PAUL PLANNING COMMISSION The regular meeting of the West St. Paul Planning Commission was called to order by Chair Dahlquist on Tuesday, June 16, 2026, at 6:30 pm in the Municipal Center Council Chambers at 1616 Humboldt Avenue, West St. Paul, Minnesota 55118. Roll Call: Commissioners: Alex Dahlquist, Rebecca Foote, Maria Franzmeier, Kyle Hoff, Liz ## Gillen, Tim Grimes, and Lance LaRue ## Absent: Mikael Garland (e) and Brooklyn Petrich (e) Also present: Community Development Director, Ben Boike; City Planner, Melissa Houtsma; and ## City Council Liaison, John Justen Adopt Minutes: The minutes from the May 19 th , 2026 meeting were approved as written. ## Public Hearings: PC Case 26-08: Ordinance Amending, Repealing, and Replacing Multiple Sections of the Zoning Code Regarding Definitions and Listed Uses in All Zoning Districts City Planner, Melissa Houtsma presented a summary of the proposed changes in the ordinance amendment, including definitions, listed uses, and a change from the current list format for allowable uses to a table format. The public hearing was opened at 6:44 pm. With no one coming from the public coming forward to speak, and no one calling in on the phone line to speak on the items, the public hearing was closed at 6:45 pm. A motion was made by commissioner Hoff to recommend that the city council approve the ordinance amendment as written by city staff. Commissioner LaRue seconded the motion. Votes: 6 Ayes, 1 Nay (Dahlquist) The motion carried. ## General Business: ## Council Updates Community Development Director, Ben Boike summarized that the city council approved the following items during recent meetings: • May 26 th , 2026, the city council voted to approve conditional use permits to allow an on-sale liquor establishment and outdoor seating at 1385 Robert Street South (Grande Sunrise restaurant). Boike also provided updates on the following projects: • 424 Butler Avenue East. The city is in discussion with Habitat for Humanity to potentially partner with them for construction of 8-10 twin homes at the property. ## West St. Paul Planning Commission Meeting Minutes – June 16, 2026 Page 2 of 2 • 150 Thompson Avenue East/Greco Redevelopment. The city is currently in the process of reviewing the permits and finalizing the formal agreements that the economic development authority and city council approved. The closing date is set for July 31, and construction work would likely start in August. The city has contracted with Damon Farber to establish the final park design. The city has been awarded one million dollars from the state legislature to be used to fund the park project. ## Commission Comments/Discussion The commission continued discussion on outdoor seating requirements and acknowledged staff’s continued efforts on this item. ## Adjo…
