The survey opened on August 1st and we'll close on August 31st. As of this morning, we have received 630 survey responses. Of these 630 survey responses, I have verified 404 using publicly available data from Good Hugh and Mstead counties. I want to make it very clear that these are preliminary results. The final results will very likely be a little different from what I shared today. Of the 404 verified responses, in order of majority, here are the answers to the question, do you support the proposed hypers scale data center in Pan Island? 72.5% no, 20.5% yes. 6.2% 2% not sure, 0.7% prefer not to answer. These pre preliminary results are posted online at www.pine island survey.com. When we get to the end of the survey period, I will prepare a full report. I'll report on the verified responses and those I was unable to verify. I'll report on responses from outside of 55963. I'll report on digital versus mailedin responses. But most importantly, I'll summarize respondents answer to the open-ended question, please say more about why you feel that way. I will categorize these responses so that we can have a better understanding of the reason behind respondents answers. My efforts have been to make sure all residents are aware of the survey and know how to complete it. I sent out survey flyers to all households in zip code 55963. I sent letters to the editor. I sent press releases to the local newspapers. I posted to Facebook and LinkedIn. I have hung up flyers at all the major businesses in town. I've invited each of you on the council and the city administrator and deputy city administrator personally by email and I rely on word of mouth. I bring forth to the council a list of questions that the majority of your constituents have. Number one, how is the environmental impact survey coming? If it isn't happening, then why not? If the project is really as good for the community as it's made out to be, why not prove how safe it is by performing an environmental impact survey? Number two, wastewater discharge. What are your plans to address wastewater discharge containing PAS, also known as poly floral alcohol substances and anti-corrosives? Even after assurance in an individual meeting with the city administrator that the wastewater treatment facility would protect us against those hazards, those substances are missing. on page four of 48 of the North Zumbro Sanitary Sewer District wastewater treatment facility draft that lists what it is designed to treat and those did not make the cut. Number three, would you please walk us step by step on how exactly it is that the school will receive money from Google and what are the risks to our school receiving that money? Does that go away if Google decides that they no longer need the abatement because they can't satisfy job requirements? When noise and air pollution exceed safe levels, especially for those living next door to the facility, what protections are in place for them regarding their health, their kids' health, loss in property value, and disabilities that result in an inability to work from chronic health conditions associated with pollution. Regarding property values, how will the steepest declines be addressed that are closest to the epicenter compared to those that are one, two, or five miles away? Is the expectation that the residents living closest absorb the loss? Number six, are we going to fail as a community if we don't get a hyperscale data center? And if not, then why carry on with actions that you know the majority of your constituents do not want. >> Hi, Keith Swanson. 301 Second Avenue Southwest. Um, I'm on the corner of Second Avenue and Third Street here. I'd like to request that the planned sidewalk not be installed in my property due to the fact that the house and the garage are very close to the street and it'll make my driveway very shallow and hard to park in. The current uh situation is that they've moved the sidewalk closer to the street, allowing me a 15 foot deep side uh driveway. And then their plan was to widen it a little bit. Um, so I would have to angle park in my driveway and my couple bigger vehicles. I'd probably only be able to get two in there and I'd almost have to parallel park them. Um, other properties in the area like further down Second Street, there's no sidewalks in the 300 block on either side where they have driveways close to the street already. And so our original driveway was 20 ft deep and I could park four cars side by side in there. Current situation would be three or maybe two if it's, you know, bigger vehicles. Um, so I'm just wondering if that could be changed in that aspect so that I, you know, it's not so awkward to park in my property. David Dirkson. I live at 340 Prairie View Drive Northeast Pine Island, Minnesota. This evening, I just want to lay out to you a clear explanation of of why I personally oppose Project Skyway. It's not really that hard. Honestly, it's a very easy test to pass. is that this project stands to harm the health of my family and my property value. Now my property value is the biggest asset that I have and it really doesn't persuade me talking about the money sent to the school or to other to the city when I have to deal with the fallout of the harm to my health of my family and myself living so close to it and the loss of the property value that I that will likely come because 71% of Americans do not want to live next to this. Simple logic means is the property that's located next to it will be less valuable because fewer people will want to live next to the project. As far as the health concerns are are are the infra sound pollution is something that really really scares me. Uh these are sound pollutions are not currently regulated. So we know they're not being addressed. It's not even we're not even having the conversation as part of the AU. So there's no mitigation being discussed. So whatever the negative impact of those infrasounds which can pass through two miles or more, my house being one mile, it's going to be impacted by that. These are very big concerns that I have. And if someone came to you and said, I have a development, it's going to make us all rich and make some jobs, but your family health will suffer and your pocketbook, your assets would suffer. I bet you would say no too. Thank you. >> Next we have Aubrey Dson Aubrey Dirkson Pine Island. This is three out of eight environmental reviews specifically for Pine Island. It is 22 pounds. This is two environmental reviews totaling 20 pounds that took place just between March and July of this year. Two out of seven. Let me make a note. The number one name, all of them had public commenting. The number one name that you're going to see on those public comments is me. It's my name because I've been doing my homework along with a group of residents in this town that have put in their time to understand what is happening and actually do their homework because the local government clearly has not. This AU for Project Skyway got four public comments. The wastewater treatment facility got 132 pages of public comment when I got involved. These are the public comments along with all of the resources, the reports, and our supporting evidence included it. Four public comments, 132 pages. When I sit there or we sit there and tell you that you're not doing your homework, we damn well mean it. Next we have Rod Lanners 18 Island Ice Court northeastern and Pine Island Minnesota. Mayor, members of city council and city administration, anyone who supports placing the Google hyperscale data center this close to homes is failing in their responsibility to protect the health, safety, and well-being of this community. If you believe this is unfair, do your own research. The facts speak for themselves. Call it economic development, call it progress, call it opportunity. I call it corporate profit over people. and that reeks of corruption. Google and Ryan have a choice. They could locate this facility just a few f few miles further from residents or choose a cheaper location and leave Pine Island to bear the consequences. More noise, traffic, industrial activity, environmental impacts, and threats to our property values and quality of life. A trillion dollar corporation should not be allowed to save money while ordinary families pay the price. This is not responsible development. It is not leadership and is not acceptable. Your responsibility is to protect the health, safety, welfare, and long-term interest of people who you represent, not make corporate convenience our burden. So I ask you directly, whose interest are you serving? The families who live here or the bottom line of a multinational corporation? No corporate cost savings should outweigh the health, safety, peace, and quality of life of Pine Island residents. If you haven't got your health, you haven't got anything. Human life must come before corporate profit and financial benefits. Leadership means doing what is right, not simply what is profitable. Every decision you make carries consequences, and every decision demands accountability. Pine Island deserves leaders willing to say no when corporate interests come at our community's expense. Pine Island belongs to the people, not to Google. Next, we have Beth Anthony. Good evening. My name is Beth Anthony and I live at 4955 095th Avenue in Pine Island. This evening I wish to thank the previous and current members of this council for being trying their hardest to get information out and correctly to its citizens. Secondly, I wish to state that after my own um research on pros and cons of data centers, I am satisfied that Google has been globally proactive in the evolution of environmentally friendly data centers. Are they perfect? Probably not. But I have deserved I have discerned that Google along with Ryan companies that they are opening open to partnering with communities as the world progresses in the development of technology which isn't going away and I believe we have an opportunity to be a part of perfecting the process for our children and our grandchildren. It is my hope that all of Pine Island will become able to respectfully collaborate as we move forward in creating a positive future for all residents. I believe that often when differing opinions opinions and positions can work together, the end product is something exciting, innovative, and beyond what any one mindset could have ever imagined. I'm impressed with the efforts of Ryan Companies and Google that they're attempting to get information out and into the hands of anyone who wants to learn about Project Skyway. It is wonderful that they have prepared a community event tomorrow, Wednesday, August 19th from 1 4 till 8 at Trail Head Park. But let's remember the purpose of this event is not to see who supports or rejects this project, but rather is an opportunity for information, dialogue, and community involvement. It's safe to say, I think that most of the communities in the country are not living off-rid and therefore living without access to various forms of information. Whether it be through newspapers, the nightly news or millions of websites, there is no escaping the information highway is what is happening in our small town communities due to the development of hyperscale data centers. So assuming everyone has access to information that did not come directly from the city Ryan company andor Google, I'd like to know how everyone that's in favor of this data center has chosen to interpret all the information available to them. Are they simply ignoring it, pretending it's not there? Are they assuming it's all written by the anti-data center people and therefore merely conspiracy theories? I truly want to understand what exactly has them so convinced our hypers scale data center will be different from all the others. There is so much information available to those that want to know versus just believe what they're being told by those at the park handing out free food and live music tomorrow night. And I'm standing here begging everyone if they're at all concerned that they're only being given cherrypicked facts about what this technology center will be, then please reach out to me or to someone else you may know that is in opposition to this, and we will be happy to sit down with you to go over as much or as little of the information we've gathered as you care to stand to hear and read. I can promise you will see and hear more factual information from us than you will from those that stand to profit from this. However you feel about me or any of the other anti-data center people in town, please know this. We're opposed to this for good reasons, and we wholeheartedly believe this will prove to be disastrous to our community. What we're doing to try to stop this thing is done with the best intentions in mind. We're trying to protect our future, your future, and that of all of our children and grandchildren. What is the future of Pine Island and its people worth to you? Ryan Company and Google think they know, and they've answered the question with dollar signs. not proper environmental studies and certainly not insurance plans for our mental and physical health. Simply dollar signs. Dollar signs that I'm confident have many loopholes in them. I thought I enjoyed gambling, but apparently not nearly as much as those that are willing to gamble on this. >> All right, we'll move on to administration. We have item A, resolution 2638, accepting the 2025 audit. So at the August work session, council had a presentation from the auditors uh reviewing the audit. Uh that information has had time um for you to digest and look through along with the financial statements. And so now before you is a resolution accepting the 2025 audit. Once approved, the audit will be posted to the website um with a summary of the presentation as well. It was a clean audit um with no findings, non-compliance findings. So for licensed bureaus, there's stateowned and there's privatelyowned license bureaus throughout the state. Uh we are considered a privatelyowned license bureau because we're not state. Um so that even governments that operate licensed grows if they're not the state, they still lump them with privately owned and they are funded in the same matter. And um we essentially retain a small percentage of the fee um for any transaction at the license bureau. those fees have not increased in a very long time. And um really with the fees that we get, we we can barely um even break even. And so last year after expenses, uh we made less than $10,000 on the license bureau. This year we're on par to do about the same. And so all of the privatelyowned license bureaus are coming together um to hopefully show support for legislation next year to increase the fees uh that um in the revenue sharing for all privately owned license grants. Uh it's located on the top of the Island Heights water tower. The city owned and operated this. This was mostly used by our public works department, but the school also uses uh this frequency to communicate between schools and the busing. Uh about 2 years ago, the city public works moved the county's armor system and so we no longer use this VHF frequency. Uh we would like to transfer ownership to the school district and so um the equipment along with the frequency would go to the school district. the school district would be responsible for um the cost associated to transfer that frequency and then they would have to maintain in the equipment. In the agreement, it spells out that we would provide space on the water tower and power to the equipment because the equipment is housed in the um shed. They're located by the Island Heights water tower. So that um we've still been maintaining the equipment so that uh there's no interruption with communication between the busing. But um this would finalize that agreement. >> I recall that it only was transmitting about half the distance it needed to be. >> Um so that was part that was a different VHF radio in the consent agenda. And so that was on the other water tower. >> Um that's for the fire department paging equipment. >> Okay. So this um there is some maintenance that would need to be done that was on the consent agenda as well um just to bring the equipment in perfect working order so that when we transferred it over it was at 100%. >> I make a motion to approve the uh agreement to transfer ownership of the VHF frequency. I second. >> I >> we'll move on to B request to approve grant agreement with Calhead Park. >> So after 14 months, we finally have our grant agreement from the DNR. Uh so it is a draft agreement before you. There would be some minor changes like uh documentation from the city just about um tax ID numbers um things like that, vendor payment numbers through the state. Uh so we would ask that you would approve the grant agreement um and allowing staff to make those minor changes to the agreement before you. But this would allow us to continue with the trail head park uh equipment replacement and this branch would cover 50% of um the cost that was quoted out. So it cover 200 $238,900. Um we would get reimbursed and so the estimated total amount for the project is just a little over twice that. So >> this means that we can start, right? >> Correct. So we already ordered the equipment last month. Council gave the okay to order the equipment. This would give us the okay to actually start planning um tear out of the old equipment and then um schedule an install date for the new equipment. which makes that >> Yes. So, we are um we've always had a fall timeline. Uh we were getting a little nervous that we would not meet that fall timeline uh with having the grant agreement that keeps us on schedule. >> Make a motion to request approval of the grant agreement for trail head. Uh the vendor that we ordered the equipment from um they do the equipment and they do the pour in place rubber surfacing. Uh however, we would have to have the concrete border um with that um we would have to have that ready first. And so there is a handout quote that wasn't part of the packet um just to compare. It's a concrete quote that we got last year. It is cheaper than the quote in the um packet. However, that does not include everything. That is just for the concrete border and they really don't have expertise in it. they weren't really sure how the how to do the concrete border because they have not done it before. So the quote in the packet because it is a specialized item um is from safety first. They were actually the vendor who installed the Collins Park playground equipment and so we just asked them if they would be willing to help out even though they weren't the vendor doing the playground equipment at Trailhead Park and they were more than happy to do so since we struggled to find concrete companies who are familiar with that concrete border for the pour and place rubber surfacing. And so because it is um it's a little over $25,000, it is over that um amount that would trigger a second quote. However, due to the specialization of um it's not just your typical concrete and we did try to find other concrete quotes that um the companies just weren't comfortable with that um attorney was comfortable that we could move ahead with the one quote um with safety first. And so safety first would actually do um our public works department would do the tear out of the equipment, but then safety first would do all of the excavation and then they would also do the concrete border. So then all um game time would have to do is come in, put in the equipment and then do the pour in place for other servicing. >> Did that include some benches I think too for that? I remember, >> you know, we'll put some in at kind of at Collins Park. >> So, >> yeah. >> Do you remember how many benches that was? Was that >> um I don't um but that's something once we um kind of get the area, we weren't um I think we wanted a total of four. And then on First Avenue uh we have a roll test and then rock will be placed and curb then they'll jump down there with the curb as well. So uh looking to get those sections wrapped up very soon. Uh they'll finish that little less that segment of uh water main that they're going to directionally drill um between County Road 3 um to the east there and uh so underground is is commencing um and uh that should be wrapped up very shortly. We won't be doing the flag retirement because that is a very um specialized program and they inspect each and every flag and we're having like we're putting 30 some flags in plus what'sever there. My biggest one deals with the budget. It's we're all thinking about this time of year. Uh we did meet with the Mstead County Commissioners. um all the libraries had a chance to talk to them and kind of give them a presentation on the 3 and it turns out that with the new formula that the libraries have presented we'll actually be getting almost $6,000 more than this year next year. So that's a big win instead of $11,000 less. Um, I have a stipen that I received from going to the America 250 program in Cincinnati last month or in June. Um, we got $1,000 from them for programming. So, we're going to be putting that towards a lot of the programs coming up this fall. So, I just wanted to let people know that um that's a was a really great program for me to go to to get knowledge and a little bit of extra for the library and our public. Those programs include, they're starting up next month, a history of the American flag, Minnesota and the Civil War, flag etiquette, history of American beer, and we're doing a reading challenge that goes through next June, July.
