The Lakeville City Council heard concerns from residents about fishing activities violating their privacy during Monday's meeting, while also issuing proclamations for Together in Peace Day and Mental Health Awareness Month.

Katherine Kane and Thomas Kane of Elwood Avenue told the council that people fishing at a pond behind their homes have been trespassing on private HOA property, staring into windows, and taking photos and videos of residents. The couple said police have been called three times in recent days regarding the activities. "We feel threatened by them. They're literally taking pictures of us in our own home," Thomas Kane said. The residents requested no-fishing signs be placed on their side of the pond or at minimum no-trespassing signs on the HOA property.

Council Member Joshua Lee read a proclamation declaring May 17, 2025, as Together in Peace Day in Lakeville. The community event will be held at Casperson Park from noon to 3 p.m., featuring performances, free food, booths and children's activities. Council Member John Burmal read a proclamation recognizing May as Mental Health Awareness Month, emphasizing that mental health conditions are treatable and recovery is possible with proper resources.

Police Chief Brad Pollson presented the department's first quarter report, highlighting new hires including officers Melissa Rupert and Nick Navo, and the promotion of Tom Danielson to sergeant. The department reported 35 crisis response calls in the first quarter, with 89 percent resolved without police involvement. Traffic stops decreased slightly while crashes increased compared to the same period last year.

The council approved a consent agenda including a memorandum of understanding with teamsters for parks maintenance standby services and accepted a $4,000 grant from the Lakeville Public Safety Foundation for police wellness initiatives. The next regular council meeting is scheduled for May 19.
