"GOOD EVENING EVERYONE AND Welcome. I Will Call This Bloomington City Council Meeting To Order Tonight Is Monday, March 3Rd, 2025. Thank You For Everyone Who Is Joining Us Here In The Council Chambers Thanks To Everybody Who'S Watching It Online. We Will Start Our Meeting As We Always Do. If You'Re Able To Please Stand Remove Your Caps And Join Me In The Pledge Of Allegiance. I Pledge Allegiance To The Flag Of The United States Of America And To The Republic For Which It Stands One Nation Under God Indivisible With Liberty And Justice For All . Once Again, Thanks To Everybody For Joining Us This Evening. Counsel, Good To See You All. Thanks For Being Here Tonight. Our First Order Of Business Tonight Is To Approve Tonight'S Agenda And The Agenda Is As Follows Council The Entire Introductory Items We Have Three Items Under Introductory Items We Have The Introduction Of New Employees Are Scott Anderson From Our Utilities Department Will Be Introducing I Think 1 Or 2 Employees In The Utilities Department. We Have A Proclamation Under Item 2.2 Which Is A Proclamation For Women'S History Month And Then Item 2.3 We'Re Going To Hear The Work Plan Presentation For The Bloomington Citywide Creative Placemaking Plan And Creative Placemaking As I Said Workplan For 2025 That'Ll Be Item 2.3. Item Three Our Consent Business. We'Ve Got Ten Items On Our Consent Agenda Tonight. Councilmember Dallessandro Has Our Consent Agenda. Thank You For Doing That. Under Item Four Hearings, Resolutions And Ordinances We Have One Resolution That Will Be Talking About This Is A Resolution Under Item 4.1 To Adopt The West Metro Multi Community Wellhead Protection Plan Part One Under Our Organizational Business We Have Item 5.1 Which Is A Study Item Regarding It'S A Progress Report On The Self Loop Development Plan Update And Then Item 5.2 We'Re Going To Be Having A Conversation About The And Ultimately A Resolution To Update Our Council Meeting Procedures Will Wrap Up With Item 5.3 Our City Council Policy And Issue Update Council Any Questions On That Or Any Additions Or Corrections To What I Just Stated Hearing None I Would Move Tonight'S Agenda As Stated Second Motion And The Second By Councilmember Carter To Accept Tonight'S Agenda As Stated No Further Council Discussion On This All Those In Favor Please Signify By Saying I Opposed Motion Carries Seven Zero And We Have An Agenda And As I Mentioned Our First Item On That Agenda Is The Introduction Of New Employees Scott Anderson From Our Utilities Department Will Be Making The Introductions. Council Members Tonight I Have The Pleasure Of Of Introducing Two Of Our Newest Employees To Utilities Eleazar Brown You And Andrew Tenney Start With Eleazar. Eleazar Is Currently One Of Our Utilities Maintenance Workers. He Comes To Us With Eight Years Of Looking Experience Utility Working Experience, Experience With Gas Power And Fiber Optics Throughout The State Of Minnesota. He'S Extensiv…
