MDOT Municipal Consent Public Hearing (Resolution 2648)
Moved by Unknown Council Member [0:48:47] · Seconded by Unknown Council Member [0:49:15]
MDOT representatives presented a detailed plan for the 2028-2029 Highway 52 resurfacing and frontage road project, including flood mitigation and access changes. Key concerns raised by the council and city attorney involved the city's potential financial liability for utility relocations related to proposed noise walls, and the timing of a critical roundabout installation relative to future bridge replacement. Significant discussion focused on maintaining access for residents and businesses during multi-year construction and the need for ample prior notification for short-term closures.
Request to Increase Fire Department Officer Pay
Moved by Unknown Council Member [0:51:30] · Seconded by Unknown Council Member [0:51:36]
The City Administrator proposed formally establishing and increasing wages for fire department officers for 2026. The increase was justified by officers' performance, future responsibilities, and the department's growing call volume and workload.
Request to Approve Quote for Fire Department Pagers
Moved by Unknown Council Member [0:54:33] · Seconded by Unknown Council Member [0:54:37]
The Fire Department requested to purchase 8 new pagers and 30 new batteries due to the existing pager system having only one functional call pager and old batteries. The department currently relies on pagers that work across multiple counties, and while other systems are being explored, they opted to maintain the current system for immediate needs.

Moved by Unknown Council Member [0:56:47] · Seconded by Unknown Council Member [0:56:52]

Request to Approve Fire Department Relief Association Bylaw Amendment
Moved by Unknown Council Member [0:59:04] · Seconded by Unknown Council Member [0:59:07]
The Fire Department Relief Association proposed a simple bylaw amendment to retain funds for paying their officers. Moved by Unknown Council Member [1:00:54] · Seconded by Unknown Council Member [1:00:58]
Island Fitness applied for a $5,000 facade improvement loan, which the EDA had already approved. The proposed improvements include replacing an awning, enhancing door access points, updating electricity, and exterior painting.
Request to Display Personalized Banners on Main Street
Moved by No formal motion or vote
Jonathan Paul proposed a program to display personalized banners of graduating seniors on Main Street light poles from May 1st until graduation. The initiative would rely on volunteers for installation and removal, addressing concerns about city staff certification for man lifts and potential liability, with the council expressing openness to the idea given these conditions and a strong parent participation rate.
Resolution 2650 Approving Minor Subdivision
Moved by Unknown Council Member [1:11:15] · Seconded by Unknown Council Member [1:11:18]
The Planning Commission unanimously approved a minor subdivision application from the Kista family on 8th Street. The proposal involves splitting their homestead parcel to sell two lots to abutting neighbors, without creating any new lots, simply adjusting existing property lines. Approval is conditional on the city attorney issuing a minor subdivision opinion.

The final pay request for the water slide project, reduced to a $17,000 retainage, was approved. The contractor, Global, has been cooperative in addressing missed deadlines by performing additional plaster, welding, and concrete work, and has agreed to install a permanent shade canopy, which the retainage is held against.
Request to Approve Garage Door Replacement at the City Shop
Moved by Unknown Council Member [1:22:15] · Seconded by Unknown Council Member [1:22:17]
Two quotes were presented for replacing two garage doors at the city shop with one wider, 27-foot door on the east side, mirroring a previous renovation on the west side. This change accommodates larger city equipment. Thompson's quote was recommended due to lower cost and their existing relationship with the city for door maintenance. Funds were pre-approved in the 2026 building maintenance budget.

Moved by Unknown Council Member [1:24:14] · Seconded by Unknown Council Member [1:24:16]

So whenever we start a project we really you know we start with okay what is the purpose and what is the need for the project? Why why are we looking at investing? Uh so in this particular purpose or this particular project here that the primary reason is is to address the the deteriorating pavement conditions on the southbound lanes of Highway 52.
I propose that you try and do the roundabout with the 52 reconstruction and that way when the bridge is replaced access stays and it remains open and it improves safety for you know the residents or anybody coming from the brewery too up to that interchange there by the county 11 bridge.
The challenge there is that in the 20 early 2030s, we're planning to replace the the bridge over Highway 52. And it's likely that the grade or the profile of that bridge is going to change. Now with the potential for a roundabout that close to the bridge, they re really need to be uh designed in tandem and and be constructed at the same time too so that we have matching profiles. If if we the risk there is if we went ahead and built the roundabout now, there's a likelihood that a lot of that's going to have to be torn out and redone when we replace the bridge. So, we believe that's a better uh investment for taxpayers to wait until we do the bridge.
I just want to emphasize that we only have one access on the on the north end. Correct. anywhere if we go out on five. Sure. So, um that's not really feasible for anyone.
It sounds to me like uh there may be a motion coming here to to table this and take some time. I I trust that you know it sounds like there are quite a few questions. I had a few and then council members have some. There'll be a close working relationship here as far as answering these questions.
The idea we're toying with at this point in time uh to keep the resolution as good as possible is four students per uh light post. And to give ourselves the best chance of hopefully getting parents to will be willing to chip in on this, um they would be single-sided banners that we would uh basically put up via the existing mounting hardware and then more or less uh zip tie a second banner to the back of it. So we could actually separate the banners, cut them in half, and each student could have their banner at the end.
it would be my recommendation that City employees would not be responsible for this just due to the cost of renting the land and having to certify all of our workers prior to renting the web.
Yeah. Uh Mayor Council, I I suspect you'd want to have some sort of a volunteer waiver and so you know, you'll want to do it the way we would do it with anything where we use volunteers. So yeah, it would not be on the city though. We would want to make sure that
