We have an agenda and the first item up our presentations this evening. We have an oath of office for police sergeant Dan Kaiser. I'll turn it over to Chief. Mayor, council, city staff, I want to take this time to thank you for the work that you do each and every day on behalf of the city, the community, and the police department. Tonight we have a chance to celebrate two promotions which showcase the amazing work the men and women of the Rosemont Police Department do each and every day. Two individuals tonight we'll be honoring tonight represent the core values of our department which are courage, honor, and integrity. The first individual I'd like to talk about a little bit tonight is uh Dan Kaiser. Dan Kaiser was born in Apple Valley. His father Jim owned a manufacturing business and his mother Pam taught special education. Dan attended East View High School where he first met his now wife Britney. Dan started his academic career at the University of Wisconsin Madison where he spent time on a career path and like it or not he studied every possible career path except law enforcement. Science, business, biology, but eventually he [clears throat] realized that that wasn't what was tugging at his heart. So eventually he came back to Minnesota and transferred to Normaldell Community College and earned his associates degree in law enforcement. Prior to law enforcement, he word had his dad's business in various customer service roles as a cashier and eventually a shift lead. In 2017, the city of Rosemont did the right thing and they hired Dan as a community service officer. He worked there two tireless years understanding the odds and ends of life as it pertains to law enforcement. And in 2019, he put his hat in the bag and was chosen by the Rosemont Police Department as a full-time peace officer. There he spent time learning the foundations of police work both as a patrol officer and an investigator. Over the course of the last seven years, Dan has held the roles of as rotating detective, field training officer, use of force firearms instructor, crime scene in crime scene team member, peer support team member, drone operator, and patrol unit vice president. He was initially drawn to law enforcement because it was a career where he would never get bored with every day being a new challenge. But as he worked with the city and within the police department, he realized that he gained extreme pride in helping others, especially members of his own police department. Tonight, we get to honor him in not just the fact that he has taken the next step to be a lead individual in our department, but he really embraces what it means to be a servant leader. He goes out of his way each and every day to make sure that the men and women that he works per side by side has the very best of him. And when he talks about his family and his friends, he talks about what he can give to them to be the very best. And so we have the honor tonight, his friends and family to honor this and and badge him and give him his promotion. So I'm going to have Dan Kaiser come on up and invite the city clerk to come up and for the oath of office and then ultimately Dan hopefully will say a few words of thank you and then his wife Britney is going to pin the badge. Imly swear that I will support the Constitution discharge duties police department Girls having my judgments and abilities. [clears throat] That's perfect. [laughter] [laughter] >> For family and friends who are here, thank you for putting me on this uh trajectory. Um well my partners here my take a lot of pride what I do and you guys are a big part of it. [applause] The next individual I get to speak about tonight is Ryan Coughlin. Uh Ryan Coughlin um is one of those steadfast human beings in life and there's a a few people that I can think of where he constantly is that iron sharpens iron. He is a person that can come to me and have an on honest conversation and it may not be what I want to hear. It may not be even something he wants to say but he knows in his heart and his integrity is something that needs to be said not just for the betterment of our relationship but the betterment of the department. So, let me tell you a little bit about who Ryan Coughlin is and a little bit about why he's here. So, Ryan Coughlin was born and raised in Rosemont. He graduated from the Rosemont High School. His first job was working for Terry family at the Ace Hardware store in town. After graduation, he attended Inenver Invert Hills Community College where he got his associates degree in business management. He then began working as a co-manager for a hardware store in Lakeville before moving on to manage a large pool and spy spa retailer. After college, she joined the Dakota County Sheriff's Mounted Patrol Union as a reserve officer. There, he met his future wife, now his wife, Kelly, who was going to school for law enforcement. After getting married and started a family, he decided that her day at work as an officer sound a lot better than what he was doing. He spent the next two years going to school part-time to get a law enforcement certificate and started at the Rosemont Police Department in 2006. Over the last 20 years, he has served as v variety of roles including field training officer, detective, wellness coordinator, crime scene technician, and use of force and firearms instructor, just to name a few. He was promoted to sergeant in 2013, and he has served the role in all areas of the department, including patrol, administration, and investigations. Ryan Cofflin continued his career while working for Rosemont, competing completing his bachelor's degree in criminal justice from Metro State and his master's degree from in criminal justice from Concordia University. In 2021, he graduated from the Northwestern School of Police Staff and Command. Before we have Ryan to come up to accept his promotion, he wanted to make sure that we thanked his wife, Kelly, and his two daughters, Heather and Carissa, for each of them playing a significant role in supporting him through his career. Now, if you put your hands together, I'd like to Ryan and the city clerk to do the promotion. church. What's more >> [clears throat] >> organization recognized a few times leadership made me very excited. So definitely change achieve um certainly for my family this year. I think that each one of us the council members had the chance to stay on one year including Senate family realizing that this is not the the norm to have this many people come on their day off to come here to support a promotion but what they realize is more than just a promotion is someone who they've watched exceed and take that next level and they want to see that person just grow as much as that person wants to see them grow and so each and every day is an honor as we move forward 2027 I've seen other forest people get ready. So we for that and we are going to see ice cream. [laughter] >> Thank you chief and thanks all the uh support from the police department and our fire chief as well. Congratulations It's great to see the uh people within the department are able to grow and take on leadership positions within uh the same department that uh they help establish. We have bill listings, minutes of the August 18th regular and joint work sessions and a Dakota County CDA city la or the local affordable housing aid resolution basically allowing uh our partnership with the uh county Dakota County CDA in administering those funds. Uh nothing too deep to share tonight. I know that there's some recent and upcoming events that that you'll flag uh as you give some remarks here in a moment. So, I would say just by way of some um uh education or outreach to the community, I wanted to thank the council for the work session we had tonight. Uh we continue to work on the 2027 budget and on to our third or fourth, I suppose, work session here with the city council. Appreciate that. Uh and and the good work that's happening there. Residents can pay attention to what's upcoming there for a a ceiling that we'll set on our preliminary budget here before the end of the month. Um and and those conversations are going well and and a part of that conversation is the built-play plan. uh would encourage folks to keep paying attention to uh we've done some roll out on that in both our Leprechaun Days booth and some of our social media. Um that is our bold vision for reinvesting in parks and recreation in Rose Mountain. You're going to start to see some more um targeted outreach about what's encompassed in the built- plan. It's a wide ranging plan uh to invest a significant amount in and what makes Rose Mount a great place to to live. um along with a September public open house that we'll be able to announce here shortly as well. So, good stuff at the work session. Just wanted to flag that while we had a short meeting here. So, thanks, Mayor. >> All right. Thank you. Um moving on to community calendar. uh this evening actually uh concurrently uh well this is uh tomorrow evening I'm sorry the art gallery reception featuring the artist Joe Sharbona uh will be held at the steeple center from 6:30 to 8:00 uh residents are uh invited to attend and see his exhibition city how will be closed on Labor Day September 7th all day and the next time we will be getting together first in the port authority September 15th from 6:00 to 7:00 p.m. here in chambers followed by the city council meeting from 7 to 8 uh also here at the city. So with that unless there's Oh, and then one looking out just a little bit farther. Uh our fall food truck festival will be held on Saturday, September 19th from 4 to 8:00 p.m. in Central Park.
