States umbrella we are going to right in with uh few items here on our Administration item a is going to be a request to approve the environmental assessment worksheet distribution G to include few subcategories here who is taking the ball good evening so tonight I'll give you a a brief overview of the purpose of tonight's meeting then I'd like to introduce you to a few of the development team members that are here us tonight so and Jared from Ryan Companies are here and Aon with Stant who the environmental consultant for Ryan Companies is here to give us AEF presentation so she'll go more into depth and what what I'm explaining here but the purpose is to have you understand a little bit more about the environmental document scoping document that is um that we're looking to distribute for public review and comment this is the initial phase or the first step in the environmental review and kind ofls what environmental factors are going to be studied as part of this environmental document so um once Aon gives a presentation and we answer your questions here tonight we're looking for approval of resolution 2513 uh which will then authorize City staff to go ahead and publish this um scoping document for review and so um I [Music] will Mr Mayor ccil members Peter Fitzgerald bran companies I'm joined here by Jared olon um just explained in the back of the room that Jared is my rightand man um Jared handles all the complexities of development related to grading site preparation size of buildings configuration so buildings uh Jared and I are on the heels of uh just completing this process a very similar process in Ean Minnesota where Jared and I um pursued the Thompson Reuters Redevelopment um and along with stac as well as a consultant who helped us study um really the impacts of different sorts of developments and that's where we're at at this stage um it's no secret we're looking at a large piece of land about 400 Acres along 52 in your community um we don't take that lightly Ryan Companies is a Minnesota based company our Rooks are in hiding Minnesota um our headquarters are in Minneapolis so Jared and I will be um driving back uh through some snow and rain today but Jared and I have been down here quite a bit over the last year um doing our homework meeting with Craig meeting with Elizabeth trying to understand more about the community what's important to you and now we are beginning the stages of exploring at least a couple different scenarios related to development um as Stant Tech will go into you're going to hear about a light industrial type concept and you're also going to hear about a technology bu um as we start this long journey um it's really uh kind of devoting the calendar year of 2025 this year to seeking support for land use approvals from you and this is just the very beginning stages of what will be many many more meetings hopefully um unless you kick Jared out of the way um Jared would you add anything about Ryan or who we are yeah from a very high level family own business we do a lot of community work uh one of our values is uh stship um quite a bit work the 5% of our time we go to charity and Char work so we do get back to the community that's value of ours other than that yeah 14 thank you for scheduling the special session we do appreciate that for our timeline uh yeah it over to Aon and we're here to answer any questions with good evening mayor and I'm here stch I'm environmental planer and um I helping lead the environmental review state enironment process the project Skyway um so you can go with the next slide here tonight I want to provide a brief overview of the state environment review process the a process in particular um the projecty scoping and then I'll summarize the AO items and studies that are covered um and then the next St of the scul aw distribution and um time um so the State Environmental process is established for the Minnesota loal Policy Act and NAA um the Environmental Quality board is the state agency that develops the aw form they issue the template and requirements that form and they also issue guidance for the various um processes the responsible governmental unit is the rgu they are responsible for doing the the documents complete and overseen the process um and there's two types of envirment do mandatory is when um the project exceeding s mandatory thresholds per in statute 431 4300 and 4400 and then there's also discing review and those situations have it's like a voluntary review process um there's three types of State environment process the envirment assessment worksheet um the environmental impact statement that signicant impacts are anticipated and then the alternative Urban Erie I've G on the following slides that may be used or the aurs may be used in blue of an ew for eligible products and typically those products are development type products so what is an alternative Area Wide review AAR um this process is ideally suage for projects that are happening in phase development and find geographical areas with a specific timing um and specific uses are not entirely known um it allows a lot of flexibility it evaluates concept level development scenarios so rather than looking at one um specifically divined project looks at at least two scenarios um the a is not meant to approve or deny a specific project it's meant to inform future approving permitting decisions um that graphic there is just kind of comparing the E Aur and the Aur uses the ew form as a basis for the document um but it's not the level of detail as in Eis um the a is used as can used as a planning tool for rgus it allows a lot of flexibility for starting Alternatives um it provides opportunities for public engagement for large projects there's two periods of um time periods and it allows um rgus to evalu devel over time something unique about the AR process is that it's updated so it's kind of like a video document and then at that fiveyear Mark you reassess what has happened in terms of development what has changed in terms of regulations and what is inated in the future so the a is continuously up updated until it's fully bu out um so the a process for large projects includes three documents the first one where we're at right now with project St scoping W it's really intend to kind of outline the next steps what's going to started for the draft a I'll get into that a little more detail on the following side the draft a includes some more detailed um analysis and identify what the Su andmental impacts are the mitigation plan and then the final a is basically revised version of the draft a so that the commentaries happen after the scoping and after the draft a the final a is updated for those clings and then following that there's a 10day agency um objection period um this graphic just shows kind of where we are in the process in the gr there the scoping aw um once that is published there'll be a mandatory 30day clment period and then there'll be a second apping for comments find the draft um and then as as already it's repeated every five years until it's fully built out so the scop we right now um it provides information to agencies and the public on the proposed scope for the draft a it does not includ detailed analysis in kind of summarizing existing conditions readily available desktop data and then summarizing what's going to happen next terms of analysis as part of the draft a and it provides an opportunity for agencies in public to comment D scope um those comments might influence all that scope changes in the draft a are additional data sources that may be might be worth considering once the scoping need of your process and com is complete the draft is your all preparing um this just that shows you the boundary for this project Skyway a generally it's approximately 4 AG of Acres generally a on side of being conservative and being able to fully what the potential development might be um since it's long-term based development that we looking at so scenario a is considering mix light General industrial and Technology centered Lees um this narrow assumes that um it may include up to 2.2 million ft of light industrial building space and 620,000 feet in technolog Center uses approximately 31,000 square feet of office space will also be considered north of driver and C there is assumed that that would not be developed the green the next scenario scenario B is assuming the majority would be Technology Center up to 3 million s feet and also off space as well and again north of D PE we're seeing develop this lays out that the graphic shows the 22 items that are considered in the um draft document the two in green just indicate two that are relatively new they were adopted by QB in new form released in 2022 and that includes climate adaptation and green g greenhouse gas emissions so as part of this we will be looking at those um for each of those topics there are specific questions that need to be answered and then depending on what the anticipate potential impact might be um additional analysis and studies might be included with the document um so the next slide here goes over as part of the draft scope in technical studies it's anticipated that the following um studies analyses will be completed including the well and dation which has already been um initiated um threed species reviews Green House gas analysis traffic impact study phase one environmental St assessment cultural resources desktop and the clense and then quantitive no analysis so the next steps here um the purpose of tonight's meeting is to improve the distribution of the projects by sping aw and draft a order um if that is approved then it would be submitted to the ETB the following Tuesday um and then published the next Tuesday March 18th um at that point that would initiat a 30-day CL period would conclude on April 17th um following this The Next Step would be to adopt the final a order as part of that um responses to the comc could be prepared and included in that final order um and then the draft a is prepared at that point so there are additional steps in the process is is just focusing solely on the scoping aw and getting into that draft a um and then of that happy to take any questions as needed so map two GRE you're saying the center green one is the one develop theology San yeah yeah so in this scenario a the purple is showing the light industrial areas and then that kind like color potenti teolog so the direct are um it can he started kind of concurrently with the cont period process but the draft the final ER order um not be adopted until the end of the com period and then the draft a would follow that so it be I think later early summer so that will be completed and then I would inate a second perod typically in your comic period what are you expecting during that time are you expecting public input questions um it's distributed to agencies on the EB distribution list so some of the agencies like the DNR and not might comment on certain um concerns they might have or additional data that they want um considered they comment on the need for additional analysis um and then usually there are some comments from residents in the public on any particular concern that they may have time frame some other comments anyone for um typically it's included as you think the final AO order needs to be adopted 15 business days from the end of account periods for like the rules um and usually it's included um had situation it's been delayed before it might you know factor into the preparation of the draft a something comes up that Wars additional analysis consideration other question Council well I would assume that the for line be a get a regional PL set up that would be long there yeah so um for the regional treatment plant you have a separate ew or environmental assessment worksheet that we're working on to cover that for line for y but this would include the extension the a will include the extension of utilities to serve the future otherwise be a resolution to anything from you to add ass a second Motion in a second any other discussion anything from your table I think um you know staff has really on this the information as you know um there's over 130 pages and so um it's a it's a lot of information I know that you had to digest and um to four or five days so if you have questions um two prior to the draft order just the staff Ni no other discussion Council [Music] Dela which is alternative every which includes we went through that yeah the resolution approved that so you don't need to do a separate anything else two I do want to mention two things um so we have created a website link uh it's under environmental reviews on our website and so we will be posting all public information on that just so the public can and check in we'll be posting um anything that we have for review will be on over the course of the next few months and so um any data that the public would like to review will be there and then in addition to that we are looking at posting um with gr companies in open house and that will be on April 9th from 4 to 7 and that will be here in sa uh Cil Chang so that will be uh an opportunity that area residents can come and seek more information um just about the project just kind of looks and feels and things like that it'll be more conversation let people can actually come and ask questions and have um those intimate conversations about what what their concerns are there is nothing else counil we can take a motion to adjourn very quick meeting people snow comes Mo a second
