Minnesota Aerospace Complex - Master Development Plan and Site Plan
Fire Station 2 Remodel and Expansion
Votes (3)
Site Plan Review for an Automotive Repair Shop and Office by Kamal Omar and Appro Development Incorporated
Dissent: Commissioners Allison and Reed voted against the motion, preferring a continuance due to outstanding items.
Moved by Commissioner Rivera [0:23:07] · Seconded by Commissioner Beer [0:23:14]
The applicant, Kamal Omar and Appro Development, sought approval for an automotive repair shop. Staff noted outstanding items: trash enclosure location, 40% non-steel/aluminum material requirement due to a 2024 zoning update, and parking lot landscaping. The applicant clarified plans for internal trash storage (rolling out on collection days), committed to updating exterior materials, and inquired about fiber cement panels (staff found acceptable). Commissioners debated continuing the item versus approving with conditions. Concerns about 'open checkbox items' were raised, but ultimately, a majority trusted staff to ensure conditions were met.
Preliminary and Final Plats, Planned Unit Development, Master Development Plan, and Final Site and Building Plan for Northwind Testing LLC - Minnesota Aerospace Complex
Dissent: None
Moved by Commissioner Bougie [1:16:15] (for all three motions) · Seconded by Commissioner Arnob [1:16:21] (Plat), Commissioner Ellis [1:17:15] (PUD), Commissioner Rivera [1:17:51] (Site Plan)
Northwind Test presented a plan for a 60-acre aerospace research and testing facility, requesting PUD flexibility for building height (up to 120ft), parking, fencing, landscaping, lighting, and architectural standards. Staff presented a detailed overview, including environmental remediation, noise analysis showing compliance with MPCA limits, and an upcoming XL Energy substation. The applicant, Justin Pearson, emphasized the project's economic impact (200 high-tech jobs, 3000+ construction jobs), partnership with the University of Minnesota, and the operational reasons for requested deviations (energy efficiency, security, sound mitigation). Water usage was estimated at 35,000-70,000 gallons/day, comparable to a small microbrewery. A citizen inquired about the lack of specific reasons for requested flexibilities, which the applicant addressed, citing evolving government security requirements and future design needs for energy efficiency.
Site Plan Review Approval for the Remodeling of and Construction of Additions to the Existing Fire Station 2
Dissent: None
Moved by Commissioner Beer [1:31:54] · Seconded by Commissioner Bougie [1:31:59]
The city requested approval for additions and remodeling of Fire Station 2 to accommodate the Rosemount Fire Department's evolving operational needs, including 24/7 staffing. The project will add offices, meeting space, a fitness area, dormitories, and quiet rooms. Staff confirmed compliance with R1 zoning setbacks, adequate parking (49 stalls provided vs. 40 required for occupiable space), and architectural standards. Fire Chief Kip Springer discussed future plans for a third fire station based on population growth and confirmed the department's intention to remain a combination (full-time and paid-on-call) model. He also assured that the station would remain operational during construction and mentioned consideration of saunas/cold plunges for the fitness area.
Notable Quotes (7)
The KDP site did receive approval to have their trash located within the building as part of their approval. They did ultimately decide to do an outdoor trash enclosure because it is multiple tenants over there, but it is allowed by the code to have trash stored in inside a building.
I'll disagree. I mean I'm going to say no. Nay um just because the conditions are listed out here uh one through nine and those basically the applicant has to meet the conditions that were outlined in uh one through 10 actually. So, um, I'm comfortable with our planning group knowing that they're not going to approve something if it's not going to have the conditions met. So, I'm comfortable with having it move forward.
it's similar to what um uh other developments, mostly residential developments that do planned unit developments. They they work in phases. Meta had a PUD that was uh similar to help them design, but they um you know, they're one single parcel. So, it isn't a phasing thing that that we were approving things uh to be built in the future um in future phases. But yes, to answer your question, this would be basically creating the zoning zoning ordinance for this spite site specifically.
At the end of our production with all of the phases complete, we expect to be hiring close to 200 people in pretty high capacity jobs in a high technology area. Um, in addition to that, during the construction, we anticipate anywhere from uh 3,000 plus u trade workers on site and during the during the construction of of the facility. So, it's a very significant opportunity for us for the community.
I'm excited to offer something for them to stay in the community. all these like he said they go to California they go to Lheed they go to Boeing they move out of state um my son moved out of state to go to Rathon in Tucson but now he's back home um so I'm excited about this project and um again it brings people here instead of living here and moving or driving somewhere else to go to work they're actually going to live here and work here too in this community so that's exciting and um I'm I'm very excited for to come to Rosemount
by just staffing this station alone really decreases our response times. moving more to a staff station as opposed to that traditional pay on call style where you know pedager would go off he would leave home or work come to the station to go to the call now we'll actually have firefighters housed at the station when the call comes out so that'll save us several minutes of time
So our intention is to remain a combination style department um never really transitioning to an all career.
