to consent agenda which includes our July 16th 2024 regular council meeting minutes August 7th 2024 Council Workshop meeting minutes a road closure on 1 Avenue Southeast for Early Childhood on September 12th and May 23rd from 4:30 to 7:30 p.m. a raffle permit for wga for kids which will be a trail head resolution 24-32 accepting monthly donations a request for alcohol and city property and request for Bingo permit for the American Legion on October 26th and January 25th of next year I'll move a consent agenda a second no Motion in a second to amend or to accept the consent agenda any other discussion anybody Vernon hi Brandy hi Jason Hi and David will be I approved move on to public input which we do not have any public input written or sent in so that will take us right into Administration which we will uh start with our request to approve the DMV quotes that were presented as Council recalls we had this discussion at our workshop and who's taking this one may this has been years process but as you knows [Music] [Music] where service up service of approval for the DMB quotes second we have a motion and a second to approve the quotes that were presented and as a city of administrator said this has been a long process and I want to thank the city staff for the time that was put into getting this through and it's been some up and down so thank you staff for working on that um and this will be a good thing for the community and being able to provide a service to surrounding communities as well so um any other discussion Council it's exciting it is uh otherwise Vernon hi Randy hi Jason Hi and David is I that all there and uh Item B is going to be our comprehensive Plan update the comprehensive be appropriate to have Avil to our for full mon com so we will have a full [Music] copy which is a good opportunity for members of the community to take a look at that and provide input if they' like um we've been working on this for many many months and getting a lot of um feedback has has been good so I'd like the community to be involved um there's no action item on this council do you have any other thoughts or comments regarding the uh comp plan moving forward I would just like to make a comment mayor yes sir reading through the plan it was kind of um it was kind of hidden that we need to do better at our sidewalks and stuff and connecting our kind of our what we call sub communities so I think if we keep that in mind if anything going forward that would be very helpful absolutely keep those people moving I'd agree all right Council we're going to move on to a public hearing for the easement vacation which is uh regarding Island Heights so um we can take a motion to open this or you can introduce the what's going to be discussed make make the motion open the meeting a second motion a second to open for public hearing uh Vernon Brandy hi Jason Hi and David is I opening to public hearing Stephen if you wanna take off place anybody for bring us to Item B which will be a resolution 2433 approving the easement vacation any input no uh mayor and council members the staff and I did talk about this I went over the the uh resolution and this is pretty proor of stuff this pretty standard so um no I don't have any [Music] input I was just G to say I'll move resolution 2433 approving the eation second it we have a motion in a second any other discussion Council Vernon hi Randy hi Jason Hi and David is I flipping right along to item e which is request to approve the fee adjustments for utilities you were so the memo in the packet pretty much lays it all out did you have any questions on that did everybody get a chance to go through the letters and read what the situation was okay so I've given the 15% which is the max that I can do without Council approval um we do have records of this being a leak as soon as the new meter was installed the system flagged it as a substantial week um unfortunately when we were estimating there was no way to detect that so they just got slammed with a $1,700 water bill um they've been working on it but it's getting to it got to a point where they just couldn't keep up um the homeowner as they rent um would like to work with us and get this taken care of for him um so he's asking for a greater reduction further than than the 15% because of the faulty equipment um I don't feel like this sets a precedence to other accounts because we do have record that I have that notice that it was a flagged leak of like 58 gallons an hour and the leak has since been corrected so their usage is back to normal you're asking us to wave of 82317 no more than that but I'll make the motion the way of 82317 utility bill thank you a motion a second pertaining to making those adjustments and I'll reiterate uh what Miss Pinson said too this is a unique situation so it's not something that is setting a precedent regarding um past accounts uh and she's been able to do her due diligence up to this point and asking Council for some support and making those modifications so thank you for doing that um any other discussion Council or questions for her thanks there wise Vernon hi Randy hi Jason Hi and David is I which will bring us to item f um this is a strictly a conversation we were able to invite the sheriff down to Pine Island and uh just have some questions regarding contract talks uh that have been taking place up to the board so welcome Sheriff May Council people thank you for having me this on you don't think so it's good how it is okay um I hope I have question or answers to your questions first I just want to give a little bit of history of where we've been and and how we got to where we are today what transpired today um 1972 has been is the date that goody County Sheriff's Office started contract in the city of Pine Island some of you weren't even alive um so we've had quite the relationship with the city of Pine Island uh I think I believe we still have um you'll remember in 20 22 we we started talking about increasing the the fee a little bit because we weren't keeping up with even the cost of living and and we needed to show that we were doing an effort to to at least get some fees back well I fought with all of the Cities it was kind of a battle and we increased that 4.9% for two years um and in some cases 10% in to smaller towns that was a battle and when the city of goodu disbanded in uh 2023 was when when this started to take a little turn um we started discussing fees in the County Board God bless them brought up the word actual cost that we now really dislike in our office we've heard it for two years now and so they had us spent numerous numerous staff hours and trying to figure out the actual cost of the Deputy we brought it to the board for the for the good new contract um only for the remaining of 2023 and came up with a number of I think $71 for good you while the other four towns would stay at I think 58 until then 20 the contracts came along now and so we were working off of their formula and how they wanted to to charge the city so came up with that schedule presented it to the board uh July I think early July Lun um and at that meeting St was there uh publicly said I support what Brad Anderson supports and he didn't support that 9 a half% that's a lot and I understand that I'm I'll stand here and tell you I'm not for that I've never been for that um and I've ad advocated against it correct um so here we are we we they approved the fees we sent a letter to kind of start the ball rolling and we had feedback from all five cities um and finally yesterday before this Council meet or City County board meeting I sent a letter to the County Commissioners just advising them where we're at all the cities I Nam each City and said here's where their thoughts are um there's potential of you know we could lose five five contractors um so what do you want to do I didn't actually I didn't say what do you want to do I just put it out there but one of the LA the last line on my letter said the recent fee increase has also strained our relationships with our contract cities making it challenging to restore the strong Partnerships we once enjoyed and I I firmly believe that because every city we've talked to is is different than it was last year um so I don't appreciate that but what happened then meeting happened this morning and your commissioner Congress has opted to open it back up as you know only only the people who voted that in can bring it back to to the County Board bring back up so that happened this morning he has some ideas we're going to go back on September 3rd with very likely our presentation we had early June May maybe I don't we've had several um we'll give them all the facts again we came up with minimum Manpower hours we went by city population that is that's the Sheriff's Office discretion but what we don't want to do is get too few of hours where now we have too much staff and then we get into the lay offs and that was actually brought up the County board meeting this morning that's something I hate hate to happen but that's a reality could if we lose these contracts and we're all about our staff um and I would fight for them tooth and nail and I said that in my letter as well um so with that said that's where we're at Todd I think not he was going to address some things but I guess he's not maybe hopefully I can maybe answer some other questions that's my stance that's the history of where we're at I'll stand for questions most of my questions refer time County Board he's not here yeah and I'll Advocate to Sheriff this since City disbanded and had their last Constable here in the 70s and good you county has been the city's Police Department right and you know we went through that phase here about 20 years ago where we had the deputies that were assigned to the community to to develop that those relationships and they've always been strong relationships um and we've continued to want to partner and make sure that we have that relationship which I feel we have with the sheriff's office right now and where I took where I took a little bit of unbridge to the to the County Board was this notion that our cities were not prepared to address these increases we've been talking about it for two years and we you know we've had conversations with the sheriff's office regarding that I from the perspective of the council I feel is was how the um how the numbers came about and being able to to have some insight into how those formulas were created and trying to get those answers back from the uh County Board and that's where I guess I'll publicly say I appreciate your advocating for these communities to make sure that we have Services my my goal is to make sure that our community has Law Enforcement um I personally am not interested in trying to decrease ours you know we've had people from the community have asked for more um just to have that presence in our community and uh we are able to talk about numbers and budgets and things like that but it's just that openness from the County Board where I I was a little bit shocked which led us to having conversations about what we can do as a as a city um to provide those services to our community and um you should right I would do the same thing like I said we have smaller towns have at 118% inre you can't do it I don't know how how you PR right yeah we can budget for 10 15% maybe but this you know 50% I'll tell you head would you not happen we would have probably continued business as usual You' have probably seen a five or six% increase we warned you in 2022 this is where we're going we're not going to do 2% anymore we can't um but that didn't happen and I'm out of negotiations I'm tasked with serving the citizens of public safe and that's what I'll do and they to me The Negotiator is not in my and there's and and you were able to address this this morning too where people need to understand that when we when there's 911 calls and they're calling for law enforcement for help um how that how that works and how those 911 calls work and one of the Commissioners was saying that you know people that live in these rural communities have to face the fact and the risk that if you call 911 there can be a delay whether that's fire ambulance or law enforcement we've been very very fortunate I I feel in our area that we've had a deputy located down here to help cover the southern part of the county and being able respond we have deputies that live in this community that call this community home uh so I'll go back to saying that that's where I took umbrage with the fact that we have a commissioner that was publicly saying you know that we were were not willing to be prepared or to address how that um how that cost is increasing I think everybody's aware over the last two years that costs have significantly increased in our state and it's and it's frustrating because we want to pay for those Services um it's getting that partnership from the county Bard agree I agree it's very difficult for me to be in the middle like oral cook what I'm going to Advocate when we do go to September to I'm not going to Advocate Bing we can't jeopardize service that they we can't say a little town or even want to ningle with my Island you can't leave one hour just not feasible especially for our staff we have to if we want to retain our staff doesn't make sense to drop many hours now you're defeated purpose of saving money if that's the wish I'm going to advocate for a lower fee for sure and lead the Staffing up us which they're the money people I'm I law enforcement I prefer to stay with the contractor who can work something out dead I I don't know how good he was higher than H dead no idea how that worked but the match would be nice well I think we did we had a meeting on Friday my son got married so I wasn't there but I think we explained to many of the cities and how the finance people any anyway came up with those for you s side at least how they came up with it so there was was an administrative fee put on top of that we presented it many months ago we had options of and 15 however many they picked 15 now that got brought up today by Todd commissioner Dr so seems to me that'll be the topic of conversation for only speculating prefer it not to be the decrease in hours correct and and you know one amingo two of their council members have been very vocal about that about looking at that reduction in hours based on what they see as a need my concern is if you start looking at that reduction then you're then you're losing the proactive policing that goes along with those hours um WEA control or Community involvement and stuff like that and I um I don't think that's worth the cost in losing that for the community and I'll go back to it I just I want to reiterate this that this the city is the city has been aware of the potential increase in costs and what that looks like for law enforcement you know if you have your own law enforcement agency you're looking at you know we saw them numbers and comparison so it's not that we're shying away from that it was significant so right and just some of the ways they approach their remarks um I thly thank you for your stance um and our deputies being stuck in the middle because some of the ways that they brought things up not necessarily Todd but you know it wasn't very forthcoming to looking very nicely on her communities so on to your point Jason did it for 25 years reactive policing is not the way to go no 50 years ago that's what they did can't do that anymore we've changed the way we've done things since 2020 y any other questions questions Council I'm sorry to's not here in his events he did bring it up and I think he's open to discussing it anyway there's five of have to board here I I do have a question I don't know if it's to the sheriff or to to our staff or to you all um I watched the the snippet of the meeting today where where the discussion happened and I understood the uh the issue is to come back to the board um and uh what is it though EX ex L um what it sounded like information that had been previously presented was going to be back in front of the board what what is that package of information I think it's probably while we talk about it then today it's going to be essentially the same information um I think this time I don't even know if it's always been an option but zero administrative fees was always an option I don't know if that was on our it will be will do same and add that that's their wishes I can't tell you how much that would decrease overhead what they call [Music] dep [Music] well that was discussion when we took over good you we had those discussions they actually had real nice office and a garage we discuss you know to maybe to lower that we can talk about that in the future we're okay with talking about that [Music] that's disc I know we don't make money on anything we do right trust me I think just know well I guess all I can say is we'll see what the board wishes on September 3D I know we have to do our budget too than you do so be sure nice to at least come to some resolution before October absolutely that's our hope sincerely appreciate your willing us to come down yeah for sure check in and have a conversation with that get things figured out this uh council member Johnson's last meeting it's not thought I heard that you know how are thank you Sheriff okay take appreciate it thank you all right coun we're going to jump into our next item which is Planning Commission nothing is covered under that so we'll move into public works and Engineering um just to put out a noce notic that announcement has been put out regarding that resurfacing that's going to be taking place in southeast of town so encourage the public to look at our website or social media to see what that map looks like uh and be aware of that work anything that helps you want to add yes thank you all right we'll go to Legal anything on your end Bob you know just two two things I seem to talk about cannabis with you every time I come here which I don't don't mean to do that but um just on that on that point I think I've been telling you along with all the other cities that I serve um that uh you know one of the things cities are going to have to decide about is is zoning regul for primarily for retail businesses but there's a whole bunch of different layers of cannabis business as I think you all know I we've been sort of telling you to hold off on that because we were waiting for the state to come out this new state agency to come out with a model zoning ordinance for cities to take a look at we also want to see the regulations that agency is likely to adopt both those things have happened now they've sent out their model ordinance for cities and they've sent out Draft rules the rules will change a little bit in their final version but essentially we've seen now what what that agency's rules are going to look like so now our our our firms um advice to all the cities we represent is it's time now to turn to what you're going to do with cannabis and I know you've talked about you've talked about what level of Regulation if any you want to have and so but that's something that will come through Elizabeth and Stephen is some questions uh to council about how do you want to deal with this this and this um so just sort of a heads up about that and then the thing is uh it's it's certainly not news at all to you but um we've been talking about two large Financial issues going on with the city one is selling the uh the RightWay uh lands that we acquired for the for the overpass uh to the to the tribe uh you know we've got an agreement and we're working toward closing that agreement and then the other side of that equation is that we owe some money to the state to men that um in relation to the deal we worked out a decade ago and we're trying to sort of navigate those two things at once I don't I don't think I have an update about um uh when either of those things are going to happen I would just let you know that we have not in fact yet paid the state because we haven't got the money yet we haven't closed the deal yet um there's some technical things going on with that we've got a survey that there are existing Parcels that will be divided in order for us to convey to the tribe and so surveying of a bunch of parcels and coming up legal descriptions is one of the things going on and then sort of nailing down the details of making a payment to the state and how that's going to work is the other is the other thing so just want to give you that heads up in case you hear anything about that we have not yet closed yet we have not yet made the payment to minda both those things are um Everybody believes are are near just wanted to highlight that we had over 300 kids for summer reading this year very very exciting about that um we're also working on a three-year strategic plan that's currently in the works so hopefully I'll be able to bring that to council just to kind of present that in a couple of months when that is completed otherwise I've got two very exciting programs coming up um in the next couple of weeks uh Teresa Wilhelm Waldorf will be visiting us in September on the 13th actually yeah the 16th I have it wrong on my report uh to talk about her book about World War Two wilhams Way uh the inspiring story of an Iowa chemist who saved the Manhattan Project so we hope you can join us for that that'll be hosted at um the History Center here in town on Main Street at 6m otherwise we also have a program coming up on August 27th from 3: to 5 about um part we're partnering with the uh UFM extensions for Comet training and that's basically to take a look at how to help people that we know co-workers friends acquaintances um who might be struggling with their mental health so we hope that people can come to that um and learn a little bit more about how to help people who are in need of that mentally and then just also highlighting that next month is suicide Awareness Month uh the Lea Family I've got Jaden working with us at the library her mother came in and asked that we could maybe do a display or something um to honor their son that passed away through suicide last year this time and so just keep an eye out for that we'll be having some suicide awareness um displays and activities so any questions for me the comet program is going to be at the Methodist comet is at Methodist next week the 27th that's right please pre-register the um link is on the um both the Facebook event for the from the library and also through um on my report here thank you so much thank you Public Works anything on your end par [Music] Department um I will say publicly we had U National Night Out uh that was a part parnership with the legion and the fire department hosted that and tendance was down a little bit this year there was an opening night of the county fair um but public thanks to the legion for being willing to this is the third year that they hosted the event and we had law enforcement from fi County Al to counties Anda PD multiple uh vendors that were there which is really good um fire department of course and went very well want to thank the city as well for their help with that and Eda Eda Eda did I skip them yes we did hi Mitch sorry about that one thing I I think it's my pack I just want to highlight it um on Thursday there's going to be a housing Summit put on by ready Rochester Economic Development incorporation um through there myself along with several other of the uh smaller communities around Rochester are going to be on a panel in the morning uh to discuss what we're doing as far as Workforce housing um it's going to be a great opportunity for us to get some exposure uh through ready along with getting in front of uh some Builders I guess there's supposedly around a 100 people who have RSV for the event uh this is something that we've been asking ready for since we have been a part of it to help bring more exposure to our smaller communities uh so it's really great to finally have that uh coming to fruition so again that's Thursday I want to say it starts at 10: a.m. KTTC will be there uh to get it on video and they're also going to put it uh on their programming as well then the afternoon they're going to have the builders on a panel as well so morning panel with the cities and then an afternoon panel with Builders so looking forward to it just wanted to highlight that thanks y share yourself Mike do you have anything at all uh no okay okay thank you um Todd do you [Music] wanna hi so I uh I did a request today at our board meeting I don't know if anybody saw it or watched it to bring the policing contracts back again in September you know there's been uh a lot of frustrations a lot of issues with it so uh um I don't know if it'll do any good but we'll bring it back in and take another look at it here before the end of the year so um I know the costs are just uh they going up all over you know so where we find that comfort zone or that um fairness I guess that's what I'm just I just want to take a second look at it just to make sure that uh that everyone is comfortable with it so we won't be comfortable with it but we have to uh make our decision so um other than that I don't know if have anything else for me i' I'd like us to stay with the county I really would but I mean it'd be nice if if they would be willing to at least talk yeah you know match Olstead which I can't believe could use H instead right to me that just I don't get it but yeah um you know have you got your price with hestad yet or you wa just are they negotiating or we have a good idea yeah and uh you know they know you lose a contract you know you're going to eat the money that you're missing from our contract you know 575 you know there's questions what are they gonna right well have to look at we'll have to look at Staffing at that time you know do we replace someone who leaves do we I mean I you know told Marty this morning I said I I don't want to fire anybody there's no need for that we'll work through that but as you know jobs change and people move and things happen you know we would just not replace at that time is that's the direction I would and I I do know work work in there for 25 years the city's helped the county a lot I know that no question in my mind Pine Island car helps around the area wam Mingo car you know that so it it there is some benefits to the county you know it's I know on the board there was one commissioner didn't really think it was a high value but right you know when you're loved ones having a heart attack You're Gonna Want Somebody be close maybe right I don't know that's just my thought well there's so we we in talking with the sheriff I I I expressed my frustration with the comments about uh from the commissioner up there stating that these communities were not prepared for this uh I would disagree with that we've had conversations going back several years in looking at at what these cost increase might look like uh trying our best to prepare to be able to financially support those needs and you know being fully aware that if we had our own law enforcement what those costs would look like fact is we have not had our own police department since the 70s and we've been working with the county since then so the the the amount of the increase was of concern um and then our city administrator was sharing two is some of the benefits that the cities provide the sheriff's office so when they start wanting to look at those specifics do you want to get into do you want to get into looking at nitpicking so to speak on what those costs look like and we are taxpayers of the county we we pay funds to the county and uh we are members of the county and so I I just I didn't appreciate that that comment coming out about um essentially these small towns trying to to suck off the county you know with um costs and that's not the case whatsoever we're looking to be partners and and having those open conversations and do appreciate you bringing it back back yeah it's a it's just a really uh you know I'm I'm I'm so pulled in the middle and it's uh you know I've got my townships they you know they tell me that you know why should why should we pay extra and I explained to them well having that car four miles from the center of your Township is you know is definite Advantage there's a benefit to that so it's uh you know maybe it'll I don't know if it'll help but we're in the problem is is we're we're in that fight with our LEC too for the law enforcement center trying to come up with that rent trying to get the city of red wing and and you know to pay their that rent has just been so incredibly low for so long you know and uh I got on that committee and and that's kind of where all this started and you know I got probably made the mistake I said you know I don't want the rest of the county to supplement the city of redwing for their rent and then when these contracts came out same thing came back at n we don't want in the city of redwing to supplement you know police departments for other T so it's you know it's in all in perspective and you know how they're seeing it you know I don't I don't fully see it that way but it's kind of but as aex County you're I mean we're all obligated to pay the taxes that go to support that administ Staff and Stuff above yeah so then to be charged again through this process it's like we're being double charged and even if we like say I was in zapota and we had our own policeing we're still being charged but that's because they also respond in backup situations and stuff like that which kind of justifies paying the tax no matter where you're live you're going to pay a tax for this but to put that extra burden just because we want to contract with the county to help supplement 18 hours of staff to you know to police our city of white Island and then to throw a an additional more tax onto it is that I mean I can see both sides but yet there's no way we can benefit with a 50% increase nearly here you know next year and that's you know that's where you know can Falls comes into it and says we pay the same taxes everybody does in the township or County already and then we have our police for where we have to pay that Administration so they're telling us that they're double paying you know so is that fair fair for them fair for you fair for but you respond to them in backup situation so that tax that everybody pays within that County that's the justifiable overhead for administrative and all that stuff that needs to be brought I think through a county and not so much as a city yeah and this is this is where I I'm discouraged that greater the greater county is falling victim to to the politics right now with what's taking place in redwick and and it and it's it saddens me because right now I feel with with the increased costs that we're dealing with in taxes that our largest city should be willing to to see that and to be willing to compromise and work and collaborate uh I mean they decide to try to move forward in building a multi multi-million dollar facility you know to fall back and try to to separate from the county that doesn't seem economically feasible right now right and there you know so their City's going to have to pay higher taxes right to try to support that and rather than try to be collaborative and economical right now I I feel like they're they're CLA of politics en forcing our smaller communities hands and then it's our responsibility to go back to the nearly 4,000 members of our community and say taxes are going up because we we have to pay for law enforcement they want law enforcement they want that proactive policing and uh you know so we have to be able to justify that as well and you're prob aware of that too dealing with that up in in Wanamingo so well basically what Wanamingo is requesting is is is less hours to uh to come under their budget they feel they can justify so you know that we're growing we th always bad idea for us right and if I may Mr Mayor on just because I explained it to Sheriff Kelly earlier and I want to make sure you hear the same information I think there there's a lot of opportunity um for collaboration and working working together on this um I don't think the city is a opposed to the true cost of the Deputy I think we're opposed to how that's calculated um some of the points that I brought up in the formula obviously is this overhead cost that we we've discussed before another um point is is that the city is being charged for 100% of all equipment and training costs well for instance a squad were charged for 100% of a squad car over four years well I know for a fact that sometimes squads aren't replaced for five or six years so then we're at asking well why are we paying for 100 12% of a cost of a squad if those squads aren't being replaced for five years like we're being charged for 25% of a squad every single year um same thing goes for radios and things like that and I think we would like some clarification on what happens if equipment is purchased via grants um I know the county purchased all the body cameras um with the public safety dollars and so those weren't used you know just as an example um Levy dollars weren't used for that and so I think in those instances we just want to know how how is that formula going to be fluid to reflect those cost savings that the county has so that we're not overpaying for something um I don't I don't think it can just be defined as a a flat item because otherwise we we will be overpaying for those costs so um I think there's opportunity in that formula I know I've I've brought this up uh I came to the county board meeting last October and I had um information from 10 different counties I called every single Sheriff at southeast Minnesota I asked how their formula is I asked what's calculated um and I know the County Board wasn't interested in any of that information so it's it's just disheartening because I've I tried to have this conversation 10 months ago and here we are um with our levies due in less than a month so yeah it's a frustrating is the word I can use I mean well you know bring it up again and see what I can do but this point thanks yeah because I I definitely want to stay here I don't want town but it's you know and I'm my supps from homestead when they look at what growth is coming this way with the F Island and you know maybe they're thinking they need a more presence out here I don't know what they're what they're what is
