I'd like to thank everybody and welcome to our July 15th regular council meeting here on a very warm Tuesday. First order of business will be our consent agenda which includes a few items. June 17th, 2025 regular city council meeting minutes, a request to approve alcohol for both a private party and employee gatherings. A raffle permit for WGA for kids. raffle permit for Pine Island Youth Basketball Association in a couple months, a request to approve seasonal employees, a request for out ofstate travel for the library director, a request to approve Michael Estramm as a public works maintenance technician, and South by Southeast temporary liquor license for the Pine Island Classic car show to be held this month. All right, let's go right into administration, which is going to be item A, a request to approve the new water softener from Waterworks Plumbing for the Evergreen Place soften their water. >> Yes, we got a request from the director at Evergreen Place. One of the water softeners went out and this was a quote to replace it. So, because it is over the $2,000 limit, it's coming to council. Um, so they currently do not have a softener, water softener operating. We did replace the water heater last year, so the plumber did feel it was best to replace the water softener to help um the life of the water heater. >> We have a motion and a second for the water softener request. Any other questions? Elena, Vernon, >> Brandy, David will be I that taken care of, we're going to move right along to resolution 25-27, which is approving um the PSIG application. >> Yes. So, uh PIG is the point source implementation program. Um this is a program through um MPFA which is the Minnesota Public Facilities Authority. And so this is a grant program where cities can apply. You need to apply and get rated. And based on your need to upgrade uh water infrastructure or wastewater infrastructure, there's two different programs. Um cities can get grant dollars for that. And so the PIG program is funded through bonding dollars. So although we did not get any state bonding dollars this last legislative cycle, uh they did fund the PIG program. And so now uh we can apply to MPFA on the wastewater PIG to get our name on the list and essentially apply for grant dollars for that. Part of that application process is each of the cities uh passing a resolution in support of uh applying for the PIC program. It's not guaranteed that we get the dollars, but we can apply to see if we can get any grant dollars. This is our website host, right? >> Yes. So, uh it actually is a contract to start in 2026. However, we proactively reached out to Catalyst. So, um if you remember when we first switched websites, it was actually with a different company. That company was to taken over by Catalyst. They did uh honor our contract with the existing company. Um they actually reached out and they would like to have us enter into a contract with with the new company. Um they are honoring all the same terms and conditions that we had with um I believe it was Gov Office. uh part of our website when they built the new website is with every contract um re-up we get a refresh and so essentially um with no cost to us they'll give us all the new features that a that are available so they'll kind of scrub our website they'll apply all those new features that we want they'll update anything that we want for no cost and so um for each year that we renew that we we get that for the website and so we would kind of I'd like to start working on that on the back end with Catalyst and start uh implementing some of those new features that they have. Like if you go to our website, we have like the toggle boxes and things like that. They're always coming up coming up with new different widgets for the website. So >> motion and second and the renewal may also do mass notifications. Correct. >> Correct. Yes. So, our our mass notification that we do for the city, I know like pool updates are really popular. We have different categories that people can sign up for updates. We send those out through email, voice message, or text message. They can sign up for what they choose. That's included in this is that uh subscription for the mass notification. And realistically, the three years we've had that, it's worked flawlessly. So, correct. Yes, they have a built-in um increase in in the contract. >> Very good. Delena Holton Vernon Brandy David will be I be nice to be done some work on the library request to approve the library masonary quotes. This is a good read. So we got two bids, one for quality restoration and the other building restoration. And as you can see, one is three times as expensive as the other. So my board did meet earlier last month and they did recommend going forward with the quality restoration and we paid to bring that to you. Um get that approved here. We did uh have $12,000 last year that this year and so there should be plenty of money. >> It's needed. It's needed. >> Yes. Council, we get into a request to approve the SC25 and Fire Relief Association's pension increase. We got two gentlemen here. Who's speaking? Mr. Shetty is out of town and so >> he's got the mustache in front of you is five. Uh this year we are looking forward at the level increase 9200. Uh with that being said, last couple years we had nominal stock markets uh step down last year with an increase and we're just trying to continue to progress. that you make use of that and this pension for the fire department will be is all loaned back to the ones that are doing all the hard work. So this money um is pretty much for them to fall back on once they retire from the service and once you just relax your family um any questions for you guys just based off of looking at report I can. So, based off where the market was at last year and where the market's currently sitting, uh, this last month, he just got to 1,997,000 in that account. Talking with our treasury two weeks ago, it actually $2 million. So, it's continuing to grow. And with it continuing to grow, uh, we have three deferred members currently. liabilities for the deferred numbers 155,000 and $210 a week and um with what we have for such a young generation of this department this is going to continue to grow um we have one person right now in the department that would be elible if he was to retire as of tomorrow actually his money right then and there from him down we have one guy that would be elible this call that that we're looking at a twoyear to a five year span for members that actually be able to flash that 50 year mark. Um and that point being said pretty much once a member retires from the fire department association whatever their number is that's what they're locked into. So if I was to retire as of right now I'd be locked into 7800 and I would not be able to collect that money until I'm 50. So with some of these guys, they might be getting to the point. You want to make sure that everything that they put into the department is actually going to be back. So that's why every year that we can possible to increase this just for those that have put the time in and the effort, they can be rewarded once they retire. Uh like I said, right now we're currently 135% funded. We had fun come into our yearly audit last month. So we got to look over the numbers with him and then after we got done discussing the audit with him, we actually went into our SC and made sure that all the numbers that we had entered were finalized and everything was correct. That being said, you know, guys tonight looking by first the state and then from there right away. I know Elizabeth has advocate before in the past and all the relief associations we very much wonder the city be liable but for what has been doing and how it's continuing to grow very confident with where our money is currently sitting and we'd like to continue where we're at from there economy and tariffs and all this We're phenomen. There was a mass important question. you know, and there's and there's a struggle. I where I would say Pine Island is sitting very uniquely right now is you look at the um retention rate of the fire department. It's exceptional. Yeah, it's it it's exceptional. You look at a lot of agencies around us and the turnover even down the road from us is extremely high. Very high. Um there's a reason why the retention rate is so low here. I think it's both culture but um the city's investment in making sure that we look at taking care of the fire department. Um one a few of the challenges that the relief has had to deal with is a significant increase in calls. So these guys and girls are gals are are you know having to put more time in. Um but I would also say just uh having the presentation from Glenn listening to how we're sitting and like you said Mr. of all looking longterm, making sure that the city is is protected, but also the um likelihood of that happening is is extremely minimal, but it could happen. It could happen. So >> right [Music] the next I I question the 135% Was that was the other liabil that's supposedly 110%. We try to stay right about that 105 range. Um just pretty much not come back yearly and ask for these big increases. That's the hardest thing is we're trying to get trying to get everything back on track just so we can slowly grow as as the years go on, especially with this account growing. Um it's it's one of those deals where we fall back in track now. Next year we can be, you know, coming back again saying, "Okay, we're going to additional $200 to what we're asking for this time." Say it was not this evening. Um so then it's just going to make our steps a lot bigger. And now the reason we're kind of going for this big jump is get back on track. So we're right back at the 105% team there. Um with what we have roster right now for our officers at Brandon say they're fire chief just asking making sure that we're not having any fire come into the play that will change the liability of things. you say have it right now where you're sitting comfortable. It's better to have a select few guys on the department that can get the job done than have a whole roster of guys that you're you're putting more money into. And you know, we're set very well group of the department and very highly scenario. So, >> yeah. So, uh every year uh the new board will actually um make a motion to have their set of positions. I have personally been able to be residency for the last three years now. So, it's given me the opportunity to oversee kind of the whole thing. Um, show you he's second year now being treasurer. That was something that was brand new for him. Every year he has the opportunity to actually swap guys around having one of the trustes no longer be vice president or have trust come up be president. So, with newer members going on, we do have one new member that has been on the department for about three years now. He's now a trustee under the league. Uh, he's been able to attend some classes. uh through some of the schooling and we pretty much just try to build everyone's knowledge off each other. So every meeting that we have, everybody tends to learn something new each time. So we got a very young group but a very strong. >> Yes. [Music] >> We have a motion and a second on the request. We're going to jump right to item F, which is resolution 25-28, amending the Wacken Sack and SAC fees. So, Whoa, what was that? So early last spring, we discussed uh looking at our Wacken sack fees to make them more in line with neighboring communities. At the time, we had some discussion on whether we wanted to apply this per application or if we wanted to apply it per acre. Uh we went back and listened to the meeting and it wasn't very clear during that meeting what was intended in the motion. And so with just different developments going on, some of the discussion that took place at that city council meeting is uh if someone I believe it's when we had one um parcel part um petitioning the city to hook up to water and sewer, they're being charged um they had a larger lot and so council did not want to uh charge them the per acre and so at the time we did not note that the fees were per acre. However, um Stephen and I looked more into what surrounding cities are doing and just based on how many developments we have uh around the city along with residential and commercial, we do feel that it would be more appropriate to have the wacken sack fees applied per developable acre um and not uh just per application. Just to clarify on how that D schedule works and >> Mhm. No, it was it was nice that uh city staff was able to bring that to our attention. So, >> yeah. >> So, get that going. Uh we're going to jump into another fire department um request, which is going to be to purchase an upgraded SCBA seating for the new engine. Casey John's got this one. Like his shirt. issues over the last couple years. >> Can you explain them? Yeah. >> We have are non CBAC. The seats right now calls wheat guys backs off the truck. And so part like all of the old trucks up there all have the SCBA packs. The breathing apparatus that goes on your back is built into the seat so firefighters can pack up on the way to the call. Where the fire department was running into issues is getting on scene and those packs are in the side of the truck trying to pull the door open. The door didn't come all the way out. It was the packs getting stuck in there which is causing a delay for our firefighters to get geared up when it's time to fight fire. So Casey's been working on this for quite a while trying to figure out some alternatives. >> So part Do you want to explain the clean cab thing? [Music] So really push the clean and pretty. Well, clean side of things like they trying to keep stuff clean. So, this big question >> Yeah. It's not functional. Yes, >> I will add that we're requesting the funds come out of fund 280, which is the charitable gambling account. If not, uh, Delena, Colton, Vernon, Brandy, David will be eye. Thanks, Case. We're going to jump into planning commission. There's a few, um, nothing under that. So, we'll move on to public works and engineering. There's a few items for us to look at, including resolution 25-29, which is ordering the feasibility report for the 2026 street improvements project. something they've been working on. So staff has started to look at a 2026 project uh where we reconstruct certain streets in the southwest street southwest that area also second street southeast so just west of the school um we have looked at that for a number of years. So include that area and um then the other two so number four and five projectunction projects the countyy's looking at resurfacing and adding a traffic circle intersection. So um We've had some issues with scientific aging infrastructure looking at reconstructing those two blocks from center street up to second and then also um and then the last one which we just had a county about last Friday next year and so with that look how we can extend utilities out to that little area and so running with that project. Um so um we have an exhibit kind of outlining the uh highlighting areas that we're looking at. >> Mayor >> again just a question for >> I I just had a question for Craig. I I just don't know because I don't know what the council members know. We got some new council members. Have you educated council about where this fits into the financing process? >> So, um there's a state statute that's chapter 429 that outlines a process for any projects that would meet to an assessment to meet the property owners. Um this is the additional step in that process. So um authorize overview cost the overall timing of the project and not over not overall cost to the uh to the city for the project but also what those possible assessments could be. Um upcoming when we present this feasibility to the council you'll also call for a hearing. Uh so we'll have two public hearings with the uh with the property owners. The initial one would be the results of the disability and then we also have another project sheet. So again, we'll have this um we could have the initial publicity as uh if if you decide to move forward with the project, we'd like to get this early. Yes. >> Yeah, there'll be there certainly be some questions about the condition of the of the infrastructure. So, that's one, [Music] >> right? They can see everything we go through the age of >> Yeah. >> Yeah. So they'll they'll set up a detour. We don't have those plans from that's something that >> I on this land here doing north section there or you know >> so we would not have to go back street intersection so Does anybody around? Mayor, if I could just The only reason I asked Craig to highlight the process is just that um it's common on these processes particularly at the first hearing. First hearing of course that's where you all are deciding whether you want to move forward with the project or you want to kill it. You don't want to consider the project right now. Of course, your residents will to the extent you have residents that come, they'll be most concerned about how much they're personally going to get assessed for that project. Mhm. >> And those aren't the same question, right? I mean, how you're ultimately going to pay for the project is a decision that you make a little bit later in the process. So, you're unfortunately put in the, you know, this is why you make the big bucks as I always joke when we say you're you're put in the hard position of having to decide does the city need the project or not putting aside how much individual people might be assessed or might not be assessed because ultimately you you'll decide later how much they're going to be assessed. So uh just want to highlight for you that that's you know that this part of process is you have to make the hard decision at the front end about whether you want to move forward or not and folks are going to be most concerned about their financial impact. So >> and to Craig his work on this this is really one of the final big road projects that city started what 20 years ago or better. Um, and this was one of the items that had been brought up here the last couple years that we had to make decisions to to move back a little bit. Um, so thanks for your work on this and >> so we'll get them going. So, um, any other questions? Council, Delena, Colton, Vernon, Brandy, and David will be I that going which jumps to resolution 2530 ordering the plans and specs for the heelrest water tower rehabilitation. Are you doing this one too, Craig? So was constructed in 2005 that system and some of the structural elements have so assessment of the tower and they violated some of the deficiencies that the tower has along with. So um you know just looking the price of systems super expensive contract. So like to recondition that tank access system. repair. >> Yeah. If the welds start to see more sweating so it'll be very similar to the process. All right. Any other Otherwise, this will be an action item unless there's more uh conversations. Let's jump into the swimming pool discussion regarding the slide. >> But so we did settle the slide out. You should see one last and that in the amount of $57,2 over budgeting to be in that 44 $450,000 range. Um had a conversation with the vice president there asking to review scope and then also the pricing. Um they said that they had included some items um such as some of the replacing some of the drains and that pool that um that really didn't need to be placed. Um so there are some items there that they have too much food. U they did come back they said they would reevaluate. Uh they did come back yesterday with a uh with a revised bid of $486,000. $486,7. Yeah. So that that looked a lot better. Uh the other thing that we let them know is that we have seen some plaster that has been breaking away on the surface of also there's some tile that is So we had some repairs done in the spring on that. So they did include some >> right because we know that there's more to do. So looking at that that came in closer to budget. Um we didn't do this with we did only receive the one bid. We did send this out to four potential biders. But so having them evaluate their bid and change to adjust that price. Um so we did prepare a resolution 31 that would um that would authorize the u accepting of specialy contractors of 486,71,000. So we can do a couple things. You can think about it next week. Um I don't as far as timing goes. I asked them about schedule issue getting getting this work done before next year. Um but because some of it would like the foundation work this this fall that it's possible that the slide could even this this year but and the addition of budget. >> Yeah. So, um for the budget, so we have >> so we initially have a little over $200,000 being we've been waiting for. Uh and then we discussed with council at a previous work session that take the additional plan. And so uh we do have a little over $500,000 yet. Um and that's taking account to pay for paid off land. So I would be comfortable about $28,000 from those capital unreserved capital funds and moving on to the capital fund. It doesn't have to be >> I'm sorry. >> So it could be an action item tonight. >> It could be. We do have a resolution. I do have resolution prepared that would stated. So there is the for this dollar. >> Do you feel confident enough to do that or do you know that? >> Yeah, I've spoken with them and they so they did they did send me their and so just because you're seeing that first basically stating that we have the vehicles posted. We did receive one specialy contractor. So we looking at entering contract with them. Second item there is stating amount. So that's 486. So that would be the contract again that's a change order. So that's how we get from there. >> Yeah. Mayor and council, we did talk about real briefly before the meeting. I what I understand all that to mean is that there isn't a scenario where the city will be signing a contract for $500,000 without either having the change order in hand already signed by the contractor or we won't be signing that at all. We'll just have a contract for the 400. But either way, there is no scenario where the city is signing off on 500 and waiting for later to get a change order. That's not going to happen. Did you want to share anything on your end? Elizabeth. Uh huge thank you to Mch who put in a lot of time piling a lot of information from a lot of people. We put in for a grant to completely revitalize trail head park with all new equipment. Um it would have a rubber matting underneath the equipment. It would completely be um kept accessible. And we found out three weeks ago that the city was awarded that. And so it is a um about a $500,000 project and so the grant would cover 50% of the cost. The city would not 50% of the cost and so we don't have a lot of the details. We essentially just got a letter that said we were awarded the grant more details but we are very excited that we were awarded this opportunity to our main park. >> Yes. Um the equipment um we at a previous council meeting and so at uh about the ramps and different things for to do. So um as that comes we'll have lots of planning in the next uh probably six months to get ready for that. I know we need to work out the site after parking at the um take down a few trees just to make way. But um the park board is working on kind of a plan on working with planting trees and we're taking um some of the your teeth. So, uh yeah, it's pretty something that was working on for >> Rachel. We have a a program tomorrow that is reg sold out, but it's free. So, it's the registration is full on um coding your own video game. I believe that's through code ninjas. So, that was that's a very exciting thing that you're really looking forward to tomorrow be here. Um, otherwise, Aloha story time is the next big program we have. That'll be on the 30th. That's our regular story time hour. So, if anyone has kids and wants to come out, please do. We'd love to see you. Uh, we also are having minute story time and game meetings each week. So, it be kind of fun to see how those are all going on. I just included last week's picture of story time on your job on my report for you. Otherwise, this morning the county library directors met with the county commissioners just to kind of go over county stats. We try to visit with them every year just to kind of the library business and they were very receptive. We had a very good meeting with them. And then otherwise the garden is planted. I've got a peace pole waiting to be installed in my front yard and I've got a pollinator garden sign frame already and we're finalizing our design for the sign itself. So, we're really looking forward to those last bits to go in. Um, to kind of also wrap that up, we have a paper planes program coming up that's for all ages that'll be on August 11th. Um, this organization takes invasive weed fibers and we make paper out of them. And inside that paper, they put native seed inside. So, you can plant it. It'll kind of compost itself and make it a pretty good thing. So, it's kind of gonna be a fun program. So, we invite anyone who is interested to come by the library from 3 to 6 on that day. Um, otherwise, I will not be here next month. I I am planning a vacation to Atlanta and I don't plan to zoom in, I'm sorry to say, um, for that. And then, of course, my training is September's uh, council meeting. So, I may try to get in on that one, but I can't make any promises. I hope they pick up any trash that might be the street. So, they're looking for probably four to six volunteers to help do that. So if you know anyone or yourselves would like to participate in that partic the detour set up and then the the volunteers are going to be there just to make sure that the cars know how to get in and get out and walk at this fire department have anything? Nothing. It's been a busy month already. Um, national night out's going to be August 5th. So, fire department helps with that. That's going to be August 5th from 5 to 7 up at the Legion Hall again. So everybody, the community is invited out for that for food, games, prizes, water, and nonprofits. So that's always a good time. Sheriff's Office. Nothing else.
