Dissent: None
Moved by Mr. Mr. Mayor [0:01:46] · Seconded by David [0:02:14]

Resolution 2556: Approving the Final Budget
Dissent: None
Moved by David [0:59:15] · Seconded by Colton [0:59:17]
Following a detailed 'Truth and Taxation' presentation by the City Administrator, which covered revenue, expenditures, and budget changes, the council moved to approve the final budget. The presentation clarified the city's financial structure and the rationale behind the proposed budget figures, emphasizing growth and service demands.
Resolution 2557: Approving the Final Levy
Dissent: None
Moved by David [1:00:03] · Seconded by Colton [1:00:05]
Following the budget approval, the council considered and approved the final property tax levy, which proposed a 4.25% increase. No additional questions or comments were raised beyond confirming the percentage.
Resolution 2558: Adopting the 2026 Fee Schedule
Dissent: None
Moved by Brandy [1:01:28] · Seconded by Colton [1:01:30]
The City Administrator presented minimal changes to the 2026 fee schedule, primarily slight increases in building inspector fees and ongoing utility rate adjustments as part of a 10-year plan. The schedule is publicly available on the city website.
Ordinance 180: Chapter 11 Definitions Change
Dissent: None
Moved by Colton [1:03:00] · Seconded by Brandy [1:03:01]
City staff explained that this ordinance merely corrected an oversight to update the definition of 'Planned Unit Development' (PUD) in the city code's glossary, aligning it with substantive changes made earlier in the year (Ordinance 178) that broadened the PUD concept beyond just residential development. The Planning Commission had unanimously recommended approval.
Request to Approve the Community Mural Estimate and Contract
Dissent: None
Moved by Colton [1:06:50] · Seconded by Brandy [1:06:52]
The council reviewed a contract for $14,000 for a community mural project, funded by a $10,000 grant and additional donations. Staff outlined the artist's process and timeline (6-8 weeks for mural completion, installation in warmer weather). The mural will be 10x25 feet on the Island Market wall, with installation potentially handled by public works to reduce costs.
Request to Vote for the Exemption from an EQB Petition (Resolution 2561)
Dissent: None
Moved by Colton [1:13:30] · Seconded by Brandy [1:13:31]
The City Administrator and City Attorney explained that the city received a citizen petition for an Environmental Assessment Worksheet (EAW) for Project Skyway. They asserted the city's eligibility for exemption because a more comprehensive Alternative Urban Areawwide Review (AUR) had already been completed and accepted by the EQB. The City Attorney clarified a minor typo in the resolution and noted that the existing AUR is currently subject to litigation, making a new EAW practically redundant.
Resolution 2559: Approving Liquor License for JF from Padres's form
Dissent: None
Moved by Colton [1:14:48] · Seconded by Brandy [1:14:49]
A straightforward approval of a liquor license application. No specific discussion beyond a positive remark about the food quality.
Request to Approve the Collins Park Equipment Quote
Dissent: None
Moved by Brandy [1:19:10] · Seconded by Colton [1:19:12]
The Park Board requested approval for new playground equipment for Collins Park. The primary discussion centered on the choice between wood chips and more expensive poured rubber surfacing. The latter was recommended for its accessibility (ADA compliance), lower long-term maintenance, and safety benefits, with funds drawn from non-taxpayer unrestricted city funds. The equipment will be a 'ninja-style' obstacle course.
Resolution 2560: Approving the Preliminary Plat for Pine Island Industrial
Dissent: None
Moved by David [1:23:40] · Seconded by Colton [1:23:42]
City staff and the City Engineer provided a comprehensive review of the preliminary plat application by Ryan Companies for 482 acres for the 'Pine Island Industrial' development (Project Skyway). The presentation covered technical aspects like grading, utilities, and storm water management, emphasizing compliance with state and county requirements. Discussions also clarified the status of former railroad easements, archaeological surveys for a historic cemetery (determined not to be on site), and the process for addressing backup generator emissions and water usage permits. The City Attorney clarified the two-step platting process (preliminary then final) as a deliberate approach for this significant project.
Request to Approve Preliminary Development Plan (Project Skyway)
Dissent: None
Moved by Colton [1:34:40] · Seconded by Brandy [1:34:41]
The City Administrator presented the Preliminary Development Plan (PDP) for Project Skyway, explaining how the Planned Unit Development (PUD) language often imposes more restrictive conditions than standard city code regarding noise, lighting, green space, and setbacks. The discussion detailed proposed infrastructure improvements (White Pines Road paving, water/sewer extensions), traffic management plans (Hwy 52 access, bypass lanes), building height regulations with increased setbacks, and the project's water usage for domestic purposes. The plan was presented as an initial step before a final development plan and conditional use permit.
Notable Quotes (7)
It says that if a local government does environmental review using an AUAI, which is what you've done, and the EQB accepts that review, which has happened here, then the project that's being reviewed is exempt from other forms of environmental review...
I think what um is a lot more accessible. I know that's a city's goal is to make our city more accessible um age friendly initiative. I think that would help this um in making uh our parks more accessible.
The plat is just a legal document that shows the proposed subdivision of the land. Um, lays out right away things like that. It doesn't necessarily have to do with the use of the property. Um, more so again just the subdivision of land.
The developers of of this project and any project want um to do their new buildings to make sure they don't get any um anything that has historic impact because that that can shut the project very quickly if they run into some artifacts or things like that on project on the property.
What we can't do is we can't just open the doors for opponents and proponents of the project to just continually give their input and their questions and their comments. That can't work. That literally can't work.
In most areas, the PUD language suggested is actually more constrictive than what city code would allow. So, if the development were to proceed without the PUD, um they'd actually have less restrictions than if we were to proceed with the PUD restrictions.
There will be zero water usage for um any industrial purposes such as water cooling. All water uh used in the development is for domestic purposes um such as employees flushing toilets and washing their dishes after lunch and things like that.
