Staff expressed hesitation to replace the carpet due to ongoing discussions about flooring types and the potential sale of the building, suggesting options like denying the replacement/concession or offering another unit. Staff sought approval for a DNR grant application for up to $600,000 for accessible equipment at Trailhead Park, with the DNR matching up to $350,000. The project aims to replace old equipment with handicap-accessible features, including ramps, inclusive swings, a whirl, monkey bars, and a 35-foot sky zip track with an accessible seat. Discussion included using land sale proceeds for the 50% city match, the benefits of poured rubber flooring, and coordination with contractors for installation in the following year, ideally after Cheesefest.

4-0 Approved

Dissent: None

Moved by Unknown [0:51:24] · Seconded by Unknown [0:51:25]

An engineer presented an issue where a resident discovered an error in their Fourth Street Southwest street project assessment. It was found that sideyard distances were overstated by 30 feet for two properties, leading to an overcharge of $1,566 each. For the resident who paid in full, the city will issue a check. For the neighbor paying incrementally, the city will re-certify the corrected amount for 2026 taxes, including previously paid interest.

Request to Approve Quote for Sanitary Manhole Lining

Approved Unanimously

Dissent: None

Moved by Unknown [0:58:39] · Seconded by Unknown [0:58:40]

Todd from Public Works requested approval for a quote from Summit Infrastructure to line six old brick manholes on Main Street that are deteriorating. The lining process, which involves spraying layers and grouting to address leaks, is a preventative measure to prevent collapse and reduce groundwater infiltration. This solution was presented as significantly more cost-effective than excavation and replacement.

This resolution states that this is our number one priority for state bonding. we are requesting 50% of the rest of the project um dollars are spent especially since a bond was not passed last year and so um we've been communicating with legislators that essentially we would take less than that to keep the project going and be able to start on time.

Resolution 2515: North DL Sanitary Stewardship Project Deal Bonding Bill Request

Staff is hesitant to replace the carpet in the unit just because there's been a conversation on whether carpet is being replaced or lenolium. Um, so we're wondering if either a council would like to replace the flooring or if we would like to do that until sale goes through or um the renter is asking if we can get something off of his rent for a certain number of months.

Evergreen Rent Concession Request

I would say on this one because it's city stuck between a rock and a park for one they they want to get these apartments rented out and that is when one thing in the family moves it walks in there tour it and they see carpets that stay you want you want their parents to you know so that's been a big issue.

So this is a grant through the DNR and so they will match up to um $350,000 of a project. So $700,000 project match up to $350,000. Uh we have talked extensively about switching out equipment at trailhead park for accessible equipment that um everyone will be able to use and that is handicap accessible.

So um the water just flows through it porous. So it dries into so we would over time the city would save money not replacing the chips.

So a few weeks ago I was contacted by Mr. who lived better on the community 23 street project and uh he asked us to look at some calculation that was used in his assessment and what we found was that the sideyard um distance was actually 30 ft longer than uh what it actually is.

I got uh six manholes that are right on Main Street and they're the old brick manholes and they're starting to fall in. and the bricks are. So, I'm really concerned. I want to get them lined so that we got a little support there because if they ever collapse, we're going to be in trouble.

For the money, if I have to date it up, it's going to be way more than $4,000. So I came by the math Hopefully this works.
