. Turn it over to police chiefBrad Pollson. Welcome, Brad. >> Good evening, Mayor, members of thecouncil. I will say historically the policedepartment has led the Panaprog parade and I've just learned that we've been uhpreempted by the Clydesdale horses, but they will be much more effective inclearing crowds. We are happy to have them involved hereto present our quarterly report tonight for uh obviously the first quarter of2026. And as we customarily do, starting out with our mission statement whichsays the Lakeville Police Department exists to ensure an excellent quality oflife in Lakeville by serving and protecting in a professional andinnovative. Uh couple of quick hiring notes uh withour two new sworn officers that started in m middle of March. Carly Amber comesto us with 10 years of law enforcement experience, all with the Carver CountySheriff's Office. Good to have her and her experience on board. Uh, and she wasjoined in March by Christian Kelling, who comes uh with four years of lawenforcement experience, combination between the Washington County Sheriff'sOffice and Northfield Police Department. So, they are about seven weeks intotheir field training journey, but great to have both of them on board. And thena new records technician, Mandy Katsman, started with us back in January and shebrings kind of a unique skill set and experience to us uh as well. She camemost recently from Lakeville schools in their accounting department. She wasthere for a number of years, but prior to that, she worked in Wisconsin as alicensed deputy and a records technician at a two different police departments inWisconsin. So, a really nice blend of experience and skills that she brings tothat position. Uh and then our first first centeremployee, our manager Austin Roabush started in February. Uh he comes with alot of experience in managing facilities as you can see there. Uh the YMCA,Ramsey County Sheriff, I'm sorry, Ramsey County and Dakota County uh managinggovernment buildings uh in both of those counties. So really good experience. uhhe's splitting time uh officing currently out of the police departmentwhile while his space gets finished, but a lot of time down at the job site aswell, helping to coordinate our efforts there. So excited to uh get him on boardand move that project along. And then uh one retirement uh just after the firstof the year, Sue Condan uh retired after 18 years with with LPD and she wasreplaced by Mandy Katsman who was a couple of slides earlier.a few community engagement uh events to highlight from quarter one. On the leftthere is a partnership between Lakeville Area Schools and the Chamber of Commercecalled Stepping into Your Future. Uh and it involves our uh local youth exploringdifferent types of careers, doing a lot of hands-on learning. Uh our crime sceneteam was down there to set up uh an exhibit or a a station for them to workthrough. So, a good experience for those kids to explore different potentialcareer career paths. And then in the middle, uh, our citizens academygraduated in March. That's eight weeks of, uh, about 15 citizens who, uh, getget exposure each week to some different aspect of the police department. So,it's always been very wellreceived. We always wish we could put more peoplethrough it, but we have to keep the numbers down to make it um, a lot morehands-on, which they uh, tend to tend to appreciate. Uh but from that we learn alot about our community questions that they have, the things they're interestedin, the things that we can do a better job of educating our our public on. Andthen on the right is Leadership Lakeville. That's another Chamber ofCommerce initiative that um they've done I think now for a couple years over uhthe months September to May. One uh visit each month to some differentLakeville um business uh department, some aspect of our community where theyget some leadership lessons but also learn more about the the community. Wehave one of our employees going through as well, but we got to host uh back inMarch and have everybody at at our facility.I mentioned uh our first center manager, Austin, but just a brief update on uhconstruction. Um it is looking more and more like a an actual training facility.We've had our instructors in there now to to uh walk through and and getexcited about what this is going to look like uh come time to open, which isstill slotted for a soft opening probably sometime in July to kind of uhget people in there, work out some of the the bugs, and then move into alarger scale opening in in the months to come.An update on our automated license plate reader program and cameras that arecurrently undergoing installment. Uh we have 16 out of the approved 20 installedand operational. Uh two are still pending uh have been approved but arepending installation probably this week and then two are still in the permittingphase but um should have all 20 up and running by by the end of May. And I justwanted to highlight a couple of early success stories uh utilizing thistechnology in a couple different ways. The top bullet point there was u aneighboring agency that put an alert on a a vehicle license plate of a suspectthat was wanted in connection with a thirdderee assault, a felony assault. Uhthat vehicle hit on a camera in our community. Uh our crime analyst andofficers working were immediately notified of that, got to the area, wereable to locate the vehicle. um coordinated a high-risk stop and safelytook that custody or that suspect into custody and turned him over to uh theneighboring agency that um put out the alert. And then uh the second bulletpoint there is kind of more behind the scenes working with u an after the factincident. We had um a vehicle that uh was in our community during the daytimeat some residential construction sites going through going through workersvehicles. Um it got reported to us. They were able to get a license plate. Ourspecial in investigations unit was able to u quickly get into the database,tried to see where that vehicle had been to notify potentially other agenciesthat could be hit. They uh recognized that it was currently uh in CottageGrove. So, our detectives reached out to Cottage Grove PD, went to the area,found the vehicle uh still occupied, and found out that they had hit many otherum victims between Lakeville and Cottage Grove. recovered a bunch of propertymissing from Lakeville in addition to some some firearms and um wallets andpurses that were taken in Cottage Grove. So really good real-time information uhthat we were able to utilize that that technology for as it's intended.Uh I won't read all these but some bullet points on uh training anddevelopment from the quarter one. Uh as we usually do a lot of a lot of varietythere. kind of upper half or upper uh twothirds of the left column is allleadership training. We've had a lot of leadership change throughout the lastfew years, but this also filters throughout the rest of the department.It's not just uh people of rank or title that get leadership training. Peoplelead in all different ways in in our agency. So, a lot of training u from aleadership standpoint. Uh and of course, we always throw in some acronyms therejust to keep people guessing. But I will uh highlight the DMT is our data master.That's uh what uh the machine that impaired drivers uh suspected of alcoholimpairment blow into. Uh and then aide training is related to uh DWIenforcement as well, advanced roadside uh training for our uh patrol officers.At our department meeting in in July, we handed out a number of awards, but Iwanted to highlight just uh four different medals of merit. Uh the firstuh three there, Officer Eric Anderson, Bennett Westran, and Sean Fitz Henrywere awarded uh for their response in a serious motor vehicle crash last lastOctober. U a two vehicle crash which both vehicles ended up being um engulfedin fire and they quickly uh were able to get get inside those vehicles bravelyand and pull the drivers out and render aid and render care. So outstanding workby by those three. And then on the right, officer Andy Shurmer uh wasawarded a medal for his work last May. Uh a neighboring community had a ahomicide that had just taken place. He located the vehicle, was able to get itstopped. Um the suspect ended up uh taking off on foot. Officer Shurmer wasable to uh with the help of some partners run him down and get him takeninto custody safely without anybody else getting seriously injured. So reallygood work by those four and wanted to highlight that here tonight.uh two cases to highlight that kind of show some collaborative effort bothinternally with our agency but also um with some of our surroundingcommunities. The top one there was a what started out is is maybe kind of aroutine check fraud at a local bank. Uh a very astute and aware uh bank employeerecognized that trying to catch cash a check didn't quite seem right. Contactedpolice. Uh we were able to to identify the individual, learned he was part of aa larger ring that was out operating in uh South Metro uh that day where theyhad stolen uh checks from outgoing mail. Um either washed or alter altered thosechecks to make it look like they were for other payes, altered the amounts. Umbut through some after investigation with those partner agencies, uhidentified kind of the ring leader of that group uh as well as the people thatwere in banks cashing checks. So, just wanted to highlight the collaborativeeffort of our uh in this case investigative staff that have reallygood working relationships with our neighboring communities and it comes inuh really handy in those situations. And then on the bottom there, the secondbullet point uh was an overnight burglary at a at a local business whereuh employees came in in the morning, found that the safe was missing, somedamage uh some forced entry to the business. uh patrol did a really nicejob of of certainly responding, preserving the scene, documentingeverything, starting to uh review video, interviewing uh staff, and between themand our investigative crew. Uh did a lot of work in looking back at some videoand um talking through some prior staff that had been involved in that businessand ultimately did a search warrant, recovered um the safe and and much ofthe stolen property. So, good work by um multiple different teams within our ouragency on that one. Getting into some of our statistics inquarter 1, uh police reports generated or case files uh pretty much on par withuh with 2025 as you can see, just seven below where we were last year at thistime. And then uh all of our calls for service are bracketed in the parenthesisthere, but um 10,000 about 10,800 in quarter 1 2026, down a little bit fromthe 114 in 2020 25. The uh welfare checks were pretty consistent. Uh andthen crisis mental health related calls were up uh a little bit in quarter 1from 2025. in on our mental health crisis calls.Um, this is the calls that come into Dakota 911 that get routed immediatelyto Dakota County Crisis. And this is probably the best result we've seen inany of the quarters that we've shown here. But 20 of those 21 calls that cameinto Dakota 911 where police response was determined not necessary or notwanted by the subject calling, u 20 of those 21 were resolved by our crisisteam. Uh so really showing that that system and that process is working asintended. Uh talking just a little bit abouttraffic crashes. Uh we all know there's a lot of traffic in a in a growingcommunity. Um and when we look at our crash numbers in quarter 1. Uh propertydamage, we were down by 12 versus last year and personal injury also down by afew which is uh good news on both accounts. Uh the property damage crashis uh damage to either motor vehicle or some type of propert public propertyalong the roadside or private property in some cases. And personal injury,those are crash numbers, not injury numbers. So sometimes you could get morethan one injury in one crash. And when we look at um crashes andtraffic enforcement, uh you know, we want the data to drive um ourenforcement efforts, our awareness efforts. So, just showing this slidefrom 2025 out of 879 uh total crashes. Um this highlights thetop five um crash causes and then the top five crash locations in Lakeville.Um so this doesn't include any private property crashes or really low-levelcrash drivers would have exchanged information. These are all crash reportsthat we submit to the uh Department of Public Safety. So uh as you can see onthe left there, failure to yield right away. That's a lot of time. Someonemaking a left turn in in front of a a vehicle going straight. Could beflashing yellow arrow. Could be turning in front of traffic, not seeing them.Following too closely results commonly in a rear-end crash. Driver distractedcan be uh certainly electronics related, but any other one of a number ofdifferent ways that people get distracted. Our our vehicles nowadayshave a lot of bells and whistles can occupy a driver's attention. uh improperturn and merge and failure to keep in proper lane are both largely tied tocrash location number one uh Kenwood Trail 185th roundabout. You can see 176crashes there are of our 879. So by far our uh busiest crash related interintersection. The other thing I'll note on that list is there's twointersections Cedar and 160th and Pilot Knob and 160th. That's just Lakevillereports. Those are bordering uh intersections. So Apple Valley wouldcertainly have some other numbers. So, all in all, those will be a little bithigher. They wouldn't, I don't believe, be to the level of Kenwood 185th, but umjust wanted to point that out. And then, uh our our case reporting umfor for quarter 1, driving under the influence, those are arrests. 48 arreststhis year, 32 last year, uh largely due to increased enforcement in thatcapacity. Uh our assault cases are up a little bit. Uh but everything else wasdown in quarter 1, which we always like to see, especially in a in a growingcommunity. So, and then just a comparison to to uh afew of our neighboring communities in all calls for service. So, pretty closeto where Burnsville's at, a little bit below Egan and a little bit above AppleValley. And finally, uh just some snapshots of social media. Uhintroduction of our volunteer chaplain to the community. uh some of them havebeen there for a number of years, but we've never really done a lot of uhputting them out there for people to see the work that they do behind the scenes.So, we're happy to do that. Of course, National SRO Day highlighting our threeSRO's and on the right, International Women's Day, highlighting the the manyup uh portions of uh all kinds of different divisions within Lakeville PD.So, appreciate the uh the time and allowing us to present tonight and happyto take any questions you may have. One,please extend my gratitude again to our department for another strong quarter.And then the other on the next report, could you go when you do the comparisonsfor calls, could you maybe go add a couple of years? Item 6 I are some resolutions awardingconstruction contracts and authorizing funding for the Lake Marian Greenway andRitter Farm Park trail head. And I mentioned this because this comes withsome significant partners from the county and the state. And so we'reappreciative of that. And then item 6S is the proposal for outdoor design forthe Pioneer Plaza water feature replacement. That uh feature has beenbroken for several years and needs to be replaced. And so this will um make a anew modern um place uh designed downtown and it's beenreviewed by the partner commission provided some good input on that.>> Okay, very good. Umwe've called Lake our home since 2018 when we first moved into our buildinghere and uh currently looking to expand our operation. We just recentlypurchased a parcel two parcels of land that we're going to be combining andplanning to develop a larger building um that will um help with the flow of ouroperations, make our you know make the flow a little bit more fluid, add a lotmore, you know, loading docks uh loading dock positions and yeah, that's whatwe're trying to do. We're over the road trucking company, you know, in case>> we are glad to see you expand. Miss Goodro, do you have a staffpresentation? >> Good evening, mayor, members of thecouncil. Um, as stated, Globus Transport has submitted applications for apreliminary plant and a conditional use permit for one lot subdivision to beknown as Globus Business Park. Um, the property is located south of County Road70, Juniper Way, and east of Kenrich Avenue. The property is zone OP, OfficePark. I'm also guided that way as well. Um the action today is for a primaryplat for a one lot subdivision and a conditional use permit for the warehouseum portion of the use um which is required in the OP district. Um so thereis the plat. Um the property um we'll lay out with the building configurationum with um employee parking, guest parking on the front and then there'llbe some storage. Um the district allows for up to 20% of the lot um to haveoutdoor storage. The proposal right now and it's the area outlined in red um isat 10%. Um it does require landscaping and screening which they are providing.Um all of the grading drainage have been reviewed and approved by engineering.They will be using a private storm water management system. Um they are removingsome trees but they fall under um the threshold for the zoning district andthey are adding landscaping along County Road 70 um within this area of the siteat the um kind of southern point of the triangle and then along the southernportion. Um the cup um document does require filling in this area oflandscaping a little bit more. Um but that's something that um we can workwith the applicant to comply with um through the final plat review. Buildingelevations um include all of the required materials. Um they areexceeding um the minimum requirements. Um it'll be another similar type ofbuilding that we're seeing get constructed out there with a combinationof glass, some design treatments um with the different materials um but using thesmooth pre-cast um concrete panels. Planning commission did have a publichearing at their meeting on April 16th and um unanimously recommended approvaland I would stand for any questions. Haven at Lake Mary andpreliminary plat. And I don't know Oh, yep. Come on up. You're welcome.>> Mayor and council members. Uh, my name is Steve Saber. I'm with Country JoeHolmes and Progressive LLC. Uh, we are here tonight obviously for the Haven atLake Marian preliminary Platin applications. I did just I had citystaff include a couple going to include 11 detent home sitesand then a 40 twin home uh sites as well. So we're super excited about whatwe're going to bring to the community maintenancefree. We've got some reallygreat Rambler designs and uh for both the twin homes and the detach.>> Thank you. >> Thank you.>> Very good. Miss Goodro is our staff report. All right. So, I'll just go throughthese slides slowly, just a reflection of um the type of home that's beingproposed, the detached villa as well as the twin homes. All right. Um so, this um application isby Progressive LLC. They submit a plumeary plat and related applicationsfor 51 detached town home and twin home units over 21 acres. So, this propertyis located south of Kenwood Trail, just north of Antlers Park off of LakeMarian. Um, it is um just south of the railroad track as well. Um, so theapplications is the preliminary plat um again 11 detached town homes and 40 twinhomes, comprehensive plan amendment, um zoning map amendment that correspondswith that and a conditional use permit for the development within theshoreland. So, in terms of the land use plan, the property outlined in red isall kind of mixed. There's some low, low, medium, um, low density and mediumdensity residential. And the applicant is requesting all of that to be underone land use, low um, and low medium um, combined. So there is one outlot that'stalked a lot about in the staff report and that is located here. That propertywill remain under its current low density land use as well as itssubsequent um, RS3 zoning. So with the land use um changing um the applicant isproposing the RST2 um which was reflected here and again that outlawwill remain the same. Um the shoreland does require the development um with theshoreland requires a conditional use permit. Um the shoreland density isbased on single family design standards and there's a lot of differentrequirements and Dan Lick did a great job explaining all those in his report.Kind of leave the shoreland reviews um to him. He's an expert in it. Um but thegist is there's um higher level of open space that's required and they areexceeding that. Um and then there's a density taring um evaluation that has togo through the process. And so through that density tiering process um 90 homesare technically allowed on the site um with the acreage 51 are being proposed.So again you can see the plumeary plat the layout of the site. Um each of thelots are required to be at 5,000 square feet. They're exceeding that at um alittle over 8,600. All the setbacks and streets and sidewalks meet therequirements. It's a little bit easier to see on this plan. They are expandinga task away. So, it does allow for a new reliever roadway um that will beconstructed for the neighborhood to the west and that will extend all the waydown to 202nd. Um there is a it's a little easier here. Um Italy Avenue justkind of ends here. This culde-sac bulb will be constructed with the firstphase. And this is that outlot A that I mentioned. Um that's going to remain anoutlot until further evaluation is done to determine if it can be a buildablelot. Um again you can see the layout. Um two additional culde-sacs. This is wherethe single family or the um single family units are located. Um parkdedication and all of those good things will get determined um as we go throughthe final plot. Um tree preservation. Um there was some removal but it did fallunder the threshold. Um and they are including some buffering um along theroadway in this location. Um some added buffering along here um adjacent to Aavaand our city forester is just asking for some additional landscaping within thisarea um between the two different um kind of neighborhoods if you will. Umagain engineering did their full review. Planning Commission held their publichearing um on April 16th. There were a few questions that were addressed umregarding trees. There will be an HOA um and then a few questions on the localstreet improvements and all of those are detailed in the planning commissionminutes in your packet and I would stand for any questions.>> Okay, council any questions or comments? early.>> Uh, director Goodro, question about how the tree preservation plan is impactedwhen most of the trees sit on outlot A and so if and when that is developed,how is that calculation determined? Is it as a part of the full uh parcel thatwas developed beforehand as well or is it going to be um calculated based on asingle lot that's being sold in the future?>> Yeah, be calculated on outli because they're not developing that right now.>> Got it. Can you explain why we're considering this one tonight?>> Yes, thank you. Um and I should have brought the date that this applicantsubmitted, but it's been a couple of months. Um and so if you recall, theordinance did exempt prop um applications um and the relatedapplications. So this with the plumary plat and the land use um they hadsubmitted and have been going through the process at the time the moratoriumwas adopted and that was called out um in the moratorum. I mean, we hadmentioned when we were talking about the moratorium a couple meetings ago, umthat you would see a couple more um and this is one of them.>> Thank you. >> Okay, council.
