Public Input Regarding Project Skyway Pine Island Data Center and Tax Abatements
Public speakers raised significant concerns about the Project Skyway Pine Island data center, citing a lack of transparency from the council regarding the city's vision for growth and the decision-making process. Suzanna Blazic questioned the rationale behind growing to 10,000 residents and requested a community-wide poll due to a perceived disconnect between resident opposition and council's belief in public support. Mr. Shy criticized tax abatements for Ryan companies (likely Google) as a 'snow job,' arguing they shift tax burdens to residents and local businesses instead of supporting new or struggling ventures.
Approval of Thriving Financial Facade Loan Application
Dissent: None
Moved by Colton [7m24s] · Seconded by Randy [7m27s]
The council considered an application from Thriving Financial (Jeff Lommy) for a $2,500 loan from the EDA's facade loan program. The funds are designated for tuck-pointing work on the building's exterior brickwork, with Quality Restoration All Masonry identified as the contractor. The EDA had previously approved the request, which is structured as a loan forgiven over five years.
Approval of Resolution 26-10 Approving Pine Prairie Third Preliminary Plat
Dissent: None
Moved by Randy [12m32s] · Seconded by Colton [12m34s]
The council reviewed a preliminary plat application from Big Low Homes for Pine Prairie Third Edition, a 13.8-acre development proposing approximately 28 residential lots extending onto Elkrun Drive Southeast. The property is currently zoned agricultural but a rezoning application has been submitted. The Planning Commission unanimously recommended approval. Key engineering conditions discussed included increasing an outlot from 30 to 40 feet to allow for a future 12-foot wide pedestrian and emergency access connection, including a bridge over a waterway, to the elementary school. The developer, Tony Biglo, concurred with this condition.
Approval of Quote for Wastewater Treatment Plant Office Remodel
Dissent: None
Moved by Colton [15m45s] · Seconded by Randy [15m47s]
A request was presented to approve a quote for a necessary office remodeling project at the wastewater treatment plant, to be funded from the 401 building fund. The remodel involves installing new corner desks, cabinetry, and a central table to optimize space. The work, to be performed by Mr. Gadki, will primarily involve off-site fabrication, with on-site installation estimated to take 4 days to a week. The city administrator explained that while typically multiple quotes are sought for projects over $25,000, this custom job was below that threshold and best suited for a single contractor.
Approval of Resolution 26-11 Approving Street Project Plans and Ordering Bids
Dissent: None
Moved by Randy [20m50s] · Seconded by Colton [20m52s]
The council considered Resolution 26-11 to set the bid letting date for March 26th for the upcoming street project. This project includes Willow Circle, Third Street, First Avenue, and Second Street Southeast, covering street reconstruction, water main, and sewer extensions. The Main Street portion of the project, including utilities and reconstruction, was deferred to 2027 to align with a planned county roundabout project. Discussions from a recent neighborhood meeting focused on sidewalk placement, with plans to include sidewalks on both sides of Third Street and First Avenue, but not Willow Circle due to lack of immediate connections. Resident concerns about sidewalk proximity to properties on Third Street prompted discussion on potential design adjustments for width and placement. Coordination with an upcoming county bridge project with a May 15th closure was also noted. A special council meeting on April 7th was set to consider the bids.

Yet, what we've heard so far about the Project Skyway Pine Island data center is vague and unsettling. In a personal conversation with a council member, we learned that the vision for Pine Island is to grow to 10,000 residents. Why? The only real answer we've received so far is growth. Again, why do the residents want this?
Based on those conversations, we believe about 80% of the residents oppose the data center. However, the same council member I mentioned before said you think the opposite. That 80% support and only 20% oppose. This disconnect is troubling. This decisions this significant cannot rest on belief. They require clarity and democratic input. I'm asking you to please hold a communitywide poll asking every resident what they want.
An abatement never creates property tax revenue. It is money the city chooses not to collect, shifting the burden onto local taxpayers. Every dollar the developer does not pay must be paid by residents and local businesses. Payments were meant to help new or struggling businesses, not to subsidize corporations with vast resources.
they're requesting $2,500 for the facade loan program that the EDA runs. The EDA has voted to approve this and the next step is just to bring it to council to get your final approval so that we can move forward with this loan and they can get to work on that brick work.
Currently, there's a 30-foot outlot um on the west side of the uh of the uh property, and we're asking that to be 40t wide. And what that would do is give us a little more room to um have a connection. Um most of the time that would be used as a pedestrian connection, but we are looking at an emergency access to from the school um to this uh development here.
Nope. Wouldn't be wouldn't be a road connection. No, but it would be um wide enough and be able to uh that crossing would be able to um handle any sort of um emergency access and vehicles.
I'm just here to ask for your blessings on getting this uh long overdue remodeling job for the out at the wastewater plant for the office.
typically it's pretty rare that we don't have more than one quote before you. Uh, the threshold for that is $25,000. So, this is below that. Typically, we get two quotes just because due to the um nature of this job just because everything is custom um for that room, uh, we decided just to go with one contractor uh, so that they could come in and and build the plans custom to that facility.
Main Street was included in the original uh feasibility study and uh uh and the project. Um and that was mainly because the county was planning to um construct that roundabout in 26, so this year. Um then that got bumped to 27. Um but we were going to still install the utilities...but in talking with the county, they feel it's better that that gets pushed until next year when the roundabout project goes in.
question would be is if they can't get it if it's too close to his house. He was wondering about moving it to curbside, but you know, and if we move it to curbside, let's make sure it's like a 40 inch or something or 48 inch so that you can still put in mailboxes at certain spots and they could still make a path down through it, you know, for sidewalk and stuff and put enough slope on it, like a half inch or more slope so that water stays off of it.
