Um the current gas and go company was purchased by another company. So tobacco licenses are non transferable. So this is just for the new owners to be able to continue to sell to them. Brandy. Hi. David. Hi. Right along. We are going to go to item E, which is going to be our first request to approve the chicken permit for 405 Avenue South East. Went through their paperwork. Who's a chicken ren? So you call this Stephen? Yep. So we received this chicken permit application from the Driscoll family located at 405 First Southeast. Um their paperwork included all of the required documents. Um I kind of some back and forth uh with them to nail down exactly what the dimensions needed to be and things like that. I got them squared away. Um, all of the diagrams, what not they have all reflect um hoop size and body size that are in accordance with what our ordinance is. Um, and then like the memo says, the issuing of this permit will be final on inspection by the city once it's perfectly coming up. It is backpedal motion and a second to approve his permit contingent on the final inspection by city staff. Any other questions council? So neighbors okay? Huh? bring their nest with um so the way our ordinance is written um as long as they meet all the setbacks they have to be I believe 40 feet from any neighboring property buildings um which they are um they measured it out and included that um the way our ordinance is written there's no public notice period for chicken permits that they have to notify um for our beekeeping ordinance and things like that there are specific um laid out but um for There is not. So there is on your on your diagram. Yep. So the property line setbacks they only have to be 10 ft from property line. They just have to be 40 ft from any building on questions. Council Hi. I Randy I jump to our next request which will be for 860 8th Street Southoutheast. So this chicken permit is a little bit different um as our code is currently written um section 10.07 um we allow up to three hens um no roosters or crowing hens. Um the request for 868 street southeast is for 12 hens. Um the difference in application being uh the applicant lives on a larger lot um I believe it's over acre acre and a half um size um or two. Yep. Um it butts up to the Douglas Trail and golf course. Um there's no other residential buildings behind it. Um so as the ordinance is written um 12 obviously goes above and beyond the three that is allowed. Um same with I kind of laid out the size of the proposed coupe and run. Um the sizes that are in the diagram are sufficient for 12. Um they are over will be allowed to move up three. Um so it's kind of up to council if they want to make the exception. I will note last year an exception was made for an application for 10. Um, I guess bigger picture if we're going to continue to receive applications requesting exemptions. Maybe if council would like, we can revisit how the ordinance is written. Um, whether it's a tiered system based on lot size, you can have x amount or, you know, that can be up, but we're kind of seeing a trend in requests for more. Um, and so instead of making exceptions on the regular, it might be better to just review it. That obviously doesn't do much for you here on this decision, but just bigger picture. It's Yeah, the ordinance is doing exactly what we wanted it to do, which we started out small. You know, I remember we had talked about five down to three just to start small and see how it was going to go. Uh and what I would say in the time since we started doing the chicken orders, people that are serious about it are the ones that are doing work and getting the pen houses ready and we have allowances for more. Yeah. What's what's nice about this one is the size of the putting it on, you know, I'm sure your father I will also note I appreciate the work that Mr. Paul put into the application. um he did his homework and provided a lot more context than I appreciate that I know the chicken for 868 street obviously with the exemption for the chicken second motion second chicken are you great question my wife has an idea of course Um and then I think a lot of you go to practice negative [Music] Another question. Uh, planning commission, we have nothing tonight. We'll jump right into public works and engineering which includes item A, our 2025 mil overlay southeast projected by. So we got four quotes in U for a minimum overlay and we got price. So, we're thinking about doing three more blocks. So, I got your permission to go ahead and sign a contract. We'll be doing all fifth street up to the pool main street also. The original came from sand and gravel $124,885. Yeah, we'll be we'll be good. So, and we'll save the $175,000 looking for your sign the contract that goes. No, I'm going to see the last shape. So, so I'll speak in attorney's absence. I I'll try to make him proud. But desperate councils um just to refresh your memories of any projects over $175,000 we have to put out the competitive bid. Um so we looked at multiple quotes. That's why we just got quotes. We didn't put it out for bidding because originally the um engineer estimate was below 175,000. Uh but stated even adding an additional three blocks Looks to be action project with additional pay. When we started on the road projects, one thing I really I really want to call attention to is I think city staff agreed with council. Can you specify who we are appointing correct for the and second and David will be five ticket item D2 which is going to be a request to purchase the brush hog. So right now we have a brush log that it works but it's not very efficient uh with our Bobcat um skid loader. We need to invest in a different one that works a lot better so we can make a little more progress. Right now we just we're all in with the other one. But the southern one we can pick up a little more pace. We we mow a lot of behind us and ditch. So anything that can help. Uh the one we're looking at is the burning B50 72 in. It's $8,400. uh trade in with the one that we'll trade in. It's $3,500 end price of $4,900 and that will be split out between three different places. Yeah. So you the size is the same 72 in gallon per minute. That's what fits our head. The other one the other one requires more flow. It's just balls. Yeah. So this one is fit for we tried it. Great Rachel. Yes sir. Hi guys. Uh we've been pretty busy this month at the library. I just wanted to highlight that we've got a couple of programs coming up. Starting on April 28th, uh next four Mondays after that, we'll be having a pollinator garden talks. So different topics with gardening and pollinator gardens. Um 6:30 at the high school, different classrooms for some of them, but looking forward to seeing um if those actually come to fruition. planting will probably be taking place in mid a uh mid May, but we've already got a couple of variants since and that was very exciting to see last week go into our garden. I wanted to highlight the fact that libraries have been in federal and um state news just with some of the different uh things going before the Supreme Court. There's a there is a contestant with how is funded. That is a fee that is applied to everyone's cell phone bills, I believe. And that helps pay for all public libraries and a lot of infrastructure for internet. Um, and that is currently um has already been argued and I think they're expecting uh something to come out of that by next month. So, we may have to be looking at different ways of funding our internet access at the library depending upon how that is ruled. So, I just want to call that to your attention. also with the Institute of Museum and Library uh services um administrative leave that was placed by the Dodge staff um Doge staff they um that does that kind of uh terminate all the grants that libraries have had from the federal government this year and we're not sure how that will affect state delivery services. So we currently have a network of lot of the libraries, public libraries in the state are sharing materials with every other public library in the state. A lot of colleges are in on that too. So um we don't know how that funding will take place after June of next year. So they're looking at options and doing things like that. So hopefully I'll have updates for everyone on how that affects us. Otherwise, I forgot to include it in my report, but it's a thing that's been taking up get all of my time. Um, we're doing a migration with our catalog right now. So, library catalog of all the different public libraries in Selco. We're switching platforms. So, currently we use Horizon. We'll be going into Evergreen at the beginning of May. Um, so we will be we're actually not no longer doing the minink the statewide inter library loan requests. um that stopped as of Friday just while we get everything going with the new system. So um next week we'll be doing card only services. We won't be having able any able to do any requesting and other things like that just because the way this everything is switching over. So just wanted to warn people to bring in library cards if they come into the library without them normally because we won't be able to look you up and check things out to you. So, thank you for your patience with all of that because it's going to be an adventure as we switch software just like everything else is. So, um that's what I have for you today.
