## MEETING MINUTES
## WEST ST. PAUL PLANNING COMMISSION
The regular meeting of the West St. Paul Planning Commission was called to order by Chair Dahlquist
on Tuesday, April 21, 2026, at 6:30 pm in the Municipal Center Council Chambers at 1616 Humboldt
Avenue, West St. Paul, Minnesota 55118.
Roll Call: Commissioners: Alex Dahlquist, Rebecca Foote, Maria Franzmeier, Mikael
## Garland, Tim Grimes, Lance LaRue, and Brooklyn Petrich
## Absent: Liz Gillen (e) and Kyle Hoff (e)
Also present: Community Development Director, Ben Boike; City Planner, Melissa Houtsma; and
## City Council Liaison, John Justen
Adopt Minutes: The minutes from the March 17
th
, 2026 meeting were approved as written.
## Public Hearings:
PC Case 26-05: Site Plan for a Building Addition and Alteration to Exterior Building Materials
at 232 Lothenbach Avenue
City Planner, Melissa Houtsma presented a summary of the proposed building addition and updating
of exterior building materials at 232 Lothenbach Ave.
The application representatives Jeremy Ordemann and Scott Hoyt, from LTS Therapy Systems, LLC
were present to answer questions from the planning commission.
conditional use permit application to allow an on-sale liquor establishment (serving beer and wine)
with outdoor seating (less than 8 seats), at 963 Robert Street South.
The public hearing was opened at 6:37 pm.
With no one coming from the public coming forward to speak, and no one calling in on the phone
line to speak on the items, the public hearing was closed at 6:38 pm.
A motion was made by commissioner LaRue to recommend that the city council approve the
site plan for a building addition and alteration to exterior building materials at 232 Lothenbach
Avenue as recommended by city staff.
Commissioner Petrich seconded the motion.
## Votes: 7 Ayes, 0 Nays
The motion carried.
PC Case 26-06: Ordinance Amendment Regarding the Expiration of Conditional Use Permits
Houtsma gave a summary of the proposed ordinance amendment that would cause conditional use
permits to expire under certain circumstances.
The public hearing was opened at 6:49 pm.

With no one else from the public coming forward to speak, and no one calling in, the public hearing
was closed at 6:50 pm.
A motion was made by commissioner Franzmeier to recommend that the city council approve
the ordinance amendment as presented by city staff.
Commissioner Garland seconded the motion.
## Votes: 7 Ayes, 0 Nays
The motion carried.
