If we want to lower the temperature, we need to be able to have a conversation, a two-way conversation. And we haven't been having a two-way conversation this morning. From the beginning of the fall of 125, it's been very clear that there have been two different questions and two different conversations going on about this project. One conversation the community wants to have is whether this is a good project for our community. But the other conversation that I leading from the actions, the words coming from the council is how do we make sure this happens? How do we make sure that Google builds this type of skills center right here? That's different. That's a different conversation. We want to be heard as a community. And there's consequences for not being heard. When I'm not heard, I get upset. When people are not heard, they get upset. That is a natural consequence of a decision that you are making. When you don't hear us, you don't listen. People get upset. That's natural. I get upset when I'm not being heard, especially over something that matters to me. So my I implore you, let's have an open conversation sometimes.

the battery is 30 times larger in size and capacity than any battery system on the planet. It is untested. The true failure rate is unknown and is a completely different system than lithium ion batteries. It contains alkaline electrolytes that are corrosive and pose a significant safety risk to responders and is a different risk than lithium. Hydrogen is produced as electrodes of their degrade. There is a fire and explosion risk of the world's largest battery scale and we've been given no form of a safety plan or containment plan for either this or the 482 acre Delinian fire that's going to be on the opposite side of 52. It took 10 fire departments to put out the racist structure fired in West Conquer a couple weeks ago, and that fails in comparison to the size of what you have dumped on us without informed consent. Yet, the best that you can do is send a couple firemen to a training on lithium best fires in your council packet.

Most people when directly confronted by evidence that they are wrong do not change their point of view or course of action but justify it even more tenaciously. Even irrefutable evidence is rarely enough to pierce the mental armor of self-justification. What this book teaches is that over time and often without noticing people change. People make terrible decisions. Typically, there's a slippery slope of manipulation, flattery, corruption, and other pressures. Even the best intentioned individuals get caught up in cycles of error. We all know that a terrible mistake was made here in Ponies to convert nearly 500 acres into a massive hyperscale data center without first talking to the residents. But thankfully, decisions like these are not carved in stone. They can be revisited, revised, and reversed.

Mistakes were made. And if you're willing to admit that maybe you were wrong and you help us to revert on these mistakes, then we could forgive you. We could work with you. We might even celebrate you. Because the ultimate goal is not us versus you. It's all of us together against anything that threatens pine that threatens our intentionally small small town our community. It really is all of us.

All of us that were here and present last meeting know that that's not true. All of us that were here remember that we were not talking at all about those that would need to prepare. The truth of the matter is we were facing the lack of courage to address the opposition to the data center during public input section of the meeting not any other portion of the meeting that was referred to in this video. And I asked why why fell lie? Why lie about something so trivial when we all have the evidence? We all have the receipts. This meeting's recorded. People here are recording the meetings. We have irrefutable proof why lie about it. And if I know that you're willing to tell a lie about something so trivial, that tells me exactly how much I can trust everything else.

According to Google, infrasound is low frequency vibrations. It may not be auditable yet can be still be detected by the inner ear and body miles from the hydro skill made. Research has associated prolonged exposure with headaches, anxiety, nausea, dizziness, sleep disruption, stress, hypertension and other health concerns because sound can penetrate buildings. Mitigation is difficult. Cooling systems and large mechanical equipment are recognized sources, which is why experts recommend environmental review, predictive modeling, and adequate setbacks from residential areas before approving hyperscale data center projects. Residents here have repeatedly raised concerns about it for some, yet those concerns have not been meaningfully researched or addressed.

If this facility is built at the proposed site at risk compromising the health, well-being, and quality of life of P Island residents, what kind of leadership exposes the community to a project of this scale which prioritize potential revenue over residential safety for resident safety. Some families may ultimately be forced from their homes because the health risks associated with the development are too high. Residents should not be treated as collateral damage or experimental ex subjects. Google Ryan cuties and finance city government advances project without adequate environmental relief or meaningful community engagement. The process was marked by limited transparency, poor communication, misinformation, and failed leadership. This was not a democratic process. It was a portrayal of the community you were here to serve.

As a homeowner, I'm concerned about the effect that this data center will have on property values in Pine Island. Uh utility companies have to build new infrastructure to support these data centers and the increased demand for electricity will raise energy costs for all customers regardless of if the data center pays for initial infrastructure improvements. According to Excel Energy, electricity bills in Pine Island have increased by 13.2% in the last two years. That's not including base rate hikes. This increase has happened without a single data center in the state of Minnesota. So, you can imagine what it would be like if this was approved. According to the Pine Island City website, this project could employ 1,000 construction workers. However, these jobs are temporary. There will only be 100 permanent jobs as a result of this project. According to a study by Goldman Sachs, the increase of AI usage has already cost the American economy 16,000 jobs per month over the last year, and job losses are expected to increase significantly in the coming years.

Across the country, cities, uh, counties and states are rapidly enacting, uh, moratoriums on the construction of hyperscale data centers. Just last week, the city of Inenver Grove Heights in Dakota County enacted a temporary moratorum on data centers. And this comes on top of Egan, Rosemount Harbor, Apple Valley, and many other municipalities across the country. Today, I sent to each council member a draft moratorum, which I also have with me here today. This moratorum will put a pause on all data center projects for one year. And I'm urging the Pine Island City Council members, whether they're Democrats or Republicans, to make a motion and roll call a vote on this moratorum today. Continuing to greenlight this data center will be detrimentful to working-class people in Pine Island, the southeast Minnesota region, and everywhere. And it will accelerate the cost of living crisis faced by working people. And it will take the environment.

Both Republicans and Democrats on the Pine Island City Council are playing an active role in making sure this project is completed and carrying water for for 10 billion years. And here in Pine Island, over half the council is up for reelection in November. And I would urge working people everywhere um that if they do not make a motion on this moratorum today, then we will throw them out of office in the next election.

the behavior displayed by them at last month's meeting was embarrassing and cowardly. It was also the first time the council felt a fraction of the kind kind of power we have as working people when we fight back. Organizing masses of people loudly and openly confronting our elected officials, Democrats and Republicans alike, exposing them as betrayers to working people and posing a political threat to their careers is what we must do. At public comments like this, it is most crucial that we do not beg elected officials or make moral appeals to them to do the right thing. Instead, we need to make it clear that if elected officials do not adhere to our demands, then we will fight to throw them out of office in their next election.

We demand this council make a motion to review and approve this moratorum today or else solidify your reput reputation as being representatives of Google, big business, and the billionaires rather than the people who put you in those very seats. The moratorum we brought forward would only be the next step in our continued fight against Project Skyway and all of the undemocratic decisions this council has made thus far.

Anybody trying to sell you AI nonsense is full of Anybody trying to get you to build a data center does not have your best interest in mind because data centers only bring heat to your air and your water. They don't bring jobs. Uh once they're done being built, they don't do anything good. And as governor, I will back all of you up. Do whatever you got to do to prevent the data center from getting built in your city and you'll not spend a day in jail.

Uh, the city was requested by the American Legion since it's the 350th anniversary of St. this 4th of July. American Legion wanted to do something um to help commemorate um the occasion. They wanted to put together um volunteers to paint fire hydrants along Main Street, red, white, and blue. So they did approach the city one for permission to paint the fire room and then two if the city would donate the paint for this project that they provided uh the labor pool volunteers.

We received four bids. Um, you know, I usually tell clients we expect three to five bids. So, go right in the middle. Um, and you'll see that the net effective interest rate there, the low biders, no normal security, so 3.8 change. Um, and you'll see a number underneath there that says after resizing. So, what I'd like to do is have you flip over to this page here, and I'll explain what that is. Um, if you were to look in the lower left hand quadrant of the page, you're going to see two columns there with interest rates. One is coupon and one is yield. Um, I may or may not have touched on this last time, but basically what's going on there is investors are willing to accept a yield of a certain percentage, but they want you to slap a higher interest rate on the box and they pay you a premium for that.

that generated quite a bit of premium. So if you go into the source of the news here you'll see there was $74,000 worth of premium generated because of that. And so we used that premium to reduce the bond issue. So, when I was here last time, I had sized the bonds at 2.77 million and now you can see we're down to 2.695 million and that's the result of that premium coming in. We're going to use that cash to buy them.

On the right hand side in bold, you're going to see the net effective interest rate there of 3.83%. That's about five basis points higher than what I showed you a month ago. Um, yields did rise. I did try to build in a cushion for the market movement when I was here last time. Um, it went up slightly higher than what I had built in for cushion. What does those five ASUS points mean? Very little. Um, over the life of this entire term, um, it means a difference of about 6,200 bucks over the It's about $400 a year difference. So, you know, city fighting is that right use a technical term.

We received uh the city received nine bids. The low bidder was BRZ Cody Inc. with a uh bid of $395,000. Um, so tonight the the resolution 2624 is um exempting that bid.

It has public. Um, one of the items on the consent uh, agenda was the uh, good county uses of course for the water tower um, to put their armor ready system on. Uh, we have been working with the county. They are going to be erecting a um, temporary pole to move the equipment to that pole while we are rehabbing the water.

The the conversation has been regarding the sidewalks. Um, the historically the city has had a complete streets policy where sidewalk is to be installed on all new street projects wherever it's feasible. Another feasible example may be grade or maybe there's a garage that would be too close to the headway. Um, as part of the planning when when we accept completed the the plans and specifications for this project, we did plan for sidewalk on the the entire area of the project on First and Third, 1st Avenue and Third Street Southwest.

The area that we're looking at is First Avenue Southwest. Um, considering whether sidewalk should go on the street portion of S Street. Um, there's been some some conversations with residents regarding how close the sidewalk is to the front of their homes. And so what we're hoping is to get some clarity from the council tonight. Um, whether we want to inform the plan as is or we want to remove that portion of SP.
