## MEETING MINUTES
## WEST ST. PAUL PLANNING COMMISSION
The regular meeting of the West St. Paul Planning Commission was called to order by Vice-Chair
Hoff on Tuesday, May 19, 2026, at 6:31 pm in the Municipal Center Council Chambers at 1616
Humboldt Avenue, West St. Paul, Minnesota 55118.
Roll Call: Commissioners: Rebecca Foote, Maria Franzmeier, Kyle Hoff, Mikael Garland, Liz
## Gillen, Tim Grimes, Lance LaRue, and Brooklyn Petrich
## Absent: Alex Dahlquist (e)
Also present: Community Development Director, Ben Boike; City Planner, Melissa Houtsma; and
## City Council Liaison, John Justen
Adopt Minutes: The minutes from the April 21
st
, 2026 meeting were approved as written.
## Public Hearings:
PC Case 26-07: Conditional Use Permit to Allow an On-Sale Liquor Establishment and
## Outdoor Seating at 1385 Robert Street South
City Planner, Melissa Houtsma presented a summary of the proposed outdoor patio seating area as
well as the reasoning behind the application for an on-sale liquor establishment. The current and
previous occupants of the restaurant have been operating with an on-sale liquor license; however,
there was no formal conditional use permit on file. Therefore, the applications currently being
reviewed, if approved, would formally bring the property into compliance as well as all the addition
of an outdoor seating area.
The applicant representative, Roberto Grand, came forward to answer questions from the planning
commission.
The public hearing was opened at 6:49 pm.
With no one coming from the public coming forward to speak, and no one calling in on the phone
line to speak on the items, the public hearing was closed at 6:50 pm.
A motion was made by commissioner Petrich to recommend that the city council approve the
conditional use permit to allow on-sale liquor establishment and outdoor seating at 1385 Robert
St. as recommended by city staff.
Commissioner Garland seconded the motion.
## Votes: 8 Ayes, 0 Nays
The motion carried.

## Council Updates
Community Development Director, Ben Boike summarized that the city council approved the
following items during recent meetings:

• April 27

, 2026, the city council voted to approve site plan for the building addition and
alteration of exterior building materials at 232 Lothenbach Ave.
• May 11
th
, 2026, the city council voted to approve the ordinance amendment to the zoning code
regarding the expiration of conditional use permits.
## Commission Comments/Discussion
The commission further discussed the requirements in the building and zoning codes for outdoor
dining exterior enclosures (emergency exit gate/primary access through building).

A motion was made to adjourn the meeting at 7:04 p.m.
