Approval of the minutes from the April 16th, 2026 Planning Commission. Do we have any changes? No changes. We will lift those minutes and and announcements. Do we have any announcements for tonight? Jensen >> Uh Chairwoman Reno, I do not have any announcements for you this evening. >> No announcements, okay. We've moved through four items and it's only been 1 minute. We're at a record pace. Hey, um the next item on the agenda is a public hearing and if you wanted to speak, um please let us know by signing up on the sheet in the back. Um unless you're the presenter and that's okay, then you don't have to. Um Agenda item 5A is Interstate South Logistics Park Fourth Edition and this is a public hearing to consider the application of Scannell Properties number 496 LLC for a preliminary plat and conditional use permit for a two-lot, one-outlot subdivision to be known as Interstate South Logistics Park Fourth Edition. And we're going to have uh Mr. Jake Kurth with Scannell Properties to introduce the project. If you just speak into the microphone so everybody can hear you and introduce yourself for the record. Thank you. >> Good evening. My name is Jake Kurth with Scannell Properties. Do I need to state my address? Do I need to state my address or no? >> I don't think so. >> Okay. Other municipalities do do them so. For having me this evening. We're very, very excited about this project. As you know, uh the Interstate South Logistics Park has been quite the development uh spanning over what feels like over a decade. Um this is the fourth edition. Uh we are taking one outlot, creating two lots, and then one uh outlot will remain in uh what's known as the fourth edition. The project itself is a 75,000 square foot built to suit for Domino's supply. It's a distribution facility. It's an office warehouse production and distribution facility. This will be a relocation but also an expansion. The reach of this project is actually pretty cool. To say it simply put, this single facility will service the entire state of Minnesota and will distribute to all the chain Domino's restaurants retail areas that you and I all order from. The project timeline is on hyper speed right now following entitlements and city improvements. We fully anticipate to break ground right away. Goal is this to beat winter winter. So to be weather tight before the snow flies which is very crazy to talk to talk and think about as we just wrapped up uh winter. Um is something that is utmost important to us. >> Excellent. Uh this is public hearing for Interstate South Logistics Park fourth edition. It's preliminary plat and CUP. Uh it is located south of 215th Street which is also Kasa 70 and east of Jacquard, north of 217th Street. Uh and you can see on the zoning map the property is zoned I-1 which is consistent with the area around it as well. Um as Mr. Chris said, this is um two lots, one out lot for the plat. Uh and there's also a CUP for parking on the Domino's lot. I'll get into a little bit of that later. So, just to I can get my mouse here. Uh the Domino's lot is here, lot two. There's the outlet in the middle, lot one. Um we will be reviewing under a separate application. So, there are no development plans with this application for that site, but you will see that uh in the near future. Uh here's the site plan. It is a 75,000 square foot building with two access points from 217th Street. Uh there are dock doors on the east side here. There's 19 dock doors with 60 trailer uh parking spaces. Those are trailers that are in and out regularly. Um different types of trailers for use on site and for deliveries. Uh there is a future expansion area of about 25,000 square feet on the north end here, and then there is also on-site storm water ponding on the site. Um CUP for the parking. Um we do we did make this change a few years ago for sites that would like to have more than 125% of the required parking spaces. We do do the CUP to help minimize um developments that just want the sea of parking just because. Um So, in this case uh that is that is not what is being done here. Uh the proposed building requires 95 spaces. They are proposing 142, which is 150% of the requirement. However, if we look at the future addition, um that requirement would be 118 spaces estimated based on how it's expected to be used. Um and so, 142 of that 118 would be 120%. So, they would be within that 125% requirement if they were doing the full facility at this time. Part of the reason for doing it all now is simply so that if they come back to do the addition, they're not having to impact that parking lot as well and the impacts to the employees who are using the site. So, that is part of that reason there. On the landscaping plan, they do have landscaping around the parking as required as well as along the north side of the trailer parking. There are trees here for blocking those headlights as they go around. We did have a stipulation to add a few additional trees in this area. There's some mechanical equipment on this side of the building that the additional trees will help with screening. We're not recommending they be in this area due to the future building addition. So, having them along there provides that additional screening that would be required. And then the building elevations, they are using precast concrete panels with a medium texture and then using four different colors to help create some of that visual interest across those elevations. You know, different with the colors to mimic windows etc. And then the building between 43 44 feet tall which is under the max height requirement of the I2 which is 50 feet. Staff does recommend approval of the preliminary plat conditional use permit with the five stipulations that are listed in the planning report as well as the requirements within the engineering report and approval of the findings of fact and I will stand for any questions you may have. >> Thank you. Commissioner Caluza. >> I have a question for the applicant. Um if you wouldn't mind coming up. Um I asked this of a lot of the warehouse that come in. Are you going to have uh your loading bay doors labeled some way to aid first responders in case there was an incident? >> Uh yes, we will reach all safety requirements, make sure everything signed appropriately. Absolutely. >> Great. Thank you. >> Um Madam Chair. >> Yes. >> Um I am I am uh interested in the name Project Black Bear, but that's not my question. Um you That's optional if you want to answer that. But I I I was interested in the fencing though. Um is that I don't see a lot of that on Highway 70, so is that for security or is that for privacy or to to block the view? >> It's more so for security purposes. Yeah. And as it relates to Project Black Bear, I think that that's kind of the fun in it. So. The most recent name that I named was Project Polar Bear, and that was named after my uh 7-year-old hockey team. So. It's nice. Thank you. >> Madam Chair. >> Yes, go ahead. >> Um just a comment on that similar to it. It is fun getting to name those things. It been that we name our storm water ponds better in the Minot system. Don't ask about the Simpsons ponds or things like that. So, yeah. Anyway, um do like the fact that um you're looking forward to a potential for future expansion on the site. I think that's um a great thing to see. I know a lot of times when we see some of these things come for through, they're kind of maxed out on the site development already. Doesn't allow for any future expansion of the the the business as it sits on that, which means they're going to have to move someday if they get larger. So, I like seeing the potential for future expansion on here. Um also will state with the parking thing. Um it's one of the things that we are always seeking to try and find a balance of enough parking but not too much parking um for a variety of reasons. Um so, that's why we have those caps written into city ordinances as as we do. Um the explanation here and why they're doing what they're doing and why we have as many parking spaces as we do makes perfect sense to me and just getting all that kind of civil infrastructure built on site and in place at this time makes perfect sense. So. >> Thank you, Commissioner Swanson. >> And chair, yeah, on the parking, you know, the the proposed development is on the the north end, I believe. >> The expansion? >> The expansion that but in in would that be a different party than than what's going to be It'd be the same party. >> It'll be the same party. So, uh not sure how familiar you guys are with freezer cooler buildings. Pricing-wise can comparison to just warehouse, they are very expensive. And uh the average life or if you were to scan the market today, freezer cooler warehouse buildings are somewhere between 50 years old. So. There is a large investment and to move is very expensive. And that is why the future expansion is very very important. >> Well, I was just asking that question too because all the parking is on the south end. Right. And if the north end was going to be a different tenant, then they're they'd have to walk all the way around the building to get into their offices. >> tenant. >> Thank you. >> It's a fair question, though. >> Might be all our questions. >> Okay. Um, I believe this will go before City Council on May 18th. The next public hearing is conditional use permit for Kwik Kafe Minnesota LLC for a convenience restaurant with a drive-thru and a commercial building less than 2,000 square feet at Marketplace at Cedar. And we have um, Mr. Jerry Wendel to present. >> Is this the live one? >> It should work. You could push it up if you need to and give us your name. >> Um, my name is Jerry Wendel. I'm here for 7Brew, on behalf of 7Brew. Um, we are looking to put one here on 179th in Lakeville. Um, 7Brew's initially just kind of entering our market area. They're they're out of Louisville, Kentucky. The franchisee They the stand is roughly, you know, the building's about uh 500 I think it's about 510 ft with a small cooler building off the side of it of 388. That's about 900 sq ft building. Um they primarily serve um 20,000 different flavors of drinks. So um that ranges from coffee to tea, Italian soda. Um they've got shakes, smoothies. Trying to think there's a bunch of other stuff, too. Hot chocolate. So you can kind of get whatever you need here. They're they're very busy. They have um they'll employ a bunch of people um somewhere in the range of 50 to 60 people will work at the stand. So new jobs created. They um an average shift has somewhere around four to six people working. Um a little bit differentiator for them. They they don't have a you know, a menu board or anything like that. Seen Chick-fil-A? That's kind of similar model where you know, somebody's going to come out and greet you, take your order down, and then you'll go through the queue. order out to you. So um It's pretty small site. Um we're we're working on a lot of landscaping to kind of shield like headlights and stuff like that. Um they drive a fair amount of traffic car-wise to you. Um but very active project. Um we're hopeful to start here this fall, August, September. Um build time on the project would be somewhere around four four months roughly for us to get it started and complete. Um We finished one up in Vadnais Heights. We're underway in one in Apple Valley, which is pretty close to here. Um that one will open here uh middle of June, roughly. So, um trying to think if there's anything else that really sets it up, but they have a parking queue, um nine cars in the queue it can it can take. Um they'll roughly have see, you know, maybe about 1,000 transactions per day. Something like that. That's over some several different stores throughout their their demographic, so um I'm excited to kind of help them help them get roll these things out. It's just kind of refreshing. They're so fast to build, and and next thing you know, it's there's a lot of a lot of activity, so um we're happy to come here. Um I think you'll I think you'll enjoy the product of what once we get here. So, all I have to say for now, I guess. >> Okay. Thank you very much. We'll have a presentation from staff. Please come on up, Ms. Botten. >> Good evening, Chair and Commission members. This request is for a property that's located east of Cedar Avenue. It's south uh 175th Street in the Marketplace um development. The property is zoned M2, which is our mixed-use Cedar Corridor District. So, the request in front of you tonight is a conditional use permit for a convenience restaurant with a drive-thru in the M2 District, and to allow commercial building less than 2,000 sq ft in size. The building itself, as mentioned, is about roughly 900 sq ft. A little bit hard to see on this map, but right in this area. Uh the building does comply with setbacks. There are two drive-thru lanes. The interior lane is about 150 ft of stacking space, and then the exterior lane is about 190 ft of stacking space. Uh the building the main access point is from the south on a private drive. Um so it's not on directly on to Cedar Avenue, it's on the private drive internal of the plat. And then there's another shared access to the east. So parking is also shared with the lot to the east, which will be a future multi-tenant building. So on this site alone, there's 17 spaces, and on the site to the east, there's 75 spaces. So total, there'd be 92 parking spaces, which is in compliance with our code requirements. The applicant has submitted a revised landscape plan since your packet has gone out. So they did add additional shrubs to have a continuous shrub line around the drive-thru, so headlights will not go shining on the road to the north. And then they did add some additional trees as well. Uh forestry did review this, and they just had a couple minor comments, more about their plant their planting detail. Nothing about the number of trees or shrubs on the property anymore. Uh but they do need to have final forestry approval before it goes to council, but I'm not anticipating that to be an issue. Uh but as of right today, that condition will still stay in your um packet or with the motion going forward. Uh storm water design on the site, you may not have seen anything in your packet, and that's because it was actually approved with the plat itself, with the Marketplace at Cedar Plat. So the grading on the site will be approved then the final grading will be approved at the time of building permit. The building elevations are all mainly gray in materials, which is in compliance with our code requirements. Um there's no indoor seating, and there's also no outdoor patio seating. So, their main focus, as the applicant mentioned, is that drive-thru service. So, staff is recommending approval of the conditional use permit with the six stipulations listed in your report along with the findings of fact. And as of right now, this is anticipated to go to council on May 18th, and we have not heard from any of the surrounding property owners. Thank you. >> Thank you. This is a public hearing. I would have one question, and I'm not sure if it's Mr. uh Wendell, come up. I noted with the drive-thru, the shrubbery that has to come along there. Are you able to clear snow through your whole uh section where the drive-thru is in the lanes with the shrubs right there? Is that Have you worked through all of that? And then in connection with that, you said that the all those staff comes out to greet people, and you said it's a little bit like Chick-fil-A. Does everybody have somewhere to stand then? Keep Keep them warm themselves warm. >> Yeah, so the building does have some heating outside. Um >> Okay. >> outside. And then the people that are running in and out will be uh as well. I don't anticipate an issue with clearing snow. Um um I used to build a lot of the Caribous before they slowed down, and they had the same problem. It's actually tighter cuz they had a single lane. But I don't I don't think that'll be an issue. >> That's great. I just They don't get it cleared that people aren't going to come over, so >> Right. I just remember one place that had developed something not here in Lakeville and didn't make a plan for winter. So I just was thinking about those two items. So thank you.
