Pillars of the Community Awards Ceremony

Department Updates (Library, Parks, Sanitary Sewer District)
Elizabeth provided updates from several departments. The Library announced upcoming 'Style' spelling events, ongoing story time and music & movement programs, and an opening on the library board. The Parks Department shared news of a grant for playground replacement, approval for an obstacle course at Collins Park, and the imminent opening of the dog park, with signage received. Lastly, the North Sanitary Sewer District is scheduled to present to the House Capital Investment Committee on November 6th, following a prior presentation to the Senate Bonding Bill Committee, in their efforts to secure funding.

This is for the DNR grant that the city... was awarded and so it was looking through the grant contract currently. This is one of the steps that needs to be completed for us to enter into the contract.
All of our SCADA alarms go to public works cell phones... if the tower has been going down, then public works aren't receiving those alarms.
Anyone on the FirstNet network would have priority over regular cell phone users. And so I do think it is critical for our fire department and public work staff to be on that network.
FirstNet is made by first responders for first responders. They also offer mobile hotspots, mobile units. They have trucks that we can dispatch if we were to ever to have an emergency management situation, we can dispatch a truck here to ensure that we have mobile capabilities.
This is essentially the phase two implementation of... implementing cameras throughout our city facilities in our parks and tracks area.
I would like to add that... this would be coming out of the unrestricted fund 250. And so those are not taxpayer dollars.
We had some issues with fire. So we got these it's kind of a specialized deal. So getting a lot of folks doesn't work.
This would be an unfunded purchase. However, it would come from... reserve funds essentially. So because this is non... plum maintenance.
The purpose of tonight's meeting is to run through the project area with you... talk about the city's assessment policy and how that affects the properties and then to give you an idea of private costs... and the possible assessment that will be placed on the on the property.
The overall project cost is just a little under 4 million... Of that the city will be paying a little over 3.3 million and the residents would be estimated around 670,000 of the overall project cost.
I stand to lose the tree which shades my lawn and makes life a lot better. I stand to lose a good portion of my lawn if they move it back 15 ft to put in the sidewalk.
I live on the whole circle and we are both has been annexed into the city... I don't feel like we've been a burden to the city other than snow plowing and the occasional services... I guess my request is that that comes into consideration when you're talking about assessments.
We have a city sewer right in our backyard it's never maintain in 15 years that we've lived there... I want to make sure that we're not charged for this because we didn't put that sewer line in.
Tonight you're deciding whether or not they want to move forward project where they want to go to bid... So you're ordering the project tonight. You'd have to have a separate hearing later on what on how much assessment can cause on individual residents.
We need we need four to take the next step.
This is the final step. So they had some clean up items... and also this release some of the utility that was on the project. So the amount of the request is $4,576.74 that would start then a one year warranty on the... project.
There was a section of the sidewalk on that north side of Second Avenue that we noticed some settlement here... it did settle some more and so we just want to go through another previous cycle just to make sure that it doesn't settle in.
There is now a lawsuit related to the project skyway project.
The city... is insured by the League of Minnesota City Insurance Trust... part of that insurance is that the league handles litigation... and so appropriately your staff is... passed along the lawsuit... they appoint litigation council.
There is a deductible. So you do pay a piece of the cost of litigation... it's a certain percentage of the litigation cost up to a certain dollar amount.
We got a grant to replace playground park... The park board has also approved for the playground equipment at Collins Park to be replaced and we are looking at kind of like an obstacle course ninja course for equipment.
The dog park is like 98% [done]... Oh, sign came in today. So, hopefully by the weekend we will be able to open up.
We just found out as well that we'll be presenting before the house capital investment committee on November 6.
