Request by Dr. Horton for Preliminary Plat Approval (Continued)
Moved by Commissioner Ellis [Timestamp] · Seconded by Commissioner Bener [Timestamp]
Staff recommended continuing the public hearing for Dr. Horton's request for preliminary plat approval for 61 single-family lots. The continuance is to allow the applicant to hold a neighborhood meeting on November 11th, ahead of the Planning Commission's review on November 24th, 2026. The public hearing was formally opened and then continued without further presentation or discussion of the project details.
Request by Aspen Fields LLC to Rezone and for Preliminary Plat Approval
Moved by Commissioner Bugai [Timestamp] · Seconded by Commissioner Ellis [Timestamp]
Aspen Fields LLC requested to rezone 2 acres from R4 (high-density residential) to B1 (general business) and sought preliminary plat approval. This is the second phase of the Aspen Fields development, consistent with a Met Council-reviewed comprehensive plan amendment. The plan creates four commercial parcels and one residential parcel, shifts stormwater ponding, and addresses an abandoned natural gas pipeline. Applicant John Anderson detailed the progress, including senior housing and commercial contracts. Discussions covered the Met Council review timeline, traffic implications on County Road 46, and the proposed connection to Kamara and a future county trail.
Request by Robert Mueller for Conditional Use Permit for a Commercial Event Center
Moved by Commissioner Beener [Timestamp] · Seconded by Commissioner Bugai [Timestamp]
Robert Mueller requested a CUP for a commercial event center at 4979 160th Street East in an A2 Agricultural district. The plan utilizes existing structures, includes a patio addition, 125 parking stalls, and proposed dual access. Staff's review found compliance with general and specific CUP conditions, including maximum attendance of 225 guests, traffic circulation, and adequate sanitary facilities. Applicant Robert Mueller clarified design intentions for a four-season patio and inquired about parking lot material (grass vs. Class 5 gravel). Concerns were raised regarding potential traffic impacts on County Road 46 and fire safety given the rural location.
Determination of Industrial Development District Number Two Conformance to Rosemount Comprehensive Plan
Moved by Commissioner Reid [Timestamp] · Seconded by Commissioner Bugai [Timestamp]
The Planning Commission addressed a formal request to determine that Industrial Development District Number Two (IDD #2) and its associated development plan conform to the Rosemount Comprehensive Plan. This is a financing mechanism for the Port Authority to fund major parks and recreation projects (e.g., Central Park expansion, ice arena, ball fields). Staff confirmed that the district meets contiguity requirements and aligns with the Comprehensive Plan's economic development and parks sections. It was emphasized that this determination does not grant zoning or land use approvals for individual projects, which will undergo separate reviews.
Notable Quotes (10)
At the request of the applicant, staff is recommending the commission open the public hearing and continue it to the November 24th meeting to allow the applicant an opportunity to hold a neighborhood meeting and answer any questions ahead of the planning commission's review of the item.
Yeah, it's really nice to see them doing the neighborhood meeting. I think that'll be very informative. Great way to start uh before coming to the commission here.
This next request is to reszone uh two additional um uh acres from R4 highdensity residential to B1. This is consistent with the comprehensive plan amendment that the planning commission approved uh in August and is currently going through the Met Council review process.
Uh we're combining our large kind of multifamily area which will be uh senior housing which is under contract right now and then developing three additional new uh commercial lots. Of the four lots you see on the site plan right there, three are also under contract.
I really love the way this is coming together. I mean it's especially the senior housing there because there's talk of the grocery across the streets and with three businesses right there. It could really be a nice like walkable area for senior residents.
Um so commercial event centers are conditional use in the A2 Agricultural Zoning District. Um here's just a definition um from our city zoning code on what commercial event centers are, which is a structure designated area used for celebration, wedding ceremonies, receptions, corporate functions.
My goal is to live somewhere where I can also enjoy it and have an event center like this to generate revenue to pay for what we paid for the property. It's rather expensive.
My only thing that I would like to argue is um not having the this whole back pasture back here. Um, this whole part where the parking lot is is grass and I'd like to maintain it as grass.
This is a bit of a formality. uh it requires the uh planning commission to make a determination that the proposed projects within the ID industrial development district uh con are consistent with the city's comprehensive plan.
The port authority is initiating in uh the industrial development district as a financing tool to fund major parks and recreational projects here in Rosemount. Uh that would be the built-play initiative with central park expansion, ice arena, youth ball fields, uh full-size baseball field, playground improvements, and Ericson Park remodel.
